เรื่อง การกำหนดบทบาทของทหารต่อความมั่นคงด้านอวกาศของประเทศ

ทรัพยากรในห้วงอวกาศเป็นผลประโยชน์ของชาติที่มีความสำคัญของประเทศ เกี่ยวข้อง
อำนาจอธิปไตยของชาติ และต้องได้รับการปกป้องดูแลจากพลังอำนาจของชาติทั้งปวง โดยเฉพาะ
จากหน่วยงานด้านความมั่นคง ที่ผ่านมาประเทศไทยไม่มีการกำหนดบทบาทของทหารต่องาน
ด้านความมั่นคงในอวกาศ จึงเป็นที่มาของงานวิจัยฉบับนี้ ที่มุ่งศึกษาค้นหาเพื่อการกำหนดบทบาท
ของทหารในการปกป้องและรักษาผลประโยชน์ของชาติด้านอวกาศ
งานวิจัยฉบับนี้มีวัตถุประสงค์เพื่อการศึกษา วิเคราะห์ ขอบเขตภารกิจของหน่วยงาน
ทหารที่เกี่ยวข้องกับกิจการด้านอวกาศในมิติด้านความมั่นคง ขอบเขตกิจการ และกิจกรรมด้านอวกาศ
ของหน่วยงานที่เกี่ยวข้อง เสนอแนะบทบาท แนวทางการปฏิบัติภารกิจ และการพัฒนาของทหาร
ในภารกิจที่เกี่ยวข้องกับการรักษาความมั่นคงทางอวกาศของประเทศ เป็นการวิจัยเชิงคุณภาพ
โดยศึกษาและวิเคราะห์ขอบเขตภารกิจของหน่วยงานด้านความมั่นคงและหน่วยงานอื่น ๆ ภายใต้ข้อกฎหมาย
ทั้งในและระหว่างประเทศ ตลอดจนข้อตกลงที่เกี่ยวข้องกับด้านอวกาศ โดยรวบรวมทั้งข้อมูลปฐมภูมิ
และทุติยภูมิ ดำเนินการศึกษาจากตำราและเอกสาร และสัมภาษณ์ผู้เชี่ยวชาญด้านอวกาศในส่วนต่าง ๆ
ผลจากการวิจัยพบว่า ประเทศไทยยังไม่มีการกำหนดบทบาทและหน่วยงานที่รับผิดชอบ
โดยตรงในการดำเนินการด้านอวกาศ โดยเฉพาะในส่วนงานความมั่นคง จึงควรมีกำหนดบทบาท
หน้าที่และความรับผิดชอบของแต่ละส่วนงาน โดยเฉพาะส่วนงานทางทหารตามระดับการดำเนินการ
คือ ระดับนโยบาย ระดับการควบคุมดูแล และระดับผู้ปฏิบัติงาน ในภารกิจที่เกี่ยวข้องกับความมั่นคง
และภารกิจที่ไม่เกี่ยวข้องกับความมั่นคง ทั้งในสถานการณ์ปกติ และสถานการณ์ไม่ปกติโดยมี
ข้อเสนอแนะในการมอบหมายบทบาท อำนาจและหน้าที่ให้ส่วนทหาร สามารถเฝ้าระวัง ตรวจสอบและ
ติดตามการดำเนินกิจการกิจกรรมด้านอวกาศของประเทศไทยและของประเทศอื่น ๆ ที่มีผลต่อความ
มั่นคงของประเทศ ตลอดจนกำกับ ควบคุมทะเบียนของดาวเทียมสัญชาติไทย ตลอดจนมีอำนาจในการ
ป้องกันภัยคุกคามทางอวกาศทั้งในสถานการณ์ปกติ และสถานการณ์ที่ไม่ปกติ
ทั้งนี้ผู้วิจัยได้มีข้อเสนอแนะคือควรจัดตั้ง พัฒนา และปรับปรุง องค์กร ตลอดจนปรับปรุง
โครงสร้างหน่วยงานเพื่อรับผิดชอบโดยตรงต่อกิจการด้านอวกาศ เช่น องค์กรอวกาศของประเทศ
เพื่อกำกับดูแลการดำเนินกิจกรรมอวกาศในส่วนงานที่ไม่เกี่ยวข้องกับด้านความมั่นคง และจัดตั้ง
กองทัพอวกาศ เพื่อรับผิดชอบด้านความมั่นคงทางอวกาศ พัฒนาระบบและยุทโธปกรณ์ บุคลากร
องค์ความรู้ ตลอดจนโครงสร้างพื้นฐาน ทำให้หน่วยงานด้านความมั่นคงสามารถปกป้องทรัพยากร
ทางอวกาศของชาติได้อย่างมีประสิทธิภาพ ตอบสนองต่อภัยคุกคาม และสภาวะแวดล้อมด้าน
ความมั่นคงทางอวกาศที่เปลี่ยนแปลงไป และสามารถรักษาผลประโยชน์และอธิปไตยของชาติ
ในอวกาศได้อย่างสมบูรณ์อย่างยั่งยืน

Abstract
Title The Role of the Military in Thai National Space Security

Space is one of the most important national resources with regard to protecting
national interests and sovereignty. Hence, a country should put its best efforts on
protecting it. Until now, Thailand has not yet determined the roles of military or any
security agencies to protect its space domain to ensure its upmost performance and safety.
This research aimed to study the scope of military space operation in respect
to national security, roles and responsibilities of other agencies and propose roles,
concept of operations and development plan for military in security space operation.
This qualitative research was conducted using primary data from research articles, books
and documents to obtain information and analyze roles and missions of national security
agencies and other agencies applicable under Thai and international laws as well as
secondary data from interviewing experts.
The results indicated that Thailand has not established any organizations
directly responsible for space operation especially in national security area at present.
Thailand, therefore, should delegate authorities in security space operations to three
different levels namely; Policy Maker Level, Regulator Level and Operator Level for both
security and general missions under normal and emergency circumstances. The research
suggested that Thailand should assign the duty to protect space boundary to responsible
military unit to monitor space objects and space operations within Thailand and others
which may alter national security. Furthermore, such military organization shall have the
full authority to regulate the registration of Thai satellites as and use space forces in
order to defend the country in any given situations.
As such, the researcher has suggestions for Thailand to establish organizations
directly responsible for space operations such as the Thai National Space Agency for the
use of space in commercial and research and development aspect and the Royal Thai
Space Force for security space operations. In addition, Thailand should outline its human
resources development, knowledge sharing as well as infrastructures which will effectively
respond and counter all kinds of threats in timely manner in the fast-paced space security
environment. This will build a profound capacity and capability to sustainably protect
and defend national interests and sovereignty in space in the future.
