บทคัดย่อ
เรื่อง แนวทางการพัฒนาการปฏิบัติการป้องกันภัยทางอากาศร่วมกองบัญชาการกองทัพไทย
ลักษณะวิชา ยุทธศาสตร์
ผู้วิจัย นาวาอากาศเอก ก าพล ลิปิกรณ์ หลักสูตร วปอ. รุ่นที่ 62
วัตถุประสงค์ของการวิจัยฉบับนี้มี 2 ประการ คือ 1) เพื่อศึกษาสภาพปัญหาและอุปสรรค
ในการปฏิบัติการป้องกันภัยทางอากาศร่วมกองบัญชาการกองทัพไทย 2) เพื่อศึกษาแนวทางการ
พัฒนาการปฏิบัติการป้องกันภัยทางอากาศร่วมกองบัญชาการกองทัพไทย วิธีการวิจัย เป็นการวิจัยเชิง
คุณภาพ โดยการเก็บข้อมูลจากผู้ให้ข้อมูลหลักซึ่งเป็นผู้แทนจากส่วนต่างๆ และผู้บริหาร จ านวน 7 ท่าน
เครื่องมือในการวิจัย คือ การสัมภาษณ์เชิงลึก การวิเคราะห์ข้อมูลใช้การตีความจากข้อมูลที่เชิงคุณภาพ
ผลการวิจัย
1. สภาพปัญหาและอุปสรรคในการปฏิบัติการป้องกันภัยทางอากาศร่วมกองบัญชาการ
กองทัพไทย พบว่า ปัญหาและอุปสรรคที่ส าคัญมีอยู่ 3 ด้าน คือ ด้านโครงสร้างการท างาน ด้านบุคลากร
ด้านเครื่องมือ/เทคโนโลยีซึ่งด้านโครงสร้างการท างาน พบว่า โครงสร้างการท างานยังขาดความชัดเจน
ทั้งในด้านระเบียบการปฏิบัติงานประจ า และหลักนิยมด้านการป้องกันภัยทางอากาศร่วม ด้านคน
พบว่า ขาดความรู้ ความเข้าใจในภารกิจ หน้าที่ของตนเองในการปฏิบัติงาน และเครื่องมือ/เทคโนโลยีพบว่า
เครื่องมือที่มีส่วนส าคัญในการปฏิบัติงานด้านการป้องกันภัยทางอากาศของศูนย์บัญชาการทางทหาร
กองบัญชาการกองทัพไทย คือ ระบบแผนที่สถานการณ์ ยังขาดความสมบูรณ์ในการน าเสนอข้อมูล
เพื่อใช้ในการวิเคราะห์ภาพข่าวของฝ่ายอ านวยการได้ครอบคลุมทุกมิติ
2. แนวทางการพัฒนาการปฏิบัติการป้องกันภัยทางอากาศร่วมกองบัญชาการกองทัพไทย
จากการเก็บรวบรวมข้อมูล ผู้ให้ข้อมูลหลักได้เสนอแนวทางการพัฒนาไว้ 4 ด้าน คือ ด้านโครงสร้าง ด้าน
บุคลากร ด้านเครื่องมือ/เทคโนโลยี และด้านการตรวจสอบประเมินผลการเตรียมความพร้อม โดยด้าน
โครงสร้าง พบว่า แนวทางการแก้ไขคือ พัฒนา ปรับปรุง หลักนิยม องค์ความรู้ คู่มือการปฏิบัติงาน
ให้มีความสมบูรณ์ และสอดคล้องกับภารกิจ บทบาทหน้าที่ในแต่ละส่วนที่เกี่ยวข้องกับด้านการ
ป้องกันภัยทางอากาศร่วม ด้านคน พบว่า ควรด าเนินการจัดการฝึกที่มีประสิทธิภาพ โดยเน้นการปฏิบัติของ
ส่วนอ านวยการ เพื่อเพิ่มขีดความสามารถในปฏิบัติและผู้รับการฝึกต้องเป็นผู้ปฏิบัติงานจริงในแต่ละ
ต าแหน่ง เครื่องมือ/เทคโนโลยีพบว่า เครื่องมือที่มีส่วนส าคัญในการปฏิบัติงานด้านการป้องกันภัย
ทางอากาศของศูนย์บัญชาการทางทหาร กองบัญชาการกองทัพไทย คือ การพัฒนาความสมบูรณ์ของ
ระบบแผนที่สถานการณ์ และการจัดหาสถานที่ที่มีความเหมาะสมต่อการท างานด้านการปฏิบัติการ
ป้องกันภัยทางอากาศร่วม และด้านการตรวจสอบประเมินผล พบว่า ควรจัดให้มีการติดตามตรวจสอบ
การฝึก เพื่อเตรียมความพร้อมของหน่วยที่มีหน้าที่เกี่ยวข้องกับการปฏิบัติการป้องกันภัยทางอากาศร่วม
อย่างจริงจัง และเป็นรูปธรรม เพื่อน าไปสู่การสร้างมาตรฐาน และประสิทธิภาพของการปฏิบัติงาน
ในทุกระดับ

Abstract
Title : Development Guidelines for Joint Air Defense Operations of the
Royal Thai Armed Forces Headquarters

The objectives of this research are: 1) to study the problems and obstacles
in joint air defense operations of the Royal Thai Armed Forces Headquarters; 2) To
study the development guidelines for the development of Joint Air Defense
Operations of the Royal Thai Armed Forces Headquarters. The research methodology
is qualitative research done by collecting data from key informants, who are
representatives from various agencies and 7 executives. The research tools are
namely in-depth interview, data analysis by using interpretations from qualitative
data.
Research results
1. The problems and obstacles in joint air defense operations of the
Royal Thai Armed Forces Headquarters found that there are 3 important problems
and obstacles, namely work structure, personnel, equipment / technology. In terms
of work structure, it was found that the work structure is still unclear both the
standard operating procedures and the doctrine of Joint Air Defense Operations. In
terms of human resource, it was found that there is lack of knowledge and
understanding of the mission and their duties and operations. In terms of equipment
/ technology, it was found that the important tool in the air defense operations of
the Military Command Center of the Royal Thai Armed Forces Headquarters is the
situation map system, which is still incomplete in representing the information
needed for the intelligence assessment that covers all dimensions.
2. The development guidelines for Joint Air Defense Operations of the
Royal Thai Armed Forces Headquarters, from data collection, the key informants
have suggested development guidelines in 4 areas: structure, personnel, tools /
technology, and inspection, evaluation, preparation. In terms of structure, it was
found that the solution was to develop and improve the doctrine, knowledge,
operation manual to be complete and in accordance with the mission, the roles and
responsibilities of each area related to the Joint Air Defense Operations. In terms of
the People, it was found that effective training should be implemented by focusing
on the operations training of the exercise director and staffs in order to increase the
operations capability, and the participants must be real world operators in each
exercise roles. In terms of the tools / technology, it was found that the tools that are
important in the Joint Air Defense Operations of the Military Command Center of the
Royal Thai Armed Forces Headquarters is the integrity development of the situation
map system and the procurement of suitable sites for Joint Air Defense Operations.
In terms of the inspection and evaluation, it was found that there should be proper
exercise monitoring system in place for readiness preparation of the relevant units
responsible for Joint Air Defense Operations in order to strife toward standardization
and efficiency of the operations at all levels.
