เรื่อง การพัฒนากิจการอวกาศเพื่อเป็นพลังอ านาจของชาติ

การวิจัยเรื่องนี้มีวัตถุประสงค์ เพื่อศึกษา วิเคราะห์ และพัฒนาการด้านกิจการอวกาศ
ของประเทศไทยที่ผ่านมาจนถึงปัจจุบันและที่จะเกิดขึ้นในอนาคต โดยศึกษาถึงปัญหา อุปสรรค และ
ข้อขัดข้องในการด าเนินการและเตรียมความพร้อมในการพัฒนากิจการด้านอวกาศของประเทศไทย
เพื่อเสนอแนวทางในการพัฒนากิจการอวกาศเป็นพลังอ านาจ (Space Power) ของชาติ ทั้งนี้ เพื่อ
สร้างความมั่นคง มั่งคั่ง และยั่งยืนของประเทศไทยให้สอดคล้องกับยุทธศาสตร์ชาติ ๒๐ ปี
แนวทางการศึกษาเป็นการวิจัยเชิงคุณภาพตามระเบียบวิธีวิจัยโดยใช้แบบสัมภาษณ์
ประกอบด้วยข้อค าถามส าคัญเพื่อใช้ในการสัมภาษณ์เชิงลึก (In-depth Interview) และสัมภาษณ์
แบบเจาะจง เป้าหมายที่จะสัมภาษณ์ประชากรที่จะเป็นผู้ให้ข้อมูลส าคัญแบ่งออกเป็น ๕ กลุ่ม ได้แก่
กลุ่มผู้บริหารก าหนดนโยบาย และกฎหมายที่เกี่ยวข้องหรือ Administrators , กลุ่มผู้ตรวจสอบ
ก ากับดูแล ออกใบอนุญาตต่าง ๆ หรือ Regulators , กลุ่มผู้ประกอบการด้านกิจการอวกาศและ
กิจกรรมที่เกี่ยวเนื่องหรือ Operators , กลุ่มผู้ใช้งานหรือผู้รับบริการหรือ Users และกลุ่มผู้เชี่ยวชาญ
ในด้านกิจการอวกาศ หรือ Experts ซึ่งกลุ่มประชากรเป้าหมายดังกล่าว มาจากองค์กร หน่วยงาน และ
สถาบันที่มีความส าคัญต่าง ๆ ที่เกี่ยวข้อง จ านวนประชากรที่ให้สัมภาษณ์ ๕๔ คน ส าหรับหลักการ
สัมภาษณ์ใช้เทคนิค EDFR (ผสมระหว่าง Delphi กับ EFR) ซึ่งจะท าให้ได้ข้อมูลผลกระทบ (Impact)
และแนวโน้ม (Trend) น าข้อมูลที่ได้จากการสัมภาษณ์ผ่านกระบวนการวิเคราะห์เนื้อหา (Contents
Analysis) และกระบวนการสร้างฉากทัศน์ในอนาคต (Future Scenario) ใช้การประชุมกลุ่มย่อย
๗ กลุ่มย่อยในลักษณะของการประชาพิจารณ์ โดยเลือกจากประชากรทั่วไปที่ใช้เทคโนโลยีจ านวน
๔๘ คน ทั้งนี้ เพื่อให้ได้มุมมองอนาคตที่ใกล้เคียงความจริงมากที่สุด และเพื่อลดความคลาดเคลื่อนของ
ข้อมูลและได้ประชากรตัวอย่างที่หลากหลาย
ผลการวิจัยตอบวัตถุประสงค์การวิจัยข้อที่ ๑ สรุปได้ว่า ในระดับโลก การพัฒนากิจการ
อวกาศมีเป้าหมายเพื่อเป็นผู้น าทางด้านเทคโนโลยีและแย่งชิงผลประโยชน์ ซึ่งน าไปสู่พลังอ านาจ
แห่งชาติโดยมุ่งเน้นที่การจัดตั้งองค์กรอวกาศแห่งชาติและใช้องค์ความรู้ขั้นสูง โดยขีดความสามารถ
ด้านอวกาศนั้นแบ่งตามกลุ่มประเทศส าหรับประเทศไทยนั้นเน้นที่ขีดความสามารถของภาครัฐซึ่งซื้อ
เทคโนโลยีมาใช้งานเป็นหลัก นอกจากนี้แล้วยังไม่มีนโยบายด้าน Landing Rights ผลการวิจัยตอบ
วัตถุประสงค์ข้อที่ ๒ สรุปได้ว่า ประเทศไทยสามารถยกระดับขีดความสามารถได้ด้วยการส่งเสริมด้าน
การศึกษา และสนับสนุนด้านนโยบายและงบประมาณ การให้ความส าคัญ และก าหนดทิศทางที่ชัดเจน
ส่วนข้อเสนอแนะดังนี้ ในระดับนโยบายก าหนดนโยบายในการยกระดับขีดความสามารถ ในระดับ
ปฏิบัติก าหนดหน่วยปฏิบัติและหน้าที่ความรับผิดชอบในแต่ละด้าน โดยการท าวิจัยครั้งต่อไปควรเป็น
การพัฒนาจรวดส่งดาวเทียม มนุษย์อวกาศ ธุรกิจอวกาศ และการท่องเที่ยวอวกาศ เป็นต้น

Abstract
Title Improving Space Affairs to become National Space Power

The purpose of this research is to study, analyze and develop Space Affairs
in Thailand since the beginning until the future, through studying the obstacles and
problems in the preparation for the development of Space Affairs in Thailand. In order
to provide concepts for the development of space affairs to become Space Power, to
provide stability and sustainability, such that it fulfills the National Strategy.
This is a qualitative based research through the use of In-depth Interviews,
and target specific interview, where the target audiences are from important agencies
and organizations, which can be categorized into 5 groups consisting of: Administrators,
Regulators, Operators, Users, and Experts. The total number of interviewers is 54
people. The research used the Ethnographic Delphi Futures Research methodology,
provides information about the impact and trend. In addition to this, information is
obtained through Content Analysis and Future Scenarios, by the dividing 48 interviewers
into 7 sub-groups. This was done to obtain different points of view of the future with
as much accuracy, and in order to reduce the errors from information.
The results of the first research objectives can be concluded that on a global
scale the development of space affairs is important in order to become a leader in
technology and compete with others for benefits which will benefit the nation by
focusing on the creation of a national space affairs organization and utilizing knowledge.
The main focus should be on the developing knowledge within the Government sector,
in addition to this there is no Landing Rights policy. The results for the second research
objective can be concluded that Thailand can improve its capability, through the
support of further education, provide supporting policies, budgeting, as well as clearly
defining the importance and direction. As for suggestions, at the policy level,
importance should be in improving the capabilities of people, at the operational level,
the responsibility and assignment of the different areas should be the priority. The next
research should be on the development of rockets, astronauts, satellites, space
businesses, and space tourism for example.
