อุทยานวิทยาศาสตรเป,นกลไกที่สําคัญสําหรับการพัฒนาเศรษฐกิจบนฐานนวัตกรรม
ป2จจุบันประเทศไทยได4ลงทุนสร4างอุทยานวิทยาศาสตรภูมิภาคแม'ข'าย ๓ แห'ง และ เครือข'าย ๑๔ แห'ง
กระจายอยู'ทั่วประเทศทั้งหมดดําเนินการโดยมหาวิทยาลัย งานวิจัยนี้มีวัตถุประสงคเพื่อศึกษาการ
ดําเนินงานของอุทยานวิทยาศาสตรภูมิภาคแม'ข'ายทั้ง ๓ แห'ง เพื่อบ'งชี้อุปสรรคหรือข4อจํากัดของการ
ดําเนินงานในระยะที่ผ'านมาพร4อมกับจัดทําเป,นข4อเสนอแนะสําหรับการดําเนินงานในระยะต'อไป
ผลการศึกษาพบว'า โดยทั่วไป อุทยานวิทยาศาสตรภูมิภาคมีศักยภาพในการสร4างผลกระทบทางเศรษฐกิจ
และสังคมให4กับพื้นที่ได4แต'ก็ยังมีอุปสรรคที่เกิดจากข4อจํากัดของงบประมาณไม'เพียงพอที่จะสร4างความ
เข4มแข็งให4อุทยานได4อย'างต'อเนื่อง ป2ญหาการบริหารจัดการภายใน ซึ่งนับว'ายังอยู'ในระยะเริ่มต4นและ
ป2ญหาในการสร4างและดํารงไว4ซึ่งผู4เชี่ยวชาญสําหรับทํางานตามแผนงาน สําหรับการดําเนินการ
ในระยะต'อไป ควรพิจารณาหากมีการปรับเรื่องโครงสร4างการกํากับดูแลอุทยานวิทยาศาสตร โดยให4
กระทรวงฯ มีบทบาทในการบริหารอุทยานวิทยาศาสตรร'วมกับมหาวิทยาลัยมากขึ้น มีการขยายขอบเขต
ภารกิจจากการให4บริการเป,นรายบริษัท มาเป,นการพัฒนาระบบนิเวศของธุรกิจทีมีศักยภาพในพื้นที่
โดยเลือกจากอุตสาหกรรมที่เป,นจุดแข็งของพื้นที่และต4องมีหน'วยงานภาครัฐ ภาคเอกชน และภาคสังคม
ทํางานร'วมกันแบบ Helixเพื่อบรรลุวัตถุประสงคให4เกิดระบบนิเวศทางเศรษฐกิจ อีกทั้งอุทยานฯ
ยังสามารถเป,นแกนหลัก ในการสร4างระบบนิเวศ เพื่อแก4ป2ญหาทางสังคมและสิ่งแวดล4อมได4อีกด4วย
ป2จจัยสําคัญที่จะทําให4ประสบความสําเร็จอีกประการหนึ่งคือ การผ'อนคลายกฎระเบียบการจัดซื้อจัดจ4าง
ที่เอื้อต'อเทคโนโลยีหรือกฎระเบียบอื่นที่เกี่ยวข4อง และการให4โอกาศกับระบบนิเวศสามารถทํา Sandbox
ได4ตามความจําเป,น

Abstract
Title Science Park is an Important Mechanism for Economic Development

Science Park is an important mechanism for economic development
based on innovation. At present, Thailand has developed three main Regional
Science Parks (RSP) as a hub of 14 university science parks locating across the nation.
The objectives of this research are two folds: to identify obstacles and limitations
associated with the operations of RSPs in the past, and to develop recommendations
for future operations. In general, it can be concluded that regional science parks can
create impact on the economic and social development of its vicinity. However, RSPs
also face major obstacles including budget constraintsand internal management.
To circumvent such obstacles, the study identifies two major recommendations for
next phases of RSPs operation. First, it is recommended that the governance
structure of RSPs should be reviewed, to promote joint governance of RSP between
the ministry and university. Second, it is recommended that the next-phases mission
of RSPS includes the development of ecosystemsfor potential businesses in the
regionand helix type of collaboration among government organizations, private
sectors and local communities should be underlined in the projects. Moreover, the
science parks should play core functional ecosystem development role to tackle
societies and environmental problems. Nonetheless, the non-restricted regulations
should be applied to accommodate to the new technologies and other existing
functions for example constructing the sandbox initiative models as necessary.
