เรื่อง การเสริมสรางคุณธรรม จริยธรรมและวินัยกําลังพลกองทัพเรือ เพื่อสนองตอบ
กับยุทธศาสตร"ชาติระยะ ๒๐ ป'
ลักษณะวิชา สังคมจิตวิทยา

การวิจัยนี้มีวัตถุประสงค ๓ ขอ ประกอบดวย ๑) เพื่อศึกษาแนวคิด วรรณกรรม และงานวิจัย
ที่เกี่ยวของกับแนวทางการเสริมสรางคุณธรรม จริยธรรมและวินัยกําลังพลกองทัพเรือ ๒) เพื่อวิเคราะห
องคประกอบของคุณธรรม จริยธรรมและวินัยที่เหมาะสมกับกําลังพลกองทัพเรือ๓) เพื่อเสนอแนวทางการ
เสริมสรางคุณธรรม จริยธรรมและวินัยกําลังพลกองทัพเรือเพื่อสนองตอบกับยุทธศาสตรชาติระยะ ๒๐ ป0
ทั้งนี้ ภายใตรูปแบบการวิจัยเชิงคุณภาพ ที่มีฐานคิดแบบเนนการวิเคราะหขอมูลเปรียบเทียบกับยุทธศาสตร
หรือแผนต6างๆ กลับไปกลับมาตลอดเวลา กรอบแนวคิดยืดหยุ6นไดเมื่อมีหลักฐานเชิงประจักษ ขอมูลส6วน
ใหญ6ที่ใช เป:นขอมูลเอกสาร ส6วนขอมูลปฐมภูมิที่เป:นบุคคล เป:นผูทรงคุณวุฒิดานคุณธรรม จริยธรรมและ
วินัยของกองทัพเรือ ๓ ท6าน ซึ่งขอมูลที่ไดมา นํามาวิเคราะหดวยเทคนิคการวิเคราะหแบบแมทริกซ
เพื่อนําสู6การเสนอแนวทางการเสริมสรางคุณธรรม จริยธรรมและวินัยกําลังพลกองทัพเรือ
ผลการวิจัยพบว6า การพัฒนาคุณธรรม จริยธรรมและวินัยดวยตัวกําลังพลผ6านทฤษฎีการเรียนรู
ทางสังคมของ Bandura สามารถกําหนดแนวทางการเสริมสรางคุณธรรม จริยธรรมและวินัยได ๒ แนวทาง
ไดแก6 แนวทางที่ ๑ การเสริมสรางจากภายนอกเขาสู6ภายใน แนวทางที่ ๒ การเสริมสรางจากภายในตนของ
กําลังพลสู6การแสดงออกทางพฤติกรรม ที่ตองอาศัย กลไกสําคัญ ๓ กลไก ไดแก6 ตัวกําลังพลผูเสริมสราง
และรายละเอียดของสิ่งที่จะเสริมสราง โดยมีองคประกอบสําคัญ ๒ ประการ คือ บุคคล และ บริบท
ที่ประกอบดวย ระเบียบวินัย กฎหมาย ขอบังคับ และแบบแผนทางสังคมดังนั้น แนวทางการเสริมสราง
คุณธรรม จริยธรรมและวินัยกําลังพลกองทัพเรือเพื่อสนองตอบกับยุทธศาสตรชาติระยะ ๒๐ ป0กองทัพเรือ
ตองดําเนินการผ6าน ๒ แนวทาง ดังกล6าว โดยในแนวทางที่ ๑ เป:นแนวทางที่เนน “มาตรฐาน” เป:นหลัก
เพื่อพัฒนากําลังพลให “รูจักคุณค6าและประโยชนของตนเอง” และสามารถสอนสอดแทรกระหว6างการ
ปฏิบัติงานหรือการฝJกกําลังพลกองทัพเรือในทุกกิจกรรม ส6วนแนวทางที่ ๒ เป:นการดําเนินการผ6าน
“การวิเคราะหและฝJกฝนตนเอง” ที่มีเพียง ๓ ขั้นตอน ไดแก6 การกําหนดเปKาหมายที่จะไปใหถึง การกําหนด
ตัวอย6างหรือตัวแบบหรือตนแบบที่สามารถเป:นสิ่งเรา หรือสรางแรงจูงใจใหดําเนินพฤติกรรมคุณธรรม
จริยธรรม และวินัย และการปฏิบัติพฤติกรรม คุณธรรม จริยธรรม และวินัยดวยตนเองอย6างไรก็ตาม
สิ่งสําคัญที่สุดอยู6ที่ “กําลังพลกองทัพเรือ” ว6าเขาใจในศักยภาพพื้นฐานของตนเองหรือไม6อย6างไร เพื่อที่จะได ก
ต6อยอดสู6การพัฒนาพฤติกรรมคุณธรรม จริยธรรมและวินัยของตนเองไดดวยตนเอง โดยบูรณาการร6วมกัน
ระหว6างเปKาหมายระดับมหภาคและระดับปMจเจกบุคคล

Abstract
Title : The Enhancing of Moral, Ethics, and discipline for the Royal Navy
personnel in order to respond the 20-year national strategy
Subject : Social - Psychology

There are three objectives of this research, consisting of 1) to study the
concept of literature and research related to enhancement approach on the moral,
ethics, and discipline of the Royal Thai Naval Personnel. 2) To analyze the appropriate
elements of morality, ethics, and discipline for the Royal Thai Navy personnel. 3) to propose
methods to strengthen the morality, ethics, and discipline for the Royal Thai Navy
personnel in order to respond for the 20-year national strategy. This research is on the
qualitative model, based on ideas focused on data analysis, comparing with various
strategies. There are flexibility conceptual frameworks on the empirical evidence. Most of
the information to be used is documents are from the paper documents. The primary
personal data are from 3 naval ethics and discipline experts of the Royal Thai Navy. The acquired
information will be analyzed with matrix analysis techniques in order to propose the way
to enhance morality ethics and discipline for the Royal Thai Navy personnel.
The research found that moral development ethics and discipline with the
personnel through Bandura's social learning theory can determine the way to strengthen
morality. Ethics and discipline can be used in 2 ways, including 1 external strengthening
from the inside. 2 The internal strengthening of the inside to the behavioral expression
that requires three important mechanisms: the strengthening of the personnel and details
of strengthen. There are two important elements: the person and the context that
consists of discipline, laws, regulations and social patterns. Ethics and discipline of the
Navypersonnel are responded to the 20-year national strategy. The Navy must proceed
through these two guidelines. The first approach emphasis “the standard” to improve the
Naval personnel in order to gain "Knowing the value and self-interest" and can teach
intervening during the operations or training of the Navy personnel in all activities. The
second approach is through "Analysis and self-training" with only 3 steps, including setting goals
to reach determining samples or models or prototypes that can be stimuli or motivating
them to behave morally, ethically, and discipline and practice behavior, morality, ethics and selfdiscipline. However, the most important thing is that "Navy personnel" whether they
understand their basic potential or not in order to continue moral developing, behavior,
self-discipline and ethics by integrating together between macro and individual goals.
