เจริญเติบโตและซับซ/อนของสังคม ผู/วิจัยจึงได/สนใจศึกษาค/นคว/านวัตกรรมและป
ญญาประดิษฐต0าง ๆ
ที่สามารถนํามาใช/กับงานปองกันปราบปรามอาชญากรรมระดับสถานีตํารวจของประเทศไทยเพื่อให/
การปฏิบัติงานดังกล0าวมีประสิทธิภาพมากยิ่งขึ้น

ญญาประดิษฐ เห็นว0า ที่ผ0านมาสํานักงานตํารวจแห0งชาติได/เคยนําเทคโนโลยีมาใช/ในการปองกัน
ปราบปรามอาชญากรรมระดับสถานีตํารวจหลายครั้ง แต0ไม0ประสบผลสําเร็จเท0าที่ควร ทั้งที่มีสาเหตุ
จากการขาดความต0อเนื่องของนโยบายงบประมาณ ประกอบกับการเปลี่ยนแปลงที่รวดเร็วของตัว
เทคโนโลยีเอง สําหรับการนําเอานวัตกรรมและป
ญญาประดิษฐ ๔ อย0าง ได/แก0 ระบบอ0านปาย
ทะเบียนรถอัตโนมัติ (License Plate Recognition System) ระบบการรู/จําใบหน/าบุคคล (Facial
Recognition System) กล/องวงจรปTดอัจฉริยะ (Intelligent CCTV) และการปองกันอาชญากรรม
โดยการคาดการณล0วงหน/า (Predictive Policing : Predpol) มาใช/กับงานปองกันปราบปราม
อาชญากรรมระดับสถานีตํารวจจะสามารถช0วยให/เจ/าหน/าที่ตํารวจที่ทํางานในภาคสนามและส0วน
สนับสนุนมีความสามารถในการจําแนกบุคคล ยานพาหนะและวัตถุได/อย0างมีประสิทธิภาพ มีความ
จําเป+นและเหมาะสมที่จะนํามาใช/กับงานปองกันและปราบปรามอาชญากรรมระดับสถานีตํารวจอย0าง
จริงจังและต0อเนื่อง โดยป
จจุบันพบว0ามีการใช/หรือทดลองใช/ในบางหน0วยงานแล/ว แต0ยังขาดความ
จริงจัง ต0อเนื่อง โดยเฉพาะอย0างยิ่งการสนับสนุนด/านฐานข/อมูล (Data Base) ที่ต/องมีความเชื่อมโยง
และใช/วิเคราะหร0วมกันได/อย0างไร/รอยต0อ แต0ยังถูกจัดเก็บโดยหน0วยราชการหลายหน0วย รวมไปถึงยัง
ขาดการสนับสนุนงบประมาณ บุคลากรและองคความรู/ที่จําเป+นซึ่งจะส0งผลต0อการปฏิบัติและพัฒนา
งานปองกันปราบปรามอาชญากรรมระดับสถานีตํารวจให/มีประสิทธิภาพมากขึ้นในอนาคต

Abstract
Title The relationship between innovation and artificial intelligence and crime
prevention and suppression unit at the police station level.

It is currently accepted that the national order, particularly the life and
property safety of the citizen which belongs to the responsibility of crime prevention and
suppression unit at the police station level of Royal Thai Police, affects to the image and
development of country more or less. Previously, it has been found that the works of
crime prevention and suppression unit at the police station level still employs the
traditional artifices, equipment, or procedures. The application of innovation and artificial
intelligence is very slightly implemented compare with the foreign countries and the
growth and complexity of socials. Therefore, the researcher was interested in studying and
researching the innovations and artificial intelligence technologies which can be applied in
Thailand crime prevention and suppression unit at the police station level for more
efficiency of such operations.
The opinions from the relevant persons who are experienced in crime
prevention and suppression unit at the police station level and private sector, competent
and skillful in artificial intelligence technologies, indicated that the Royal Thai Police has
implemented the technologies in crime prevention and suppression unit at the police
station level for many times, but they are not quite successful. The causes are the lacks of
continuity of budget policy and the rapid changes of the technologies. The
implementation of 4 innovations and artificial intelligence technologies, i.e., License Plate
Recognition System, Facial Recognition System, Intelligent CCTV, and Predictive Policing:
Predpol, in crime prevention and suppression unit at the police station level could enable
the field police officers and the supporting units to classify individuals, vehicles and
objects efficiently. It is necessary and appropriate to seriously and continually implement
such technologies in crime prevention and suppression unit at the police station level.
Particularly in the present time, it is found that such technologies are applied in certain
agencies, but the seriousness and continuity are lacked, particularly the database support
which must be associated and able to be jointly used in analysis seamlessly, but it is
stored by various government agencies. These lacks also include the lack of budget,
personnel, and necessary knowledge support which will affect the operation and
development the crime prevention and suppression unit at the police station level to be
more efficient in future.
