การวิจัยนี้ใชระเบียบวิจัยเชิงคุณภาพ(Qualitative Research) มุ)งศึกษาปรากฏการทาง
สังคมที่สะทอนความคิดเห็นของผูมีส)วนไดส)วนเสียโดยมีวัตถุประสงค=1. เพื่อศึกษากระบวนการพัฒนา
แหล)งน้ําตามแผนยุทธศาสตร=กรมชลประทาน 20 ปH2. เพื่อศึกษาปIจจัยที่ส)งผลกระทบต)อ
กระบวนการพัฒนาศักยภาพลุ)มน้ําชีตอนบน จังหวัดชัยภูมิ ตามแผนยุทธศาสตร=กรมชลประทาน 20 ปH
และ 3.เพื่อศึกษาแนวทางในการขับเคลื่อนกระบวนการพัฒนาศักยภาพลุ)มน้ําชีตอนบน จังหวัดชัยภูมิ
ตามแผนยุทธศาสตร=กรมชลประทาน 20 ปHโดยการใชแบบสัมภาษณ=อย)างมีโครงสราง โดยมีกลุ)ม
ตัวอย)างทั้งสิ้น 150 ตัวอย)าง สรุปผลได ดังนี้
1.กระบวนการพัฒนาศักยภาพลุ)มน้ําชีตอนบน ตามแผนยุทธศาสตร=กรมชลประทาน 20
ปH ประกอบดวย 3 กระบวนการ ดังนี้ 1.1 กระบวนการดานการพัฒนาแหล)งน้ําและเพิ่มพื้นที่
ชลประทานตามศักยภาพลักษณะลุ)มน้ํา (Basin-based Approach) มีกลยุทธ=ในการดําเนินงาน 5 กลยุทธ=
1.2กระบวนการดานการปTองกันความเสียหายและสนับสนุนการบรรเทาภัยอันเกิดจากน้ํามีกลยุทธ=ใน
การดําเนินงาน4 กลยุทธ= และ1.3กระบวนการดานการเสริมอํานาจประชาชนในระดับพื้นที่ (Empowering)การ
สรางเครือข)าย และการมีส)วนร)วมของทุกภาคส)วนในงานพัฒนาแหล)งน้ํา (Networking Collaboration
Participation)มีกลยุทธ=ในการดําเนินงานรวม 3 กลยุทธ=
2.ปIจจัยที่มีผลกระทบต)อกระบวนการพัฒนาศักยภาพลุ)มน้ําชีตอนบน จังหวัดชัยภูมิ
ตามแผนยุทธศาสตร=กรมชลประทาน 20 ปHผูวิจัยไดกําหนดปIจจัยไว 6 ปIจจัย จากการวิจัยพบว)า
ปIจจัยที่มีผลกระทบเรียงลําดับจากมากไปนอย ไดแก) ดานเศรษฐกิจ ดานสังคม ดานการเมือง ดานวัฒนธรรม
ดานสิ่งแวดลอม และดานกฎระเบียบ/ขอบังคับ
3.แนวทางในการขับเคลื่อนกระบวนการพัฒนาศักยภาพลุ)มน้ําชีตอนบน จังหวัดชัยภูมิ
ตามแผนยุทธศาสตร=กรมชลประทาน 20 ปHผูวิจัยไดกําหนดแนวทางในการขับเคลื่อนไว 7 ดานจากการวิ
จับพบว)าแนวทางการขับเคลื่อนเรียงลําดับความสําคัญจากมากไปนอยไดแก)ดานแผนกลยุทธ= ดาน
โครงสรางองค=กร ดานระบบการทํางาน ดานวัฒนธรรมองค=กร ดานบุคลากร ดานทักษะ และดานสราง
ความคุมค)า ซึ่งแต)ละดานส)งผลสําเร็จต)อแนวทางในการพัฒนาในระดับมาก
ผลที่ไดจากการวิจัยครั้งนี้ ผูวิจัยเห็นว)าควรนํารูปแบบการวิจัยนี้ ไปใชในการศึกษา
กับลุ)มน้ําอื่นที่ยังไม)มีผลการศึกษา ต)อไป และมีขอเสนอแนะระดับนโยบาย ขอใหทุกภาคส)วนมุ)งแกไข
ปIญหาร)วมกัน เพื่อช)วยผลักดัน ขับเคลื่อน ภารกิจของประเทศดานความมั่นคงดานน้ํา ใหตอบสนอง
นโยบายของรัฐบาลร)วมกันโดยเร็ว ทั้งนี้เพื่อใหเกิดความรวดเร็ว ในการแกไขปIญหาความเดือดรอน
ใหกับประชาชน ต)อไป

Title : Water Resources Development According to The Upper Chi
River Basin Potential Chaiyaphum Province As to Strategic Plan

This research uses qualitative research to focus on the study of social
phenomena that reflect stakeholder opinions. With the objective 1.To study
theprocess of water resources development according to the20year Royal
Irrigation Department strategic plan 2.To study the factors affecting the development
process of the upper Chi River basin Chaiyaphum Province according to the20year
RoyalIrrigation Department strategic plan and 3.To find ways to Driven the
development process for the upper Chi River Basin Chaiyaphum province according
to the20year Royal Irrigation Department strategic plan By using structured interview
forms with a total of 150 samples. The results can be summarized as follows.
1.The process of developing the upper Chi River Basin According to the
20-year Royal Irrigation Department strategic plan, consisting of 3 processes. 1.1 The
process of developing water resources and increasing irrigated areas according to the
basin-based approach has 5 strategies to operate. 1.2 The process of preventing
damage and supporting the relief caused by water there are 4 strategies to operate.1.3
Empowering process, networking and participation of all sectorsin the water resource
development (Networking Collaboration Participation) there are 4 strategies to operate.
2.Factors affecting the development process of the Upper Chi River Basin
Chaiyaphum Province, according to the 20-year Royal Irrigation Department strategic
plan, the researcher has identified 6 factors. Based on research, it was found that the
factors affecting In descending order, including economic, social, political, cultural,
environmental And regulations / regulations
3.Guidelines for driving the process of developing the upper Chi River
basin potential Chaiyaphum Province According to the Royal Irrigation Department's
20-year strategic plan, the researcher has determined the direction of driving in 7 areas.
Sort the priority from the least to the strategic plan Organizational structure Working
system Organizational culture, personnel, skills and value creation Which each side
has achieved a high level of development
The results of this research The researcher considers that this research model
should be adopted. To be used in education with other watersheds Which has no further
study results and offers policy level suggestions Asking all sectors to solve problems
