การวิจัยเรื่อง การพัฒนาเสนอแนวทางการปฏิบัติในการจัดซื้อจัดจางของกองบัญชาการ
กองทัพไทยมีวัตถุประสงค$ เพื่อศึกษาสภาพป4ญหาที่เกิดขึ้นในกองบัญชาการกองทัพไทย และเสนอ
การพัฒนาแนวทางการปฏิบัติในการจัดซื้อจัดจางของกองบัญชาการกองทัพไทย ซึ่งมีขอบเขตของ
การวิจัย ในการศึกษาเนื้อหา พระราชบัญญัติ ระเบียบที่เกี่ยวของ และสภาพป4ญหา ตลอดจน
การแกป4ญหา ตลอดจนการแกไขป4ญหาที่เกิดขึ้นในการจัดซื้อจัดจางของกองบัญชาการกองทัพไทย
ในการวิจัยดานประชากรจะใชวิจัยการปฏิบัติของเจาหนาที่ที่เกี่ยวของกับการจัดซื้อจัดจาง
ในกองบัญชาการกองทัพไทย โดยมีวิธีดําเนินการวิจัย (Qualitative Research) เปFนการวิจัยเชิง
คุณภาพ ตามกระบวนการศึกษา คนควาขอมูลเอกสารทางราชการ พระราชบัญญัติระเบียบตIางๆ
ที่เกี่ยวของ และนําขอมูลที่ไดมาทําการวิเคราะห$ เปรียบเทียบกับหลักการ และมาตรฐานของการ
จัดซื้อจัดจางที่เปFนการยอมรับโดยทั่วไป
ผลการวิจัยพบวIา สภาพป4ญหาที่เกิดขึ้นจากการจัดซื้อจัดจางของสIวนราชการ
ในกองบัญชาการกองทัพไทย มีสาเหตุที่เกิดจาก ป4ญหาดานกฎหมาย ระเบียบ เจาหนาที่ที่เกี่ยวของ
กับการจัดซื้อจัดจาง งบประมาณ การกําหนดคุณลักษณะเฉพาะของพัสดุ การกําหนดราคากลาง
การคัดเลือกผูมีคุณสมบัติเบื้องตน การสIงมอบพัสดุที่จัดซื้อ การแตIงตั้งคณะกรรมการ การแตIงตั้งผู
ควบคุมงาน และผูมีอํานาจในการอนุมัติเห็นชอบในการจัดซื้อจัดจาง ซึ่งเปFนอุปสรรคตIอการพัฒนา
ประเทศ ดังนั้นในสIวนที่กลIาวมา จะตองไดรับการพัฒนาแนวทางการปฏิบัติในการจัดซื้อจัดจางของ
กองบัญชาการกองทัพไทยในทุกดาน
การจัดซื้อจัดจางของกองบัญชาการกองทัพไทย ควรดําเนินการไดอยIางมีประสิทธิภาพ
โดยคํานึงถึง ความคุมคIาในการจIายเงิน จะตองจัดซื้อจัดจางพัสดุโดยพิจารณาถึงตนทุนของพัสดุนั้น
ตลอดอายุการใชงาน คุณภาพและประโยชน$ระยะยาว ในดานความโปรIงใส จะตองดําเนินการจัดซื้อ
จัดจางในแตIละขั้นตอนอยIางเปPดเผย มีหลักฐานการดําเนินงานอยIางชัดเจน พรอมที่จะรับ
การตรวจสอบและเปPดโอกาสใหมีการแขIงขันอยIางเปFนธรรม การดําเนินการอยIางมีประสิทธิภาพและ
ประสิทธิผล จะตองมีการวางแผนและเตรียมความพรอมในการจัดซื้อจัดจางพัสดุที่เปFนประโยชน$
ตIอทางราชการมากที่สุด ตองมีการประเมินผลการจัดซื้อจัดจางเพื่อปรับปรุงแกไขขอผิดพลาด ข
ที่เกิดขึ้น และมีความรับผิดชอบตIอผลสําเร็จของงาน จะตองรับผิดชอบในการจัดซื้อจัดจางพัสดุ
ทุกแผนงานที่ไดใชงบประมาณไป จะตองมีการเปPดเผยขอมูลในการจัดซื้อจัดจางแตIละครั้งตั้งแตIตน
จนไดพัสดุนั้นมาเพื่อประโยชน$ในการติดตาม ประเมินผล และตรวจสอบตIอ

Abstract
Title The Development of guidelines for procurement practices of
the Royal Thai Armed Forces Headquarters

The objectives of the research of the development of guidelines for
procurement practices of the Royal Thai Armed Forces Headquarters are to study
about the problems inside the Royal Thai Armed Forces Headquarters and to provide
the development of guidelines for procurement practices of the Royal Thai Armed
Forces Headquarters which has the scope of research to study the content such as
the Acts, the regulations and the problems of procurement that happens in the
Royal Thai Armed Forces Headquarters. However, in the population research, it will
be conducted on the actions of the officials involved in procurement in the Royal
Thai Armed Forces Headquarters which the method of conducting research is
Qualitative Research which refers to the process of studying the information of the
government documents, acts and some relevant regulations. Indeed, by using that
obtained data to analyze and compare with the principles and standards of
procurement that are generally accepted.
The research shows that the causes of problems of the procurement of
the department in the Royal Thai Armed Forces Headquarters are from the problem
of laws, regulations, government budgets, the officers that related to the
procurement, the determining the specific characteristics of the parcel, the
determining of central pricing setting, the selection of qualified candidates, the
delivery of purchased parcels and the appointment of committee, director and
relevant officers who have the authority to approve the procurement which these
are the obstacle of developing the country. Therefore, these problems should be
developed in all aspects of the procurement guidelines of the Royal Thai Armed
Forces Headquarters.
My suggestions are firstly, the procurement of the Royal Thai Armed
Forces Headquarters should proceed effectively with the worthiness of paying which
needs to consider about the cost of that parcels as well as the lifetime, quality and
long-time benefits. Secondly, in transparent way, the procurement should be carried
out in each step openly, ready to be examined clearly and have an opportunity for
fair competition in the market. Thirdly, the process of procurement should be more
efficiently and effectively which should be planned and prepared for the
procurement of goods that are most beneficial to the government. Also, it needs to
be evaluated the procurement to improve the mistake. And lastly, the officers
should be responsible for the success of the work and should be responsible with
the procurement of every plan that has been used for the government budget and it
also needs to be carried out openly and clearly which can help following the work
and can help evaluate the result of the procurement in the next time.
