This research focuses on: the factors that influenced delays in the construction of the
Office of the Permanent Secretary for Defence building. The construction project is the
responsibility of the Office of the Permanent Secretary for Defence. Qualitative research was used
in this report. Both primary data and secondary data was collected. The samples used in the
interview include two groups of representatives from the Office of Permanent Secretary for
Defence, those who perform important roles related to this construction project and
representatives of contractor and representatives of the public utility organisations.
The results of the research demonstrates and explain the issues that influenced
delays inthe construction of the office of the Permanent Secretary of Defence building. The study
was divided into three problems. The first problem covers the delays caused by the design of the
building. The optimisation approach recommends: planning to allow sufficient time to complete
the building; selecting personnel who have the appropriate skills; and out sourcing to a company
with the relevant expertise and experience to assist in its design. The second problem concerns the
problems caused by the project management. The optimisation approach recommends selecting
personnel who have knowledge about construction to be monitor projects and to ensure legal
conditions are met. And the last problem is external factors which cannot be resolved as they
cannot be controlled.
