การวิจยัน้ีมีวตัถุประสงค์เพื่อศึกษาวิเคราะห์ขอ้มลู ภูมิประเทศพ้ืนฐานที่เกี่ยวขอ้งอนั เป็น
สาเหตุ และปัจจัยที่ทา ใหเ้กิดภยัพิบตัิอุทกภยัในประเทศ กบั เพื่อกา หนดแนวทางการบริหารจดัการน้า
ในการป้ องกันภัยพิบัติอุทกภัยที่เหมาะสมกับสภาพภูมิประเทศของไทย โดยวิธีด าเนินการวิจัย จะเน้น
ในรูปแบบของการวิจัยเชิงคุณ ในการศึกษาวิเคราะห์ข้อมูล จากการรวบรวม แหล่งข่าว เอกสาร สื่อ
สิ่งพิมพ์ระบบสารสนเทศภูมิศาสตร์ ( GIS ) จากหน่วยงานและสถาบันที่เกี่ยวข้องและน าเสนอแบบ
พรรณนาความ โดยท าการรายงานข้อมูลและน ามาสังเคราะห์ โดยใช้ทฤษฏีน ามาวิเคราะห์ เพื่อตอบ
ปัญหาจากการวิจยัคร้ังน้ี
ผลการวิจัยสรุปว่า สามารถก าหนดวิธีในการแก้ปัญหาภัยพิบัติ อุทกภัยที่เหมาะสมกับ
สภาพภูมิประเทศของไทย โดยมีการบริหารจดัการน้า แบบบูรณาการในระดบัลุ่มแม่น้า ให้ครบถว้น
สมบูรณ์ พร้อมกับการบูรณาการจัดการด้านผังเมือง และน าแนวทางอันเนื่องมาจากพระราชด าริในการ
บริหารจดัการดา้นน้า ท่วมล้น ให้เกิดประสิทธิภาพ กับปลูกจิตใต้ส านึกในการมีส่วนร่วม เพื่อให้เกิด
ประโยชน์สูงสุด
ข้อเสนอแนะ น้อมน าทฤษฏีการแก้ไขปัญหาน้ าท่วมอนั เนื่องมาจากพระราชดา ริกับมี
การบูรณาการระหว่างหน่วยงานสา รวจพ้ืนที่ของตนเองในการระบายน้า ให้สะดวกและรวดเร็ว สร้าง
เสน้ ทางระบายน้า ขนาดใหญ่รองรับน้า จากแม่น้า ภายในประเทศ ที่ระบายน้า ไม่ทนัและไม่เพียงพอที่จะ
รองรับกบั มวลน้า ขนาดใหญ่ได้เพื่อที่จะระบายน้า ลงสู่ทะเลไดอ้ย่างมีประสิทธิภาพและรวดเร็ว ซ่ึง
ผลกระทบยอ่ มตอ้งเกิดข้ึนจึงควรมีการปฏิรูปที่ดินเพื่อพฒั นาขีดความสามารถในการระบายน้า โดย
จะต้องสร้างความเข้าใจให้แก่ประชาชนคนไทย เพื่อไม่ให้เกิดผลกระทบด้านสังคมจิตวิทยาต่อไป

Title Concept to Resolve Flood Disaster suitable for Thailand’s
Geographical Conditions

The objectives of this research are to study and analyze basic geographical data that
can be the cause and factor for causing inundation in Thailand, and to determine suitable ways
of managing water to prevent flood disaster for Thailand’s geographical conditions. The
research conducted is based on qualitative analysis through data collection, information
gathering, various related documents, publications, geo-informatics system (GIS) of agencies
and institutes concerned. It is then presented in descriptive format with information presented
and analyzed using appropriate theories to answer this research.
This research has found that ways of resolving flood disaster suitable for Thailand’s
geographical conditions can be achieved through integrated approach of water management of
the complete river system, together with integrated urban planning, and the use of the royally
initiated concept of flood management in a most effective manner. The success of this concept
can also be further enhanced through creation of participation awareness among the general
public.
Recommendations: To implement the royally-initiated concept of resolving flood
problems, and to integrate works of agencies concerned in conducting their own survey for
effective water drainage, coupled with construction of large-scaled waterways to accommodate
for overflowing water from various rivers in the country to help drain the excess water into the
sea effectively and speedily. Nonetheless, an impact on land usage is inevitable, and land
reform is required to improve the water drainage system. A good understanding needs to be
disseminated among the general public in order to minimize the socio-psychological impact.
