เรื่อง การจัดการกากอุตสาหกรรม กรณีผลกระทบการกําหนดนโยบายหามนําเขา

ความเป)นมาและความสําคัญของป,ญหาการนําเขาหรือส.งออกขยะรีไซเคิลของประเทศ
ต.างๆ ที่เป)นผลใหรัฐบาลจีนไดประกาศนโยบายหามนําเขาขยะ ๒๔ ชนิด ทําใหการนําเขาเศษพลาสติก
ของประเทศไทยมีปริมาณสูงกว.าป8ก.อนหนาเป)นอย.างมาก อีกทั้งมีการตรวจพบการกระทําที่ผิดกฎหมาย
ในการนําเขาเศษพลาสติกอย.างไรก็ตามหากเลิกนําเขาขยะเหล.านี้อาจส.งผลกระทบต.อบรรดาผูประกอบ
กิจการภายในประเทศไดงานวิจัยนี้ไดเนนศึกษาแนวทางการประยุกต>ใชทฤษฎีและแนวคิดในการจัดการ
กากอุตสาหกรรมที่เหมาะสม เพื่อนําไปสู.การกําหนดนโยบายการจัดการนําเขาเศษพลาสติกเพื่อนํามา
เป)นวัตถุดิบในภาคอุตสาหกรรม โดยวิเคราะห>ผลกระทบจากการกําหนดนโยบายการนําเขาเศษพลาสติก
เพื่อนําเสนอเป)นขอสรุปและขอเสนอแนะ ที่ผ.านมาประเทศไทยไดอนุญาตใหนําเขาเศษพลาสติกมารีไซเคิล
โดยไม.มีการตรวจสอบที่เขมงวด ส.งผลใหเศษพลาสติกที่ผ.านเขามาไม.ไดรับการคัดกรองคัดแยกใหถูกตอง
ตามแนวยโยบายที่กระทรวงอุตสาหกรรมกําหนดไว อีกทั้งยังเป)นช.องทางใหผูประกอบการนําเขาสินคา
ที่ไม.ตรงตามที่ไดรับอนุญาตดวย ดังนั้นภาครัฐตองเริ่มเขมงวดการนําเขาเศษพลาสติกอย.างจริงจัง โดยการ
บูรณาการร.วมกันของหลายหน.วยงาน เริ่มจากการร.วมมือกันระหว.างกรมโรงงานอุตสาหกรรมและ
กรมศุลกากรในการตรวจตูสินคาเศษพลาสติกทุกตู โดยมีอุตสาหกรรมจังหวัดและคณะทํางานของจังหวัดตรวจ
การนําเขาสินคาเศษพลาสติกที่ผ.านด.านศุลกากร แลวใหนําไปใชในโรงงานที่ไดรับอนุญาตปลายทาง โดยมี
ระบบอิเล็กทรอนิกส>ส.งต.อขอมูล การพิจารณาเพิกถอนใบอนุญาตสําหรับผูกระทําความผิดและปรับลดโควตา
เท.าที่มีความจําเป)น เพื่อไม.ใหผูประกอบการที่สุจริตเดือดรอน โดยกรมโรงงานอุตสาหกรรมไดออกประกาศ
เพื่อชะลอการพิจารณาการนําเขามาในราชอาณาจักร และส.งเรื่องใหกระทรวงพาณิชย>ทบทวนการอนุญาต
ดังกล.าว เพื่อใหตอบสนองนโยบายการปรับลดโควตา และสุดทายเพื่อการบรรลุเปAาหมายหามนําเขาในป8
๒๕๖๔ ใหมีการสนับสนุนการคัดแยกขยะพลาสติกจากที่มีขยะพลาสติกสะสมอยู.ในประเทศใหเขาระบบ
รีไซเคิลและกําจัดอย.างถูกวิธีเพื่อเพิ่มมูลค.าทางเศรษฐกิจการกําหนดนโยบายการจัดการขยะพลาสติก
ในประเทศเป)นโจทย>สําคัญที่ตองรณรงค>ใหเป)นรูปธรรม ทั้งนี้งานวิจัยนี้ยังไดสํารวจความเห็นของ
ผูประกอบการ นักวิชาการ และผูเชี่ยวชาญดานพลาสติกของไทย รวมทั้งไดทําการวิเคราะห>ผลกระทบและ
แนวทางการกําหนดนโยบายการบริหารจัดการการใชเศษพลาสติกในสถานการณ>ต.างๆ เพื่อใชสําหรับ
การกําหนดนโยบายการจัดการการใชเศษพลาสติกเพื่อนํามาเป)นวัตถุดิบในภาคอุตสาหกรรม
ของประเทศไทยใหมีความเหมาะสม อีกทั้งเพื่อส.งเสริมแนวคิดเศรษฐกิจหมุนเวียนของประเทศดวย

Abstract
Title Industrial Waste Management - The Case of Government Policy
Impact on the Import Ban of Plastic Scrap

Background and important problem of the recyclable waste which
import or export through many countries caused the Chinese government decision on
the import restrictions for the 24 types of recyclable waste.Consequently, the plastic
scraps were importing to Thailand higher than the past. Also, illegal importing of the
plastic scrap was detected. However, Thai's entrepreneur will be affected if the
government ban to import those plastic scraps.
This research aimed for the suitable industrial waste management policy
by applying theories and concepts to formulate the plastic scrap importing policy as
raw materials for industry, and then analyzed the policy outcome to present as
conclusion and suggestion.
Generally, Thailand plastic scrap importing permission without an
intensive inspection causing deficient screening of the imported plastic scrap in
accordance with the Ministry of Industry's import policy, and become an unauthorized
product importing channel.Government needs to strictly oversee the plastic scrap
importing. Cooperating among departments, starting from the Department of Industrial
Works together with the Customs Department to inspect all plastic waste containers, to
the Provincial Industrial Officers and theirs working group to inspect the imported
plastic scrap passed from customs to be used in factory as the authorized destination
conduct via the electronic data communication system.
In order to prevent the honest operator from suffering, apply the license
withdrawal and quota dropping to offender as necessary. By the Department of
Industrial Works Notification to suspend the importing approval into the Kingdom and
forwarding of the authorization revision for quota reduction to the Ministry of
Commerce, it aims to achieve the import ban in B.E. 2564, backing with the separation
of domestic accumulated plastic waste to enter the proper recycling and treatment
systems, intended for the increasing economic value. Determining of the plastic waste
management policy for the country is an important problem that a concrete campaign
is necessary.
This research also explores the opinions of Thai entrepreneur, academia
and expert, including with impact analysis and decision guideline for the plastic waste
management policy in various situations, to be used for plastic scrap policy formulation
as raw materials appropriate for Thailand’s industrial sector, and to promote the
Circular Economy concept for the country.
