การวิจัย เรื่อง แนวทางการนําเทคโนโลยีบล็อกเชนเพื่อเพิ่มประสิทธิภาพการบูรณาการ
ฐานข#อมูลด#านความมั่นคง ครั้งนี้มีวัตถุประสงค( ๓ ประการ คือ ๑. เพื่อศึกษาวิเคราะห( การกําหนด
แนวทาง มาตรการ ระเบียบวิธีปฏิบัติ เกี่ยวกับการให#และการใช#ข#อมูลของหน7วยงานด#านความมั่นคง
๒. เพื่อศึกษาป9ญหาอุปสรรคและข#อจํากัดของการบูรณาการฐานข#อมูลด#านความมั่นคงของหน7วยงาน
ภาครัฐ และ ๓. เพื่อนําเสนอแนวทางการเชื่อมโยงข#อมูลด#านความมั่นคงด#วยเทคโนโลยีบล็อกเชน
ซึ่งเป<นการศึกษาวิจัยเชิงคุณภาพ ศึกษารวบรวมข#อมูลทุติยภูมิจากการค#นคว#า วิเคราะห(ข#อมูลเอกสาร
ยุทธศาสตร( แผน นโยบาย เรื่องที่เกี่ยวข#องกับการนําข#อมูลด#านความมั่นคงมาบูรณาการเพื่อใช#
ประโยชน(ร7วมกัน โดยนําเทคโนโลยีบล็อกเชน (Blockchain) มาเป<นเครื่องมือในการพัฒนาระบบให#มี
ความมั่นคงปลอดภัยในข#อมูล รวมถึงได#หารือและแลกเปลี่ยนข#อคิดเห็นและข#อเสนอแนะกับผู#ที่
ปฏิบัติงานในเรื่องดังกล7าว แล#วนําข#อมูลที่ได#ทั้งหมดมาวิเคราะห(ในสาระสําคัญทั้งหมดตามกรอบ
แนวคิดการวิจัย
ผลการวิจัยพบว7า ทุกหน7วยงานเห็นถึงความสําคัญและจําเป<นที่จะต#องมีการบูรณาการ
ข#อมูลด#านความมั่นคง โดยจะต#องกําหนดมาตรการ ระเบียบวิธีปฏิบัติในการใช#ข#อมูลร7วมกันอย7างเป<น
ระบบ กําหนดกลไกรับผิดชอบการดําเนินการ สร#างกระบวนการดําเนินงานทั้งในระดับนโยบาย ระดับ
ปฏิบัติ เพื่อขับเคลื่อนการพัฒนาการเพิ่มประสิทธิภาพระบบการบูรณาการด#านความมั่นคง โดยให#
หน7วยงานที่เกี่ยวข#องร7วมมือกันอย7างต7อเนื่อง ภายใต#กรอบการดําเนินการและข#อสั่งการของผู#บริหาร
ระดับสูงของประเทศ รวมถึงจะต#องปรับปรุงกฎหมายที่มีอยู7ให#รองรับกับการดําเนินการที่เกี่ยวข#องกับ
การใช#ข#อมูลด#านความมั่นคงร7วมกันของทุกหน7วยงาน อีกทั้งจะต#องสนับสนุนงบประมาณให#เพียงพอ
กับการพัฒนาระบบที่จะเพิ่มประสิทธิภาพการบูรณาการข#อมูลด#านความมั่นคงต7อไป
ผู#วิจัยได#ให#ข#อเสนอแนะเกี่ยวกับการนําเทคโนโลยีบล็อกเชนเพื่อเพิ่มประสิทธิภาพการบูร
ณาการฐานข#อมูลด#านความมั่นคง เพื่อให#หน7วยงานที่เกี่ยวข#องกับการพัฒนาได#เกิดความมั่นใจว7า
เทคโนโลยีดังกล7าวมีระบบความปลอดภัยและมั่นคงของข#อมูล ซึ่งมีลักษณะสามประการ คือ มีสิทธิ
และการเข#าถึงข#อมูล มีความถูกต#องของข#อมูล และความพร#อมใช#งานจากบุคคลที่มีสิทธิ ซึ่งถือเป<น
หลักสําคัญในการพัฒนาระบบด#านความมั่นคงของประเทศ

ABSTRAT
Title Guidelines for the adoption of blockchain technology to enhance
integration of security database
Field Science and Technology

This research aims to study the implication of blockchain technology for
an effective integration of security database. The purposes of this research are1.to
analyze the guidelines, measurements and regulations in related to the provision and
usage of security data within security agencies, 2.to study challenges and limitations
of security data integration within government agencies, and3.to propose the
approaches to integrate security data by using blockchain technology. This qualitative
research uses secondary data, namely, strategies, plans and policies in related to
security data integration that specifically utilize blockchaintechnology as a tool in
developing data stability and safety for the collective usage within the agencies.
Additionally, the researcher also exchanges thoughts and suggestions with related
practitioners, and ultimately analyzes the collected data under the research
framework.
The results suggest that every agency sees the importance and necessity
of an integration of security data. However, there should be systemic measurements
and regulations as well as clear line of responsibilities, both in policies and practices,
in order to effectively drive the integrated security database. The relevant agencies
should consistently cooperate and contribute to the system under operational
framework and orders of country’s leaders. This also includes the amendment of
existing laws in related to collective use of security database, and the budget that
should be sufficiently allocated to further develop the effectiveness of security
database.
The researcher proposes that blockchain technology should be utilized in
the integrated security database. This is to ensure that the data will be safe and
stable, which can be presented in three conditions. Those are 1.the right to access to information, 2. the accuracy of data, and 3.the readiness of the users. Those of which
are significant factors and indicators in the development of national security
database.
