ในปัจจุบันมีชุมชนไทยที่มีถิ่นพำ นักอย่ใูนต่ำงประเทศท้งัหมดประมำณ ๑,๐๓๙,๐๓๒
คน ซึ่งสำมำรถท ำคุณประโยชน์ให้กับประเทศไทย เช่น กำรมีบทบำทในกำรปกป้ องและผลักดัน
ผลประโยชน์ของประเทศไทยท้งัในดำ้นเศรษฐกิจและกำรเมือง หรือในฐำนะกลุ่มปกป้องและรักษำ
ผลประโยชน์ (lobbyist) ในประเทศออสเตรเลียมีชุมชนไทยอยู่ประมำณ ๕๔,๘๙๖ คน ซึ่งคนไทย
โดยเฉพำะผู้ถือสัญชำติออสเตรเลียก็ย่อมมีบทบำทในด้ำนสังคม เศรษฐกิจ วัฒนธรรม และกำรเมือง
และหำกสำมำรถรวมตัวกันก็สำมำรถสร้ำงพลังอ ำนำจให้เป็ นที่ยอมรับและผลักดันปกป้ อง
ผลประโยชน์ของชุมชนไทยในประเทศน้นั ๆ ตลอดจนสำมำรถมีบทบำทในกำรส่งเสริมผลประโยชน์
ของประเทศไทยได้เช่นเดียวกัน
รัฐนิวเซำทเ์วลส์เป็นรัฐที่มีผโู้ยกยำ้ยถิ่นฐำนจำกต่ำงประเทศนิยมไปต้งัรกรำกมำกที่สุด
และรัฐบำลนิวเซำท์เวลส์เองก็ตระหนักดีว่ำ ประชำกรเหล่ำน้ีมีส่วนส ำคัญในกำรส่งเสริมควำม
เจริญรุ่งเรืองทำงเศรษฐกิจของรัฐในกำรเป็นตวัเชื่อมกบั ประเทศที่เป็นถิ่นกำ เนิดเพื่อผลประโยชน์ทำง
เศรษฐกิจจึงไดม้ีกำรก่อต้งักลไกต่ำง ๆ เพื่อมีปฏิสมั พนัธก์ บั ชุมชนเหล่ำน้ีอยำ่ งไรก็ตำม ชุมชนไทยใน
รัฐนิวเซำท์เวลส์ ซึ่งมีประมำณ ๑๗,๕๓๘ คน ยังไม่มีสถำนภำพเป็ นที่ยอมรับอย่ำงเป็ นทำงกำร
เช่นเดียวกับชุมชนอื่น ๆ ผู้วิจัยในฐำนะที่ได้ด ำรงต ำแหน่งกงสุลใหญ่ ณ นครซิดนีย์ รฐนิวเซำท์เวลส์
เล็งเห็นถึงศักยภำพของชุมชนไทยที่จะสำมำรถมีบทบำทอย่ำงมีนัยส ำคัญในด้ำนสังคม เศรษฐกิจ
วัฒนธรรม และกำรเมืองของรัฐและในฐำนะตัวเชื่อมเพื่อส่งเสริมผลประโยชน์ระหว่ำงรัฐและประเทศ
ไทยจึงได้น ำกรณีแนวปฏิบัติที่เป็ นเลิศของชุมชนอื่น ๆ ที่ถือได้ว่ำเป็ นชุมชนที่มีควำมเข้มแข็ง ได้แก่ จีน
และฟิ ลิปปิ นส์ ซึ่งมีสถำนภำพเป็ นที่ยอมรับอย่ำงเป็ นทำงกำรมำเป็ นกรณีศึกษำแนวทำงในกำรส่งเสริม
ให้ภำครัฐยอมรับสถำนภำพและศักยภำพของชุมชนไทย ซึ่งผู้วิจัยเห็นว่ำเป็ นกรณีศึกษำตัวอย่ำงใน
ประเทศออสเตรเลีย ที่สำมำรถน ำไปพัฒนำกลยุทธ์ เสริ มสร้ำงควำมเข้มแข็งของชุมชนไทยใน
ออสเตรเลีย ตลอดจนเพื่อผลักดันผลประโยชน์ทำงเศรษฐกิจของชำติ
abstract:
ABSTRACT
Title Advocating national interest through the empowerment of Thai Community in
Australia : New South Wales as a case study

Over one million Thais are now residing in several countries around the world. Thai
Communities overseas can empowered themselves by mobilizing as one unified voice representing the
Community to advocate its interest and the interest of the community’s country of birth. The objective of this
research is to evaluate Thai Community in New South Wales’ level of empowerment and to identify barriers
and recommend ways to enhance the empowerment process. The scope of the research focuses on leaders in
the Community, government decision makers at the state and local levels and the interaction between the
Community and these decision makers. The author applies qualitative research methodology through
interviews and observation of other communities’ best practices. Through SWOT Analysis the research found
that though several associations were established by different groups in the Thai Community, the Community
itself has yet to mobilize itself as one unified voice and to gain access to decision makers to advocate the
community’s interest, which could be attributed to a few factors such as lack of defined goals and recognized
leaders. The research recommends that the Thai Consulate-General and the Embassy must play an active role
in facilitating the process of empowerment by working with the Community in identifying its goals and vision
and encourage the Community to mobilize itself into one unified voice to advocate its interest by bringing as
example other Communities’ best practices as motivation. While there is yet to be a recognized leadership
within the Community, the next generation of youth must be encouraged to engage in the activities of the
Community and to be groomed as future leaders. It is also imperative that the Thai government identifies Thai
Community empowerment process as one of its priorities by requiring its overseas missions to draw up work
plans along with quantifiable Key Performance Indicators to ensure long-term continuity.
