การวิจัยครั้งนี้มีวัตถุประสงค 3 ประการ คือ 1. เพื่อศึกษาบทบาท ภารกิจ โครงสราง
ศูนยฝกบรรเทาสาธารณภัย หน วยบัญชาการทหารพัฒนาในป9จจุบัน (ศฝก.นทพ.) 2. เพื่อศึกษาป9ญหา
และความเหมาะสมในการปรับเปลี่ยนบทบาท ภารกิจ โครงสรางศูนยฝกบรรเทาสาธารณภัย
หน วยบัญชาการทหารพัฒนา และ 3. เพื่อเสนอแนะแนวทางการพัฒนาบทบาท ภารกิจ โครงสราง
ศูนยฝกบรรเทาสาธารณภัย หน วยบัญชาการทหารพัฒนา มุ งสู ความเป#นเลิศ เป#นการวิจัยเชิงคุณภาพ
โดยการเก็บขอมูลจากเอกสารที่เกี่ยวของของหน วย และทําการการสัมภาษณเชิงลึกกลุ มผูนําในระดับ
ต าง ๆ จํานวน 8 คน และนํามาทําการวิเคราะห ผลการศึกษาพบว า บทบาท ภารกิจ และโครงสราง
ของ ศฝภ.นทพ. มีหนาที่ในการจัดทําหลักสูตรการดําเนินการศึกษา และฝกอบรมใหแก บุคคลภายใน
กองทัพไทย ส วนราชการอื่น และประชาชนใหมีความรูในเรื่องการคนหา และช วยชีวิตรวมถึงการ
ช วยเหลือบรรเทาสาธารณภัยที่มีมาตรฐานและเป#นที่ยอมรับในระดับสากล ตองพัฒนาบุคลากรใหมี
องคความรู ทักษะ เทคนิคการเป#นครู พรอมที่จะถ ายทอดองคความรูดานการบรรเทาสาธารณภัย
ที่เกิดขึ้น สามารถร วมการฝกฝนและพัฒนาองคความรูต างๆ จากหน วยอื่นทั้งในระดับชาติและระดับ
อาเซียน ควรพัฒนาปรับปรุงบทบาทตามสภาพป9ญหาที่เกิดขึ้นในป9จจุบันเพื่อผลักดันใหเกิด
ประสิทธิภาพสูงสุด และมุ งสู ความเป#นเลิศสอดคลองกับวิสัยทัศน ภารกิจ และโครงสรางที่มีอยู
และแนวทางการพัฒนาบทบาท ภารกิจ โครงสรางศูนยฝกบรรเทาสาธารณภัย หน วยบัญชาการทหาร
พัฒนามุ งสู ความเป#นเลิศ พบว า ป9จจัยที่สําคัญในการขับเคลื่อน 5 ประการ คือ การพัฒนาบทบาท
ของผูนําองคกร การพัฒนาบุคลากร การพัฒนาแนวทางการบูรณาการทํางาน แนวทางในการพัฒนา
งานดานการสนับสนุน และแนวทางการพัฒนาเอกสารตํารา และคู มือการปฏิบัติงานใหมีมาตรฐาน
มีขอเสนอแนะคือ ควรปรับปรุงวิสัยทัศนใหเหมาะสมกับโครงสรางและภารกิจของหน วย พรอมกับ
เลือกสรรผูบริหารที่มีวิสัยทัศน องคความรูที่ทันสมัย มีภาวะผูนําเป#นที่ยอมรับ สอดคลองกับ
ความคาดหวังของกองทัพไทย ส งเสริมและพัฒนา ศฝภ.นทพ. ใหเป#นแหล งเรียนรู ศึกษา อบรม จัดการฝก
และสนับสนุนการฝกที่ทันสมัย และสอดคลองกับสถานการณภัยพิบัติที่เกิดขึ้น พัฒนาสมรรถนะ
ของบุคลากรทุกระดับ รวมทั้งเครื่องมือ ตํารา คู มือการปฏิบัติงานดานการบรรเทาสาธารณภัย
หลักนิยมที่มีมาตรฐานสากล

This research has 3 objectives are 1. To study the role, mission, structure
of The Disaster Relief Training Center, Armed Forces Development Command. 2. To
study the problems and appropriate for changing roles, mission, structure of The
Disaster Relief Training Center, Armed Forces Development Command. 3. To provide
guidance on role development, mission, structure of The Disaster Relief Training
Center, Armed Forces Development Command to strive for excellence. The research
method is qualitative research by data were collected relevant documents of the
unit from 8 key informants who were leaders in different levels and In-depth
interviews data analysis uses interpretations from qualitative data. Research Result
In currently, the results of the structural role of DRTC (The Disaster Relief Training
Center) was founded the role of the mission and structure of DRTC have the duty to
create an operational education and training for people within the Royal Thai Armed
Forces, other government agencies and the public to have knowledge of search and
rescue including disaster relief assistance that is standard and acceptable is
internationally recognized also have to development human, knowledge, skills, and
techniques to be a teacher and ready to convey the knowledge of disaster relief that
occurred. Including being able to participate in training and develop knowledge from
other units both at the national and Asian levels which is the goal that the DRTC
must comply under the existing structure. The study of problems and suitability in
changing role of structure of DRTC was founded that the role should be improved.
According to the current problems in order to drive for maximum efficiency and
strive for excellence consistent with the existing vision, mission, and structure the
study of the development of mission roles structure of The Disaster Relief Training
Center, Armed Forces Development Command strive for excellence found that the
factors 5 important points Is to develop the role of corporate leaders Personnel
Development Develop work integration guidelines for developing work in support
and guidelines develop textbooks and standard operating manual. The suggestion is
the vision should be improved to suit the structure and mission of the unit. Along
with selecting executives with vision Modern knowledge Have recognized leadership
In line with the expectations of the Thai Armed Forces Promote and develop of DRTC
To be a source of learning, education, training, management and support of modern
training And in line with the disaster situation that occurred Develop the capacity of
personnel at all levels Including tools, textbooks, disaster relief operations manual
doctrine with international standards.
