ไม่สงบ ในพ้ืนที่จังหวัดชายแดนภาคใต้เพื่อกา หนดแนวทางการดา เนินการที่เหมาะสมต่อองค์กรภาค
ประชาสังคม เพื่อแก้ปัญหาความไม่สงบในพ้ืนที่จงัหวดั ชายแดนภาคใต้โดยมีขอบเขตของการวิจัย
ประกอบด้วยการศึกษาเน้ือหาเกี่ยวกบั บทบาทองค์กรภาคประชาสังคม การศึกษาสถานการณ์ในพ้ืนที่
จังหวัดชายแดนภาคใต้และแนวทางการกา หนดบทบาทองคก์รภาคประชาสังคมกบัการแกป้ ัญหาในพ้ืนที่
จังหวัดชายแดนภาคใต้ในพ้ืนที่จังหวัดยะลา จังหวัดนราธิวาส จังหวัดปัตตานี และ ๔ อ าเภอจังหวัดสงขลา
โดยดา เนินการสัมภาษณ์เชิงลึกต่อกลุ่มผทู้ี่เกี่ยวขอ้งจา นวน๑๐ คนและด าเนินการรวบรวม
ข้อมูลท้งัขอ้มูลปฐมภูมิและขอ้มูลทุติยภูมิในห้วงเวลาต้งัแต่เดือน ธันวาคม ๒๕๖๑ –พฤษภาคม ๒๕๖๒
ส่วนวิธีด าเนินการวิจัยเป็ นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยมีผลการวิจยัสรุปไดว้่า บทบาท
ขององค์กรภาคประชาสังคม ส่งผลโดยตรงต่อการแกป้ ัญหาความไม่สงบในพ้ืนที่จังหวัดชายแดนภาคใต้
ดงัน้ัน การดา เนินการต่อองค์กรภาคประชาสังคมเพื่อแก้ปัญหาความไม่สงบในพ้ืนที่จงัหวดัชายแดน
ภาคใต้ ควรด าเนินการให้ครอบคลุมทุกระดบัการปฏิบตัิงานต้งัแต่ระดบั หมู่บา้นทวั่ พ้ืนที่จงัหวดัชายแดน
ภาคใตข้ยายสู่พ้ืนที่รอบนอกในระดบั ภาคระดบั ประเทศและขยายไปสู่พ้ืนที่ในต่างประเทศท้งัระดับ
ภูมิภาค และในเวทีโลก เพื่อเป็นการสร้างความเขา้ใจและนา เสนอขอ้เท็จจริงของสถานการณ์ในพ้ืนที่
จังหวัดชายแดนภาคใต้ให้ทุกภาคส่วนได้รับทราบขอ้ มูลที่ถูกต้องและเป็นจริงเพื่อป้องกนั ไม่ให้น า
ขอ้มูลที่ไม่ถูกตอ้งนา ไปบิดเบือนขยายผลเพื่อช้ีให้เห็นถึงความขดัแยง้ในพ้ืนที่อนัจะส่งผลไปสู่การช้ีนา

This Research topic is the Civil society organizations and the problem solving in the southern
border provinces. The objective is to study the role of civil society organizations and the solving of unrest in
that area and study important problems and obstacles of civil society organizations towards solving unrest
In the southern border provinces, in order to formulate appropriate guidelines for civil society organizations
to solve the problems of unrest in the southern border provinces. The scope of research consists of studying
the content of the role of civil society organizations and study of the situation in the southern border
provinces and guidelines for determining the role of civil society organizations and solving problems in the
southern border provinces of Yala, Narathiwat, Pattani Provinces and 4 districts in Songkhla Province.
By conducting in-depth interviews with 10 people involved and conducting data collection
both primary data and secondary data in the period from December 2018 - May 2019. Beside the research
methodology is qualitative research with the results of the research concluded that the role of civil society
organizations directly affecting the solving of the unrest in the southern border provinces. Therefore the
implementation of civil society organizations to solve the unrest in the southern border provinces should
proceed to cover all levels of operation from the village level throughout the southern border provinces,
expanding to the outer areas at the national level and expanding to areas in foreign countries both at the
regional level and on the world stage. In order to create understanding and present facts of the situation in
the border provinces under allowing all sectors to receive accurate and true information to prevent misuse of
information. Finally expand the results to indicate the conflict in the area which will lead to guidance to
understand that the situation in the southern border provinces is a situation (Armed Conflict : AC) to lead to
the creation of an environment in order to eventually determine the right to self determination (RSD).

ABSTRACT Nowadays, the global warming is one of the biggest global problems situation.
All nations have to pay attention and concern about this problem because of this
serious situation not only impacts many people around the world but also occurs in
many places around the world too. Over the past 10 years, the world ranking record
of the hottest temperatures for three years are in years 1990, 1995 and 1997. Moreover,
the world temperature has increase direction every year. It can be deeply said that the
global warming affected by the climate change and the climate change affected by
the activities and the consumption of human life.
