การศึกษาแนวทางการพัฒนาประชาธิปไตยในระดับฐานราก กรณีศึกษา การเลือก
ผู$ใหญ'บ$าน โดยมีวัตถุประสงค.เพื่อศึกษาป0จจัยที่มีผลต'อการตัดสินใจเลือกผู$ใหญ'บ$านของประชาชน
ในหมู'บ$าน สังเคราะห.ป0จจัยที่มีผลต'อการตัดสินใจเลือกผู$ใหญ'บ$าน และนําเสนอแนวทางในการพัฒนา
และส'งเสริมประชาธิปไตยในระดับฐานราก โดยมีขอบเขตการศึกษาเนื้อหาเกี่ยวกับ แนวคิด ทฤษฎี
ที่เกี่ยวข$องกับการบริหารราชการส'วนภูมิภาค และสถาบันกํานัน ผู$ใหญ'บ$าน แนวความคิดเรื่อง
การพัฒนาประชาธิปไตยในระดับฐานราก และแนวคิดเกี่ยวกับการเลือกผู$แทน ขอบเขตพื้นที่
ในการศึกษา ศึกษาเฉพาะพื้นที่ จังหวัดสมุทรสาคร โดยการวิจัยครั้งนี้เป9นการวิจัยเชิงคุณภาพ
(Qualitative Research) โดยการรวบรวมข$อมูลจากเอกสารวิชาการ การสัมภาษณ.เชิงลึก
และนําข$อมูลมาจัดระเบียบ และดําเนินการวิเคราะห.ข$อมูลโดยวิธีการวิเคราะห.เนื้อหา
(Content Analysis) เพื่อแยกแยะและจัดกลุ'มข$อมูล ให$เห็นถึงป0จจัย และความสัมพันธ.ระหว'าง
ป0จจัยต'างๆ
ผลการวิจัย พบว'า ป0จจัยที่มีผลต'อการตัดสินใจเลือกผู$ใหญ'บ$านของประชาชนในหมู'บ$าน
ประกอบด$วย ๑. ป0จจัยจากตัวผู$มีสิทธิเลือก (Voter) รวมถึง ประวัติด$านการศึกษา อาชีพ และช'วง
อายุของผู$มีสิทธิเลือก ๒. ป0จจัยจากตัวผู$สมัคร (Candidate) ประกอบด$วน ภาวะผู$นํา การประสบ
ความสําเร็จในอดีต ความพร$อมและความมั่นคงทางการเงิน และ ๓. ป0จจัยจากบริบททางสังคม
ครอบคลุมถึง ระบบเครือญาติ ระบบอุปถัมภ. และการพนันขันต'อ โดยป0จจัยทั้ง ๓ ด$าน มีผลไม'เท'ากัน
กล'าวคือ ในสังคมเกษตรกรรม ป0จจัยจากบริบททางสังคม มีผลมากกว'าป0จจัยอื่นๆ แต'สําหรับในพื้นที่
สังคมเมืองและอุตสาหกรรม ป0จจัยทั้ง ๓ ด$าน มีผลต'อผลการเลือกในสัดส'วนที่เท'าๆกัน ข$อเสนอแนะ
แนวทางในการพัฒนาและส'งเสริมประชาธิปไตยในระดับฐานราก จากการศึกษาสามารถแบ'งออกเป9น
๕ ระดับ ได$แก' ๑. ระดับบุคคลและครอบครัว ๒. ระดับหมู'บ$าน/ชุมชน ๓. ระดับอําเภอ จังหวัด ๔.
ระดับนโยบาย กรม กระทรวง และ ๕. ระดับยุทธศาสตร.ชาติ

Abstract
Title The Democratic Development Approach at the Fundamental
Level, Case Study of the Village Headman Selection
Field Social – Psychology

This research is conducted with the objectives to study and synthesize
the factors that influence villagers’ decision in the village headman selection.
In addition, it tries to demonstrate democratic development approach at the
fundamental level. The framework of the study is based on concepts and theories.
There are Thailand provincial administration system theory, the sub-district and
village headman concept, the theory of democratic development approach at the
fundamental concept and the representative selection idea. The area study focuses
on three districts in Samut Sakorn Province. This study adopts a qualitative research
method containing of documentary analysis and in-depth interview. The analytic
process of research narrows to content analysis in orders to define the factors and
illustrate relationship between various factors.
The results of the study demonstrate that there are three factors which
affect individual villagers’ decision in the village headman selection process. Firstly,
voter-based factors include educational background, occupations, and age range of
the voters. Secondly,candidate-based factor are composed of leadership, previous
achievements, readiness, financial stability, and election campaigners of the
candidates. And thirdly, norms-based factor comprise family connection, patronage
system, and gambling. Furthermore, it found that the three factors have different
effects on community type between the agricultural community and urban industrial
community. For example, the agricultural community is most affected by normbased factors, while the urban industrial community is affected by all factors equally.
Recommendations on democratic development approach at the fundamental
concept that derived from the study can be divided into five states. Including the
level of the individual and family, village and community, district and provincial area,
government agencies, polices and the national strategy.
