ก บทคัดย่อ เรื อง แนวทางการกาหนดรูปแบบการพัฒนาศักยภาพเชิงรุกการค้าชายแดน ํ ไทย-เมียนมาร์ ลักษณะวิชา การเศรษฐกิจ ผ้วิจัย ู นายบุญเลิศ มหาวิเศษศิลป์ หลักสูตร วปม. รุ่นที* 7 การศึกษาครั-งนี-มีวัตถุประสงค์เพื*อ 1.เพื*อศึกษาปัญหาและอุปสรรคการค้าชายแดน ไทย-เมียนมาร์ 2.ศึกษาความคาดหวังของนักธุรกิจและประชาชนต่อการค้าชายแดนไทย- เมียนมาร์ 3.สร้างรูปแบบการพัฒนาศักยภาพเชิงรุกการค้าชายแดนไทย-เมียนมาร์ โดยใช้แบบจําลอง ได มอนด์ (Diamond Model) และกระบวนการวิเคราะห์สภาวะแวดล้อม และศักยภาพ (SWOT Analysis) เพื*อประเมินสภาพแวดล้อมภายนอกและภายในองค์กรศึกษาถึงปัญหาและอุปสรรคใน การดําเนินงานการค้าชายแดนไทย-เมียนมาร์และจัดทํารูปแบบการพัฒนาศักยภาพเชิงรุกการค้า ชายแดนไทย-เมียนมาร์ ผลการศึกษาพบว่าแนวทางการกาหนดรูปแบบการพัฒนาศักยภาพเชิงรุ กการค้า ํ ชายแดนไทย-เมียนมาร์ ควรพิจารณาจาก 3 มุมมอง คือ ด้านเศรษฐกิจ ด้านความมันคง และด้าน * สังคมและวัฒนธรรม โดยควรพิจารณา อุตสาหกรรมสนับสนุนและอุตสาหกรรมต่อเนื*องของพื-นที* ชายแดนทั-งสองฝั*ง มีแนวทางดังนี- O.การพัฒนาให้เป็ นเมืองเขตเศรษฐกิจคู่ขนานบริเวณชายแดน ระหว่าง ไทย-เมียนมาร์ 2.การพัฒนาเชื*อมโยงอุตสาหกรรมต่อเนื*องและอุตสาหกรรมสนับสนุน 3.จัดระเบียบพื-นที*ชายแดนให้มีความพร้อมต่อการเผชิญสถานการณ์ 4.การส่งเสริมและสนับสนุน บทบาทเมืองชายแดนในการเป็ นศูนย์กลางการเรียนรู้ ด้านองค์ความรู้ในการพัฒนาทรัพยากรมนุษย์ 5.การส่งเสริ มการเป็ นเมืองคู่แฝดในเชิงวิถีชีวิตและวัฒนธรรมร่วมกัน ในการวิจัยครั-งนี-มี ข้อเสนอแนะดังนี- 1.ข้อเสนอแนะเชิงนโยบาย ประกอบด้วย 1.1 การกาหนดทิศทางการค้าชายแดน ํ ของแต่ละพื-นที* 1.2 รัฐควรเป็ นผู้นําร่องในการเปิ ดเจรจาการค้าชายแดนระหว่างไทย-เมียนมาร์ 2.ข้อเสนอแนะเชิงปฏิบัติการประกอบด้วย 2.1 องค์กรส่วนปกครองท้องถิ*นและภาคเอกชนต้องร่วม กาหนดทิศทางของเมืองชายแดน 2.2 การสร้างความร ํ ่วมมือและความสัมพันธ์ที*ดีระหว่างเมือง 2.3 การจัดระเบียบของเมืองชายแดน 3.ข้อเสนอแนะในการวิจัยครั-งต่อไป ประกอบด้วย 3.1 ควรมี การวิจัยในเชิงลึกเกี* ยวกบการจัดทํายุทธศาสตร์เชิงรุกการค้าชายแดนไทย-เมียนมาร ั ์ 3.2 ควรมีการ วิจัยเกี* ยวกบการศึกษาข้อมูลอุตสาหกรรมสนับสนุนและอุตสาหกรรมต ั ่อเนื*องในพื-นที*ชายแดน ไทย- เมียนมาร์

abstract:

ABSTRACT Title The Guidelines require the development of proactive form of border trade. (Thailand - Myanmar ) Field Economics Name Mr. Boonlerd Mahavisessilp Course NDC (SPP) Class 7 The purposes of this research were: 1) to study the barriers to cross-border trade Thailand - Myanmar 2) to study the expectations of businessmen and residents of border Thailand - Myanmar 3) to create a pattern developing proactive border trade Thailand - Myanmar. The instruments used in the study were to using the Diamond Model and SWOT Analysis to assess the external environment and internal organization. Study the problems and obstacles in the implementation of the border trade Thailand-Myanmar, and with the development of proactive form of border trade Thailand-Myanmar. The results of the study were as follows: should be considered from three perspectives is economic stability and the social and cultural. Should be considerations supporting industries and industries on both sides of the border. The guidelines are as follows: 1.The development of the city near the border between the parallel economy Thailand - Myanmar 2. Development associated downstream industries and support industries. 3. Organize border areas to be ready to face the situation. 4. Promoting and supporting role border town in the center of learning knowledge in human resource development. 5. Promoting the twin cities in the lifestyle and cultures together. Suggestions policy: The direction of the border of the area and States should be piloted in the open border trade negotiations between Thailand - Myanmar. Suggestions workshop: organizations, local government and the private sector to determine the direction of the border, partnerships and good relationships between cities and the organization of border. Suggestions for further research : Should have in-depth research about the on strategy proactive border trade Thailand – Myanmar and there should be research on education about the supporting industry and related industry in the border region, Thailand - Myanmar.
