รายงานผลการศึกษาวิจยัฉบับนÊี ทําการศึกษาสถานการณ์และสภาพปัญหาของ
แรงงานต่างดา้วทÉีมีผลกระทบต่อความมนÉัคงของประเทศไทยและแนวทางในการแกป้ ัญหาแรงงาน
ต่างด้าว รวมถึงทําการวิเคราะห์ปัญหาและอุปสรรคในการแก้ปัญหาแรงงานต่างด้าว พร้อม
เสนอแนะแนวทางแก้ไข ซึÉงจากการศึกษาพบว่าการขยายตวัทางเศรษฐกิจของประเทศไทย ทาํให้
แรงงานต่างดา้วจากประเทศเพÉอืนบา้น ส่วนใหญ่มีสัญชาติพม่าลาวและกมั พูชา หลบหนีเขา้มาใน
ประเทศไทยเพืÉอทํางานในระดับล่าง แรงงานต่างด้าวทÉีมีการสะสมอย่างต่อเนืÉองมาเป็ นระยะ
เวลานานและเพิÉมจาํนวนมากขÊึนเรืÉอยๆ ได้ก่อให้เกิดปัญหาต่อความมนคงของประเทศ ทั ัÉ Êงในดา้น
เศรษฐกิจ สังคม สาธารณสุข และสิÉงแวดลอ้ม ซึÉงจากการศึกษานโยบายในการแกป้ ัญหาแรงงานต่างดา้ว
ทีÉผ่านมาของประเทศไทยมุ่งเน้นการแก้ปัญหาด้านความมันคงเป็ นหลัก ซึ É Éงนโยบายดงักล่าวไม่
ตอบสนองต่อระบบเศรษฐกิจไทยทÉียงัพÉึงพาแรงงานระดบัล่างจาํนวนมากรวมถึงแรงงานต่างดา้ว
บางส่วนตกเป็นเหยอืÉ การคา้มนุษย์จึงควรมีแนวทางในการแกป้ ัญหาแรงงานต่างดา้วเชิงบูรณาการทีÉ
คาํนึงถึงความสอดคลอ้งของนโยบายทัÊงในดา้นการรักษาความมันÉ คงดา้นการพฒั นาเศรษฐกิจและ
ดา้นการคุม้ครองแรงงานอย่างเพียงพอโดยมีการกาํ หนดนโยบายบริหารจดัการแรงงานต่างดา้วทÉี
ชดัเจนในระยะยาวและรัดกุมมากขึÊน พร้อมวางแนวทางในการแก้ไขปัญหาการขาดแคลนแรงงาน
ระดบัล่างอนั เนืÉองมาจากสภาพโครงสร้างเศรษฐกิจไทยและการเตรียมแผนรองรับการเคลืÉอนยา้ย
แรงงาน อนั เนÉืองมาจากการรวมตวัทางเศรษฐกิจของภูมิภาคอาเซียน (AEC)
นอกจากนีÊผูว้ิจยัไดท้ าํการศึกษาแนวทางเบืÊองตน้ ในการดาํ เนิน “โครงการสนับสนุน
เอกชนจดั ทาํโครงการทีÉพกัอาศยั” ซึÉงเป็ นโครงการหนึÉงในแผนปฏิบตัิการฉบบั สมบูรณ์การบริหาร
จดัการแรงงานต่างดา้วจงัหวดัสมุทรสาคร ปีงบประมาณ พ.ศ. ๒๕๕๗ – ๒๕๖๐ (สมุทรสาครโมเดล)
โดยทาํการศึกษาจากหน่วยงานภาครัฐองคก์รภาคเอกชน และผูท้ีÉเกีÉยวขอ้งกบัแรงงานต่างดาวในพื ้ ÊนทีÉ
จงัหวดัสมุทรสาครการวิจยัทาํให้ทราบว่า ภาครัฐเอกชน และผูเ้กีÉยวขอ้งกบัแรงงานต่างดา้วเห็นดว้ย
กับการดาํ เนินโครงการดังกล่าวเนืÉองจากเป็นโครงการสนับสนุนการจดัระเบียบแรงงานต่างด้าว
พร้อมเสนอแนะปัจจยัประกอบการดาํ เนินโครงการให้ประสบผลสาํ เร็จเป็นรูปธรรม

ABSTRACT
Title: The problem of alien workers in Thailand relating to national security

According to the economic expansion, Thailand has become a major destination of
illegal immigration, especially from neighboring countries such as Myanmar, Cambodia and Laos,
in order to work as unskilled labor. This research aimed to learn about the situation of the growing
number of illegal alien workers in Thailand which have accumulated continuously for many decades.
The study also brings about knowledge on problems of illegal alien worker relating to national security
in terms of economic, social, public health and environmental. Finally, this paper analyzes the policies
used to manage alien workers. Based on results of a literature review of documents aimed at providing
basic knowledge about migrant labor management policies, it can be concluded that most of the
policies are generated by focusing on the security solution and face considerable challenges because
they may be counterproductive with respect to Thailand’s economic growth. Moreover, significant
illegal migration to Thailand presents traffickers with opportunities to coerce or defraud
undocumented migrants. Therefore, the sustained policies that contribute to the successful
implementation should regard to national security, economic condition and human rights protection.
The policies used to manage illegal alien workers should be clear long-term and more concise. As well
as the labor shortage problem would be solved through related measures. Beyond this, Thailand needs
to provide insight into effective labor management due to free labor dislocation when AEC is opened.
Furthermore, the research has included a study on Samut Sakhon Model which is the
action plan for alien worker management of Samut Sakhon Province, 2014 -2017, focusing on the
project of residence development for alien workers. To understand the key success factors for this
project, the study applied qualitative approaches to data collection by interviews with focus group
including government, private sector and relevant agencies. In addition, participant observation
was conduct to provide a more detail picture of alien worker’s settlements in residential areas.
Most of the opinions agree with this project because it is effective for alien labor management.
