การศึกษาวิจัย เรื่อง การพัฒนาศักยภาพการผลิตผลงานวิจัยและนวัตกรรมดานการดํารง

วัตถุประสงค% ในการศึกษา ดังนี้ (1) ศึกษาป9จจัยที่มีผลต อการผลิตผลงานวิจัยและนวัตกรรม
ดานการดํารงสภาพชิ้นส วนซ อมยุทโธปกรณ% (2) ศึกษาป9จจัยที่มีผลต อการผลิตผลงานวิจัยและนวัตกรรม
สู การใชประโยชน% เชิงพาณิชย% (3) ศึกษาแนวทางการพัฒนาศักยภาพ การผลิตผลงานวิจัยและนวัตกรรม
ดานการดํารงสภาพ ชิ้นส วนซ อมยุทโธปกรณ%สู การใชประโยชน%เชิงพาณิชย%ของกรมสรรพาวุธทหารบก
อันจะนําไปสู การวิจัย และพัฒนาทางทหารใหมีประสิทธิภาพและมีความสอดคลองกับหลักการสําคัญของ
กรอบยุทธศาสตร%ชาติ ระยะ 20 ป? (พ.ศ.2561-2580) โดยเฉพาะยุทธศาสตร%ชาติดานความมั่นคงและ
ยุทธศาสตร%ชาติดานการ สรางความสามารถในการแข งขัน การศึกษานี้เปEนการศึกษาวิจัยเชิงคุณภาพ
โดยจะใชวิธีการเก็บขอมูล จากการสัมภาษณ%เชิงลึกจาก กลุ มผูใหขอมูลสําคัญ ซึ่งมีจํานวนทั้งหมด 9
คน โดยจะเปEนกลุ มบุคคล ที่เกี่ยวของกับ กรณีศึกษาปHนใหญ หนักกระสุนวิถีราบ แบบ 34 GH N45 A1 ขนาด 155 มิลลิเมตร
ทั้งนี้ ผลการศึกษาวิจัยสามารถสรุปสาระสําคัญ โดยสามารถจําแนกออกเปEน 3 ประเด็นหลัก
คือ (1) ป9จจัยที่มีผลต อการผลิตผลงานวิจัยและนวัตกรรมดานการดํารงสภาพชิ้นส วนซ อมยุทโธปกรณ%
ซึ่งจะประกอบไปดวย ป9จจัยดานบุคลากรทางการวิจัยของกองทัพบก ป9จจัยดานงบประมาณทางการวิจัย
และป9จจัยดานสิ่งอํานวยความสะดวกและการสนับสนุนจากหน วยงาน (2) ป9จจัยที่มีผลต อการผลิต
ผลงานวิจัยและนวัตกรรมสู การใชประโยชน%เชิงพาณิชย% ซึ่งจะมีสาเหตุมาจาก ป9จจัยดานบุคลากร
ทางการวิจัยของกองทัพบก ป9จจัยดานความร วมมือกับสถาบันการศึกษาและหน วยงานภายนอก ทั้งภาครัฐ
และภาคเอกชน และป9จจัยดานการผลิตผลงานวิจัยตามนโยบายของกองทัพบก (3) แนวทางการพัฒนา
ศักยภาพการผลิตผลงานวิจัยและนวัตกรรมดานการดํารงสภาพชิ้นส วนซ อมยุทโธปกรณ%สู การใชประโยชน%
เชิงพาณิชย% ซึ่งจะตองใหความสําคัญต อการจัดสรรงบประมาณที่เพียงพอต อความตองการในการก
ดําเนินการวิจัย การกําหนดแผนงานการดําเนินงานวิจัยและการประสานความร วมมือกับทุกภาคส วน
การจัดตั้งหน วยงานเฉพาะที่รับผิดชอบในการดําเนินโครงการวิจัย การคัดเลือกและพัฒนาบุคลากรที่มี
ความรูและความเชี่ยวชาญในดานต างๆ และการแลกเปลี่ยนองค%ความรูที่สําคัญในงานวิจัย ที่เกี่ยวกับ
การใชงานยุทโธปกรณ%

ABSTRACT
Title The development of efficiency in research and innovation on the
sustaining of spare parts to the commercial usage of Ordnance
Department of Royal Thai Army

The objectives of the study were to achieve the factor affecting the
research and innovation of the sustaining of spare parts, the factor affecting the
research and innovation on the commercial usage and the development measures of
efficiency in research and innovation on the sustaining of spare parts to the
commercial usage of Ordnance Department of Royal Thai Army. This study helps
deliver the effectiveness of military research and development which aligned to the
key strategies of Thailand’s 20 Year National Strategies (2018-2037) in enhancing
national security and stability, as well as strengthening national competitiveness. This
qualitative research collected data using in-depth interview of 9key informants. In-depth
interviews were conducted with the group of people involved in the case study of
GHN- 45 A1 155 mm Towed Gun- Howitzer.
This research found 3 important conclusions; (1) The factor affecting the
research and innovation of the sustaining of spare parts which comprised of the
factor of inadequate personnel in research and development of Royal Thai Army,
insufficient research budget and lack of assistance from related government
organization. (2) The factor affecting the research and innovation on the commercial
usage, which related to the insufficiency of researcher and the non-cooperation in
research project development between army and other organizations. Another factor
is the proposition of military research that is not meets the requirement of the key
policy of Royal Thai Army. (3) The development measures of efficiency in research
and innovation on the sustaining of spare parts to the commercial usage should
consider the importance of the suitable allocation of research budget, the
identification of research plan, the selection of qualified researcher and the
development of skills and experience among researcher, and the exchange of key
knowledges and innovation in research relating to the usage of weapon and
equipment items.
