เรื่อง แนวทางการพัฒนาการรักษาความปลอดภัยของส่วนราชการในกระทรวง

การศึกษาวิจัยเรื่อง “แนวทางการพัฒนาการรักษาความปลอดภัยของส่วนราชการ
ในกระทรวงกลาโหม ยุคไทยแลนด์ ๔.๐” มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์สภาพปัญหาและปัจจัย
ในการรักษาความปลอดภัย ข้อจ ากัดของระเบียบส านักนายกรัฐมนตรี ว่าด้วยการรักษาความปลอดภัย
แห่งชาติพ.ศ.๒๕๕๒ พระราชบัญญัติข้อมูลข่าวสารของราชการ พ.ศ.๒๕๔๐ ระเบียบว่าด้วยการ
รักษาความลับทางราชการ พ.ศ.๒๕๔๔ รวมถึงกฎหมายอื่นๆ ที่เกี่ยวข้องกับการรักษาความปลอดภัย
และเสนอแนวทางในการพัฒนาระบบการรักษาความปลอดภัยของส่วนราชการในกระทรวงกลาโหม
ยุคไทยแลนด์ ๔.๐ โดยน าเทคโนโลยีและเครื่องมือพิเศษด้านการรักษาความปลอดภัย มาประยุกต์ใช้
และเสริมขีดความสามารถของระบบการรักษาความปลอดภัย เป็นการวิจัยเชิงคุณภาพโดยรวบรวม
ข้อมูลทุติยภูมิซึ่งได้จากการศึกษาเอกสาร ระเบียบ พระราชบัญญัติที่เกี่ยวข้องกับการรักษาความปลอดภัย
และบทความทางวิชาการต่างๆ จากนั้นน าข้อมูลทั้งหมดมาวิเคราะห์ร่วมกับสภาพปัญหาและปัจจัย
ในการรักษาความปลอดภัยในปัจจุบัน ร่วมกับการสัมภาษณ์ผู้เชี่ยวชาญ ๔ กลุ่ม ได้แก่ ทหาร ต ารวจ
พลเรือน และนักวิชาการด้านระบบเทคโนโลยีสารสนเทศ ผลการศึกษาวิจัยพบว่า ยุคไทยแลนด์ ๔.๐
เป็นยุคที่มีสภาพไร้พรมแดนอันเนื่องมาจากความเจริญก้าวหน้าทางเทคโนโลยีสารสนเทศ การคิดค้น
นวัตกรรมใหม่ๆ และการพัฒนาอย่างก้าวกระโดด ท าให้เกิดทั้งผลดีและผลกระทบในด้านการเมือง
เศรษฐกิจ และสังคม ประกอบกับความผันแปรอย่างรวดเร็วของสภาพภูมิอากาศ และภัยธรรมชาติ
ที่เกิดขึ้นในหลายพื้นที่ของโลก รวมทั้งการเกิดขึ้นของโรคติดต่อท าให้ระดับความเสียหายมีความรุนแรง
เพิ่มขึ้นจากเดิม ขณะเดียวกันการขยายตัวของกลุ่มอาชญากรรมข้ามชาติที่ใช้เทคโนโลยีสารสนเทศ
เป็นเครื่องมือ ท าให้ปัญหาแพร่ขยายออกไปอย่างรวดเร็วนั้น การรักษาความปลอดภัยของส่วนราชการ
ในกระทรวงกลาโหมทุกส่วนราชการ ได้ก าหนดประเภทภัยคุกคาม ขอบเขต และแนวทางปฏิบัติ
เพื่อรักษาความปลอดภัยไว้แล้ว โดยวิเคราะห์ประเภทของ “ภัยคุกคาม” คือ การจารกรรม การก่อวินาศกรรม
การบ่อนท าลาย การก่อการร้าย และการกระท าใดๆ ที่เป็นภัยต่อความมั่นคงแห่งชาติและผลประโยชน์
ของรัฐโดยก าหนดมาตรการการรักษาความปลอดภัย เป็น ๓ มาตรการคือ บุคคลข้อมูลข่าวสาร และสถานที่
โดยในแต่ละส่วนจ าเป็นต้องน าเทคโนโลยี/เครื่องมือที่ทันต่อสถานการณ์ปัจจุบันมาใช้ป้องกันภัยคุกคามข
ให้เป็นไปอย่างมีประสิทธิภาพ บุคคลควรมีการพัฒนาความรู้ทางเทคโนโลยีอย่างต่อเนื่อง มีจิตส านึก
ใช้เครื่องมือหรือเทคโนโลยีให้สอดคล้องกับภารกิจ มีการบูรณาการอย่างมีประสิทธิภาพ รวมถึงการ
ด าเนินการต่อยอดงานวิจัยนี้ ให้ผู้ด าเนินการวิจัยศึกษาพฤติกรรมของบุคคล สภาพแวดล้อม เทคโนโลยี
และกฎหมายที่เปลี่ยนแปลงไปร่วมด้วย
