เอกสารวิจัยเรื่อง “นวัตกรรมเพื่อสนับสนุนผูสูงอายุในหวงทศวรรษหนา (2562 – 2572)”
มีวัตถุประสงค$เพื่อศึกษาผลกระทบต8อสังคมและระบบเศรษฐกิจของการเพิ่มจํานวนและสัดส8วน
ของประชากรผูสูงอายุ ศึกษานโยบายและแนวทางสังคมของผูสูงอายุของต8างประเทศ โดยเลือกศึกษา
ของประเทศญี่ปุ=น และเสนอแนวทางการในการพัฒนานวัตกรรมเพื่อผูสูงอายุหวงทศวรรษหนา
2562 – 2572
การวิจัยไดศึกษา แนวคิด ทฤษฎี เกี่ยวกับการพัฒนาทรัพยากรมนุษย$ การเปลี่ยนแปลง
ทางสังคม คุณภาพชีวิต และองค$ประกอบของคุณภาพชีวิต แนวคิดเกี่ยวกับผูสูงอายุ ปCจจัยที่มีอิทธิพล
ต8อคุณภาพชีวิตผูสูงอายุ การมีงานทําของผูสูงอายุ แนวคิดทฤษฎีเพื่อเสริมศักยภาพใหกับผูสูงอายุ
ที่อาศัยอยู8ตามลําพัง และนโยบายและกฎหมายที่เกี่ยวของ
การศึกษาประเทศญี่ปุ=น เปEนประเทศที่กาวสู8 “สังคมคนชรา” ไปก8อน พบว8า ญี่ปุ=น
มีธุรกิจและผูประกอบการในประเทศที่เปEนผูเชี่ยวชาญในการพัฒนาผลิตภัณฑ$และบริการใหมีฟCงก$ชั่น
ที่ตอบโจทย$ประชากรผูสูงวัยไดอย8างครอบคลุม และเปEนตนแบบใหกับหลายๆ ประเทศ ทั้งในเอเชีย
และในโลก นําไปใชในการพัฒนาเพื่อรองรับและดูแลคุณภาพชีวิตของประชากรสูงอายุในประเทศของ
ตัวเอง
สําหรับประเทศไทย จํานวนผูสูงอายุที่เพิ่มขึ้น มีแนวโนมที่จะอาศัยอยู8ตามลําพัง
จึงตองเสริมศักยภาพใหกับผูสูงอายุที่อาศัยอยู8ตามลําพังโดดเดี่ยว โดยส8งเสริมภาคธุรกิจและ
ผูประกอบการในประเทศ แบบหลากหลายมิติ ผลักดันใหเกิดธุรกิจรูปแบบใหม8 สนับสนุนกลุ8มธุรกิจ
start up ที่เกี่ยวของกับนวัตกรรมและเทคโนโลยี อุตสาหกรรมการผลิตหุ8นยนต$ เพื่อใหมีนวัตกรรม
และเทคโนโลยี ดูแลผูสูงอายุใชงานกันอย8างแพร8หลาย เปEนการขจัดปCญหาปCจจัยดานราคาใหราคาถูก
ลง สําหรับในอนาคตอันใกลนี้ เราจะมีหุ8นยนต$ดูแลผูสูงอายุใชงานกันอย8างแพร8หลาย
ขอเสนอแนะ 1. สรางหลักประกันดานสุขภาพและการรักษาพยาบาล 2.ภาครัฐควร
พิจารณาจัดทํานโยบาย แผนการผลิตและพัฒนากําลังคนดานการดูแลผูสูงอายุ 3.สรางหลักประกัน
ดานรายไดและส8งเสริมการออมเพื่อวัยหลังเกษียณ 4.ส8งเสริมการทํางานของผูสูงอายุและขยาย
กําหนดการเกษียณอายุ 5.สรางความเขมแข็งใหแก8ระบบครอบครัวและชุมชน เพื่อใหสามารถดูแล
ปCญหาผูสูงอายุไดดวยตนเอง 6.ส8งเสริมการทํางานอย8างต8อเนื่องของแรงงานที่มีอายุมากใหสามารถ
พึ่งตนเองได

Abstract
Title Innovation to Assist TheElderly in The Next Decade (A.D. 2019 –
2029)

The research titled innovation to assist the elderly in the next decade
(A.D. 2019 – 2029) has objectives to study impact on social and economic system due
to the increasing of numbers and proportions of the old persons; to study policies
and social measures for aging people in Japan; and propose approaches to develop
innovative products for the elderly in next decade (A.D. 2019-2029). The research
examined concepts, theories involving human development, social changes, quality
of life and its elements, the elderly concept, factors influencing to quality of the
elderly’ life, the elderly employment, theory concerning the potential increasing for
the old persons living alone, and relevant policies and laws.
The study of Japan that stepped into the aging society for so long
revealed that Japan had many businesses and entrepreneurs which were expertise in
developing products and services that could work in response to the elderly needs
extensively, and had been brought as prototype for many countries in Asia and all
over the world being applied and developed to take care quality of the old persons’
life in those countries.
For Thailand that faced increasing number of the elderly and having trend
to live alone, so it urgently needs to enhance potential for the unaccompanied
elderly by promoting business sector and entrepreneurs in the country through many
dimensions, pushing new pattern of business, supporting “start up” business group
which involved innovation and technology of robot manufacturing, in order to have
innovation and technology to take care the elderly extensively. These are
approaches to solve the problem of high- priced products. In the foreseeable future,
Thai society will have robots to take care the elderly popularly.
The recommendations are as follows: 1. Introducing healthcare guarantee and
medical treatment; 2. Public sector should consider preparing policies, production
plan and manpower development having main duties to take care the elderly; 3.
Creating income guarantee and savings after retirement; 4. Enhancing the elderly
employment and expanding the retirement age; 5. Strengthening family and
community system in order to have capability enough for taking care of the elderly
themselves; 6. Supporting the continuous employment of the old workforce for
helping themselves sufficiently.
