เรื่อง บทบาทและแนวทางการพัฒนางานดานเวชศาสตรทางทะเลของประเทศไทย ที่
สอดคลองกับยุทธศาสตรชาติ พ.ศ.๒๕๖๑-๒๕๘๐

การวิจัยครั้งนี้เป1นงานวิจัยเชิงคุณภาพ (Qualitative Research) มีวัตถุประสงคเพื่อ ๑) ศึกษาและ
วิเคราะหกระบวนการในการกําหนดบทบาทและแนวทางการพัฒนางานดานเวชศาสตรทางทะเลของประเทศไทย
๒) เพื่อศึกษาปIญหาและสาเหตุของงานดานเวชศาสตรทางทะเลของประเทศไทย ๓) เพื่อเสนอแนะบทบาทและ
แนวทางการพัฒนางานดานเวชศาสตรทางทะเลของประเทศไทยที่สอดคลองกับยุทธศาสตรชาติ พ.ศ.๒๕๖๑-
๒๕๘๐ เก็บรวบรวมขอมูลปฐมภูมิดวยการสัมภาษณ กลุMมผูใหขอมูลไดแกM ผูทรงคุณวุฒิและผูเชี่ยวชาญในงาน
ดานเวชศาสตรทางทะเล จํานวน ๖ คน และเก็บรวบรวมขอมูลทุติยภูมิจากเอกสารและงานวิจัยที่เกี่ยวของ และ
ศึกษาจากองคกรทั้งในประเทศและตMางประเทศที่มีการปฏิบัติที่เป1นเลิศ (Best practice) วิเคราะหขอมูลปฐมภูมิ
และขอมูลทุติยภูมิดวยวิธีการวิเคราะหเนื้อหา (Content Analysis) และสังเคราะหขอมูล ผลการวิจัยมีดังนี้
๑. กระบวนการในการกําหนดบทบาทและแนวทางการพัฒนางานดานเวชศาสตรทางทะเลของ
ประเทศไทยที่สอดคลองกับยุทธศาสตรชาติ พ.ศ.๒๕๖๑-๒๕๘๐ เป1นกระบวนการสังเคราะหเอกสารที่
เกี่ยวของรMวมกับการสัมภาษณผูเชี่ยวชาญดานการบริหารจัดการและดานเวชศาสตรทางทะเล
๒. ปIญหาและสาเหตุของงานดานเวชศาสตรทางทะเลของประเทศไทย คือ ปIญหาดานการขาด
ระบบบริการทางการแพทยทางทะเล การขาดโครงสรางองคกร และโครงสรางพื้นฐานที่ชัดเจน ประกอบดวย
๑) ดานองคความรู ๒) ดานทรัพยากร ๓) ดานเทคโนโลยี และ ๔) ดานแผนการดําเนินงาน
๓. บทบาทของงานดานเวชศาสตรทางทะเล ประกอบดวย ๑) วางแผน อํานวยการ ประสานงาน
กํากับติดตาม และสนับสนุนการปฏิบัติงานของหนMวยงานของรัฐที่เกี่ยวของ ๒) กําหนดนโยบายและ
ยุทธศาสตร ๓) วางแผน พัฒนา และดําเนินการดานการรับแจงเหตุและสMงกลับ บริการทางการแพทย การ
ศึกษาวิจัยดานเวชศาสตรทางทะเล และเป1นศูนยขอมูล ๔) สรางเครือขMายและประสานความรMวมมือกับ
หนMวยงานภาครัฐและเอกชน ๕) วางแผน พัฒนา และดําเนินการใชเทคโนโลยีที่สMงเสริมงานดานเวชศาสตรทาง
ทะเลแนวทางการพัฒนาประกอบดวย ๑) จัดตั้งหนMวยงานหรือสถาบันดานเวชศาสตรทางทะเลใน
ระดับประเทศในลักษณะการเป1นหุนสMวนเชิงยุทธศาสตร (strategic partnership) ๒) พันธกิจประกอบดวย
การบริการทางการแพทย การศึกษาวิจัย การแจงเหตุและการสMงกลับ รวบรวมขอมูลและจัดทําฐานขอมูล ๓)
สรางเครือขMายระหวMางประเทศในงานดานเวชศาสตรทางทะเล
ขอเสนอแนะในการนําผลไปใชคือควรมีการจัดตั้งสถาบันเวชศาสตรทางทะเลโดยเป1นหนMวยงาน
ระดับชาติ ทํางานในลักษณะ strategic partnership ดําเนินการโดยกรมแพทยทหารเรือรMวมกับหนMวยงาน
ภาครัฐและเอกชนที่เกี่ยวของตามพระราชบัญญัติผลประโยชนแหMงชาติทางทะเล ข

เรื่อง Roles and development in maritime medicine service in Thailand
according to National Strategies between 2018 - 2037

This research is a qualitative research. The objectives of the research are 1) To study
and analyze the process of defining the role and course of developing maritime medicine in
Thailand. 2) To study the obstacles of maritime medicine service in Thailand. 3) To suggest the
role and development in maritime medicine according to the National Strategies between 2018 -
2037. The primary data were collected by interviewing 6 experts in maritime medicine. The
secondary data were collected from associated document and lessons from national and
international organization with best practice. All of the collected data were analyzed with
content analysis method. These are the results.
1. The process of defining the role and development in maritime medicine
according to the National Strategies between 2018 - 2037 is the synthesis of documents
associated with the interview of the experts in maritime medicine.
2. The obstacles of maritime medicine service are from the lack of organised system in
medical service at sea, unstable structure of the organization and the lack of definite fundamental
structures including 1.) knowledge 2.) resource 3.) technology and 4.) operation planning,
respectively.
3. The roles of maritime medicine service are including 1) Planning, directing,
coordination, surveillance, and supporting associated governmental units 2) Determine policy and
strategy 3) Development planning in telemedicine, education, research, and data center in
maritime medicine 4) Network building and cooperation between government and private
sectors 5) Planning, development, and conduct technology to support maritime medicine
service.
The ways to developing maritime medicine service consist of 1) Establish the
national institutes of maritime medicine and operate in term of strategic partnership 2) The
missions include medical service, education, research, telemedicine and data collection
with digital technology 3) Being a postmodern organization by building national maritime
medicine network.
Recommendation for the result application is the national maritime medicine
institute should be established in the form of strategic partnership, operating by naval ค
medical department, co-operating with government and private sectors that associated
with the Maritime National Interest Act.
