เรื่อง การประยุกตใชระบบภูมิสารสนเทศเพื่อสนับสนุนนโยบายมหาดไทย 4.0

การวิจัยนี้ มีวัตถุประสงคเพื่อประยุกตใชระบบภูมิสารสนเทศเพื่อสนับสนุนนโยบาย
มหาดไทย 4.0 วิธีดําเนินการวิจัย เปนการวิจัยเชิงคุณภาพในลักษณะของการวิจัยเอกสาร
(Documentary research) โดยทําการศึกษาเอกสาร ทฤษฏีและแนวคิดของนโยบายไทยแลนด 4.0
นโยบายมหาดไทย 4.0 และสาระสําคัญของการดําเนินงานตามโครงการไทยนิยมยั่งยืน โดยเริ่มจาก
การวิเคราะหฐานขอมูลปฐมภูมิ ( Primary source) ในหมวดขอมูลโครงการสรางพื้นฐาน ซึ่งประกอบ
ไปดวยขอมูลสําคัญ เชน ขอมูลปญหาความตองการของประชาชน ทําการวิเคาระหและประมวลผล
ขอมูลจากขอมูลปฐมภูมิไปเปนขอมูลทุติยภูมิ ( Secondary source) โดยขอมูลทุติยภูมิที่จัดเก็บ
ในฐานขอมูลและจะจัดเก็บในลักษณะขอมูลแบบสรุป แชน ขอมูลสรุประดับตําบล/ชุมชน ขอมูลสรุป
ระดับอําเภอ/เทศบาล ขอมูลสรุประดับจังหวัด เปนตน ซึ่งขอมูลแบบสรุปดังกลาวสามารถใชเพื่อ
เปนขอมูลสนับสนุนการตัดสินใจสําหรับผูบริหารกระทรวงมหาดไทย ในการวิเคราะหและใหความชวยเหลือ
แกประชาชนในพื้นที่ และนอกจากนี้ยังสามารถนําเสนอขอมูลแบบสรุปดังกลาวบนแผนที่
ซึ่งเปนการประยุกตใชเทคโนโลยีของระบบภูมิสารสนเทศ ( GIS : Geographic information system)
ผลการวิจัยพบวา การประยุกตใชระบบภูมิสารสนเทศเพื่อสนับสนุนนโยบายมหาดไทย 4.0
เปนการประยุกตใชการทํางานแบบดิจิทัล เขามาชวยในการบริหารจัดการของกระทรวงมหาดไทย
โดยใชขอมูลดานโครงสรางพื้นฐานของโครงการไทยนิยมยั่งยืน จากการดําเนินงานที่ผานมาพบวา
ระบบดังกลาว มีประโยชนตอกระทรวงมหาดไทยในการประยุกตใชระบบภูมิสารสนเทศ
รวมถึงเทคโนโลยีดิจิทัลตอกระทรวงมหาดไทย และการประยุกตใชระบบภูมิสารสนเทศเพื่อสนับสนุน
นโยบายมหาดไทย 4.0 กับแผนยุทธศาสตรชาติ 20 ป

Title Application of Geographic information system to support Ministry
of Interior policy 4.0

The objective of this research was to apply the Geographic information
system (GIS) to support the Ministry of Interior policy 4.0. Methodology of this
research was the documentary research. By studies the theory and documents of the
Thailand policy 4.0, Ministry of Interior policy 4.0, and the main objectives of the Thai
Popular Sustainable Project. To begin with study and analysis the primary source
data of the basic structure data. The important data such as the Information on
people's demand were included. Subsequently, the primary source data were
analysis and processed to the secondary source data. The secondary source data
were collected in the summary type such as the summary data of Tampons, the
summary data of Districts, and the summary data of provinces etc. The summary
data were used to support the Executive of the Ministry of Interior, to analysis and
decision to help the people. Moreover, the summary data can present in the
Geographic information system (GIS) as well. Summarize that the Geographic
information system (GIS) was applied to this research. The research result shows that
applied the Geographic information system (GIS) to support the Ministry of Interior
policy 4.0. The application of digital work can be assisted in the management of the
Ministry of Interior by using the basic structure data onto the Thai Popular
Sustainable Project. From the past operations shown that applied the Geographic
information system (GIS) application was useful for the Ministry of Interior. The
Geographic information system (GIS) application was supporting the Ministry of
Interior policy 4.0. Moreover, the Geographic information system (GIS) application was
supporting the 20 years national strategic plans of Thailand.
