การวิจัยนี้มีวัตถุประสงค%เพื่อศึกษา ๑. สภาพป

ญหาน้ําเสียในภาคกลางตามแนวทางประชารัฐ และ๓. เสนอแนะแนวทางการแกไขป
ญหาน้ํา
เสียในภาคกลางตามแนวทางประชารัฐ โดยใชวิธีการวิจัยเชิงคุณภาพและเชิงปริมาณ ศึกษาเอกสาร
และงานวิจัยที่เกี่ยวของ การสัมภาษณ%แบบเจาะลึก และใชแบบสอบถามกับประชาชนภาค
กลางที่เป7นกลุ8มตัวอย8าง จํานวน ๓๗๘ คน สถิติที่ใชคือ ค8ารอยละ ค8าเฉลี่ย ค8าเบี่ยงเบน
มาตรฐาน ค8า t-test ค8า F-test และวิเคราะห%ความแปรปรวนทางเดียว ผลการวิจัยพบว8า สภาพ

ญหาน้ําเสียในภาคกลาง สาเหตุจากมีโรงงานอุตสาหกรรมจํานวนมาก บางแห8งบําบัดน้ําเสียไม8
ถูกตองตามที่กฎหมายกําหนดไว ประชาชนในพื้นที่มีการใชปุDยและสารเคมีปราบศัตรูพืชมากเกินไป
ขาดความรับผิดชอบทิ้งขยะและสิ่งปฏิกูล ทําใหสารเหล8านี้ไหลลงสู8แม8น้ํา คลอง น้ําเสียจากการทําปศุ
สัตว%ขนาดใหญ8 อีกทั้งผลกระทบทําใหเกิดการเปลี่ยนแปลงระบบนิเวศน%ในระยะยาว เกิดป
ญหามลพิษ
ต8อดิน น้ํา และอากาศ เป7นแหล8งแพร8ระบาดของเชื้อโรค จํานวนสัตว%น้ําลดลง แนวทางการแกไข

ญหาน้ําเสียในภาคกลาง พบว8า ควรประชาสัมพันธ%ใหประชาชนเขามามีส8วนร8วมในโครงการและ
กิจกรรมในการจัดการน้ําเสีย ปรับปรุงระบบเครื่องมือ อุปกรณ% ระบบเทคโนโลยีในการบําบัดน้ํา
เสียใหมีประสิทธิภาพ กฎหมายและนโยบายใหเอื้อต8อการจัดการน้ําเสียแบบบูรณาการ ส8งเสริม
บทบาทขององค%กรทองถิ่นใหเขามามีส8วนร8วมและเป7นหลักในการแกป
ญหา ทุกภาคส8วนที่เกี่ยวของ

กลาง เมื่อพิจารณาแต8ละดาน พบว8า ดานการร8วมรับผลประโยชน% มีค8าเฉลี่ยมากที่สุด ดานการร8วม
ประเมินผล รองลงมา ส8วนดานการร8วมคิด ค8าเฉลี่ยนอยที่สุด
ผลการทดสอบสมมติฐานพบว8า เพศ ระดับการศึกษา และระยะเวลาอาศัยอยู8ในชุมชนที่
ต8างกัน มีความคิดเห็นไม8แตกต8างกัน แต8อายุ และอาชีพที่ต8างกัน มีความคิดเห็นต8อการมีส8วนร8วมใน

Title Solving Wastewater Problems According to the Civil State
Guidelines

The objectives of this research were to study 1. Wastewater problem in
the central region2. Guidelines for solving wastewater problems in the central region
according to the civil state guidelines 3. Recommend guidelines for solving
wastewater problems in the central region in accordance with the civil state
guidelines. By using qualitative and quantitative methods,study relevant documents
and researchIn-depth interviews and using questionnaires with 378 people in the
central region of the sample group.The statistics used were percentage, mean,
standard deviation, t-test, F-test and one-way analysis of variance. The research
found that Current conditions of waste water in the central region Caused by a large
number of industrial plants some wastewater treatment is not correct as required by
law. People in the area have excessive use of fertilizers and pesticides. Lacking
responsibility for garbage and sewage causing these substances to flow into rivers,
canals, waste water from large livestock production In addition, the impact will cause
changes in the ecosystem in the long run. There is a problem of pollution on soil,
water and air as a source of disease. The number of aquatic animals
decreased.Guidelines for solving wastewater problems in the central region found
that people should be encouraged to participate in projects and activities in waste
water management. Improve the system, equipment, systems, technology for
wastewater treatment to be efficient. Every house And the slaughterhouse should be
treated before discharging into the water source, improving regulations Laws and
policies to facilitate integrated waste water management. Participation in solving
wastewater problems according to the civil state guidelines was found to be at a
moderate level. When considering each aspect, it was found that the participation in
