เรื่อง การจัดการป ญหาการพนันออนไลนในกลุมเด็กและเยาวชนอยางบูรณาการ
ในยุคประเทศไทย ๔.๐

การวิจัยนี้มีวัตถุประสงคเพื่อศึกษาป ญหาและแนวทางจัดการป ญหาการพนันออนไลน
ในตางประเทศ ทบทวนองคความรู3ในเรื่องการพนันออนไลนในกลุมเด็กและเยาวชน ศึกษา
สถานการณของป ญหาการพนันออนไลนในประเทศไทย เพื่อเสนอแนะหรือพัฒนานโยบาย แนวทาง
หรือมาตรการในการจัดการป ญหาที่เหมาะสมตอไป โดยมีขอบเขตของการวิจัยด3านเนื้อหาที่เกี่ยวข3อง
กับองคความรู3 สถานการณของป ญหา และข3อเสนอแนะด3านกฎหมาย นโยบาย แนวทาง หรือ
มาตรการการจัดการป ญหาการพนันออนไลนในกลุมเด็กและเยาวชน การวิจัยนี้เป8นการวิจัยเชิง
คุณภาพรวมกับการวิจัยเชิงพรรณนา โดยรวบรวมข3อมูลปฐมภูมิจากผู3เชี่ยวชาญที่เกี่ยวข3อง และ
รวบรวมข3อมูลทุติยภูมิจากตําราและเอกสารตาง ๆ
ผลการวิจัยพบวา ผู3ปกครองให3ความสําคัญกับป ญหาการพนันในกลุมเด็กและเยาวชน
น3อยกวาป ญหาการดื่มเครื่องดื่มที่มีแอลกอฮอลหรือการสูบบุหรี่ อายุเฉลี่ยในการเลนการพนันครั้งแรก
ลดต่ําลงเรื่อย ๆ จนมีเด็กและเยาวชนจํานวนมากเลนพนันจนกอป ญหา หรือติดพนัน แตรัฐยังขาด
กลไกในการจัดการป ญหาอยางบูรณาการ กฎหมายการพนันยังล3าสมัย ตางจากในตางประเทศที่มี
กฎหมายการพนันที่ทันสถานการณ มีหนวยงานกลางกํากับดูแลการพนัน มีมีการวิจัยติดตาม
สถานการณ มีกลไกสร3างความตระหนักรู3ตอสังคม มีบริการบําบัดฟABนฟูผู3ปCวยติดพนัน มีงบประมาณ
สนับสนุนในการดําเนินการ
ในการจัดการป ญหาการพนันออนไลนในกลุมเด็กและเยาวชน รัฐควรมีนโยบายและ
แผนงานที่ชัดเจน มีกลไกบูรณาการอยางเป8นระบบ มีการปราบปรามการเลนพนัน มีการสร3างความ
ตระหนักและความรู3ความเทาทันให3แกเด็กและเยาวชนรวมถึงสังคมวงกว3าง ตลอดจนมีการปDองกัน
และบําบัดรักษาผู3ติดพนัน

Abstract
TitleIntegrated Management of Youth Gambling Problem in The Digital Age.

The objectives of this research are 1)To study the online gambling
problems and solutions in foreign countries,2) To review knowledgesabout online
gambling among children and youths, 3)To study the situation of online gambling
problems in Thailand and 4) To suggest policies, guidelines, or measures for
managing the problems.The main focus of this research is how to manage online
gambling problems among children and youth in Thailand by studying situations and
knowledges to formulate the relevant suggestions. This research is a qualitative
research combined with descriptive research. Primary data are collected from
relevant experts, and secondary data are collected from textbooks and other
documents.
Somestudies found that parents are less concerned about kid’s gambling
problems than alcohol and smoking. The average age of first-time gamblers is
reducing. A large number of young gamblers identified themselves as problem
gamblers or pathological gamblers. However, government still lacks integrated and
effective mechanismsto tackle the problems. Thai gambling laws are outdated.
Unlike other countries that developed policies, laws and authorities to regulate
gambling.Many countries established and financially supported monitoring and
surveillance systems, public awareness advocacy and medical treatment programs
for gamblers.
In conclusion, to tackle online gambling problems among children and
youth,government should developstrong and clear policies and translate to effective
plans. There has to be a systematic integrated mechanism to orchestrate several
organizations actions. Government should support prevention and rehabilitation
programs in parallel with gambling suppression.
