การวิจัยเรื่อง บทบาทภาครัฐต่อการปรับกลยุทธ์ธุรกิจแกรนิตและหินอ่อนเพื่อความมนั่ คง
แบบยงั่ ยืน มีวตัถุประสงค์ของการวิจยัเพื่อศึกษาบทบาทกฎหมายการส่งเสริมด้านสิทธิพิเศษและ
ทุนที่มีการพัฒนาธุรกิจภาคเอกชน เพื่อวิเคราะห์ปัญหาการพัฒนาธุรกิจหินแกรนิตและหินอ่อน
ให้มีความมนั่ คงแบบยงยื ั่ น และเพื่อเสนอแนวทางการวางมาตรการก ากับและบริการเพื่อพัฒนา
ธุรกิจหินแกรนิตและหินอ่อนให้มีความมนั่ คงแบบยงั่ ยืน โดยการวิจยัคร้ังน้ีเป็นการวิจยัแบบผสม
กล่าวคือเป็ นการวิจยัท้งัเชิงปริมาณและเชิงคุณภาพ ในเชิงปริมาณได้ท าแบบสอบถามความพึงพอใจ
แล้วน าผลของแบบสอบถามมาเป็ นข้อมูลเพื่อน ามาท าการสังเคราะห์ตามทฤษฎี Hermeneutics
ด้วยการแปลหรื อตีความเพื่อได้ผลของการวิจัยในด้านต่าง ๆ และการวิจัยเชิงคุณภาพ โดยมี
แบบสัมภาษณ์ด้วยค าถาม 6 ค าถาม กับบุคคลกลุ่มต่าง ๆ ไดแ้ก่ผู้ประกอบการท าเหมืองอ่อนและ
แกรนิต ผูป้ ระกอบการแปรรูปหินส าเร็จรูป ช่างผูช้ านาญการในการติดต้ังหินอ่อนและแกรนิต
ผู้จ าหน่ายหินอ่อนและแกรนิตส าเร็จรูป ผู้ใช้บริการหินแกรนิตหรือหินอ่อน รวมถึงเจ้าพนักงานของรัฐ
ผู้มีอ านาจบังคับใช้กฎหมายและส่งเสริมธุรกิจหินอ่อนและแกรนิต มาท าการสังเคราะห์และ
วิเคราะห์เพื่อให้ได้ผลของข้อมูลที่สอดคลอ้งกบัวตัถุประสงคท์ ี่ต้งัไว้ผลของการวิเคราะห์ขอ้มูลจาก
แบบสอบถามความพึงพอใจและแบบสัมภาษณ์มีผลต่อวัตถุประสงค์ตามที่วิจัย คือ บทบาทของภาครัฐ
มีผลต่อการปรับกลยุทธ์ของธุรกิจหินแกรนิตและหินอ่อนในทุกมิติเป็ นส าคัญ จึงจะเกิดการพัฒนา
ธุรกิจหินแกรนิตและหินอ่อนแบบมั่นคงและยงั่ ยืน จากผลการวิจัยคร้ังน้ีมีข้อเสนอแนะคือ
การประกอบธุรกิจหินแกรนิตและหินอ่อน ภาครัฐควรมีการจดั ต้งัองค์กรร่วมระหว่างภาครัฐกับ
เอกชน ในธุรกิจเฉพาะเรื่องหินแกรนิตและหินอ่อนเพื่อท าให้ธุรกิจดังกล่าว เกิดความมนั่ คงแบบยงั่ ยืน
และนอกจากน้ีธุรกิจประเภทอื่น ๆ ภาครัฐควรจะมีการจดั ต้งัองคก์รเฉพาะดา้นของธุรกิจน้นัอีกด้วย
ประเทศจึงจะมีการพฒั นาแบบมนั่ คงและยงั่ ยนืไปในทุก ๆ ดา้นอยา่ งพร้อมกนั

The research on the Role of Government in Adjusting Granite and Marble Business
Strategies for Sustainability aims to study the role of investment privilege promotion laws for
private sector business development in order to address problems relating to granite and marble
business development for sustainability and to propose regulatory and service standards for
developing sustainable granite and marble business. The research is a mixed methods research
utilizing both quantitative and qualitative approaches. Quantitative method relies on satisfaction
questionnaire and applies hermeneutics theory to interpret the questionnaire results. Qualitatively,
the research analyzes data obtained from a six-question interview with granite and marble mine
operators, prefabricated stone processing business operators, technicians specialized in marble
and granite installation, prefabricated marble and granite dealers, granite or marble users, and
government officials in charge of marble and granite business law enforcement and promotion.
The results of satisfaction questionnaire and interview data analysis indicate that the government
must play a significant role in adjusting granite and marble business strategies in all dimensions
in order to achieve a stable and sustainable granite and marble business development. From this
research, it is suggested that the government should establish a public and private sector
organization specialized in granite and marble business to ensure sustainable stability. In addition,
the government should set up specialized organizations for other types of businesses as well so
that thecountrycoulddevelopallareas simultaneously inastable and sustainable manner.
