การศึกษาวิจัยครังนีมีวัตถุประสงค์สําคัญเพื อศึกษาเอกสาร นโยบาย แผนระเบียบ
ข้อตกลง งบประมาณตลอดจนกฎระเบียบที เกี ยวข้องเพื อค้นหาปัญหาและอุปสรรค โดยเป็ นการวิจัย

ผลการศึกษาวิจัยครังนี ทําให้ได้รับทราบถึงสภาพข้อเท็จจริงในปัจจุบัน ได้พบปัญหา
และอุปสรรคในองค์ประกอบที สําคัญ ดังนี ด้านกาลังพล ด้านยุทโธปกรณ์ ด้านการส ํ ่งกาลังบํารุง ํ
ด้านการบริหารจัดการ ด้านแผนบรรเทาสาธารณภัย ด้านงบประมาณ และด้านอาสาสมัคร และได้
แนวทางการเพิ มประสิทธิภาพการดําเนินงานของศูนย์บรรเทาสาธารณภัยกองทัพอากาศ ดังนี
ด้านการจัดเก็บข้อมูล ด้านการเฝ้ าระวังแจ้งเตือนภัยและให้ความรู้แก่ประชาชน ด้านการวางแผน
และฝึ กซ้อมแผน ด้านการสื อสาร ด้านการใช้อากาศยานและยานพาหนะอื นๆ ด้านการค้นหาและ
ช่วยชีวิต ด้านการพืนฟูสภาพจิตใจและร่างกายให้แก่ประชาชนผู้ประสบภัย ด้านการสนธิกาลังใน ํ
การใช้เครื องจักรกลเพื อบูรณะสภาพพืนที ด้านการบริหารจัดการ ด้านการใช้จ่ายงบประมาณ ด้าน
อาสาสมัคร ด้านการวางระบบการรับบริจาค
ข้อเสนอแนะที สําคัญ คือ ระดับนโยบาย กระทรวงกลาโหมควรกาหนดบทบาทภารก ํ ิจ
บรรเทาสาธารณภัยเป็ นภารกิจหลักของกระทรวงกลาโหม กองบัญชาการกองทัพไทย และเหล่าทัพ
ส่วนระดับกองทัพ ควรแก้ไขปัญหาที เป็ นอุปสรรคในการทํางาน และผลักดันแนวทางการเพิ ม
ประสิทธิภาพการดําเนินงานของศูนย์บรรเทาสาธารณภัยกองทัพอากาศ ให้บังเกิดผลในระดับ
นโยบายและระดับปฏิบัติการ

ABSTRACT
Title Guidelines for Increasing Efficiency in the Disaster Relief Center’s
Operation of the Royal Thai Air Force

The significant purpose of this research is to find out problems and obstacles of the
Disaster Relief Center’s operation of the Royal Thai Air Force (RTAF) by studying its related
documents, policies, action plans, agreements, budgets as well as rules and regulations. The research
is a content analysis of the qualitative research, using data gathered from the center, interviewing
both executive managers and officers working at the center, together with reviewing the concerned
literature. The collected data is then critically examined by utilizing content analysis to bring out
guidelines for increasing efficiency in the RTAF Disaster Relief Center’s operation.
The outcomes of this research have shown not only the current facts of the encountering
problems and obstacles in seven important components: personnel, equipments, logistics,
management, operation plans, budgets and volunteers, but also the vital guidelines for increasing the
center’s operation, which are: information collections, vigilance and warning for the people, planning
and exercise, communications, aircraft and vehicle deployment, search and rescue, the victims’ body
and mind rehabilitation, integration of machinery for the affected area recovery, management, budget
spending, volunteering, and donation systemizing.
The research suggests that, at the policy level, the Ministry of Defense should set the
disaster relief mission and role as one of the main missions of the ministry, the Royal Thai Armed
Force, and the three armed forces. However, at the armed forces level, they should resolve the
problems impeding their disaster relief operations and push forward to make the guidelines for
increasing efficiency of the RTAF Disaster Relief Center’s operation become effective at both policy
and operational levels
