เรื่อง การจัดท างบประมาณแบบมุ่งเน้นผลงานตามยุทธศาสตร์ของกองบัญชาการ
เรื่อง กองทัพไทยภายใต้ยุทธศาสตร์ชาติระยะ ๒๐ ปี

งานวิจัยนี้มีวัตถุประสงค์เพื่อ (๑) ศึกษาแนวคิดการจัดท างบประมาณในระบบงบประมาณ
(๒) เพื่อศึกษาการประเมินผลการจัดท างบประมาณ (๓) เพื่อวิเคราะห์งบประมาณในภาพรวมในแต่ละ
ประเด็นยุทธศาสตร์ของกองบัญชาการกองทัพไทย และ (๔) เพื่อเสนอแนวทางในการเตรียมการจัดท า
งบประมาณของกองบัญชาการกองทัพไทยให้มีประสิทธิภาพมากที่สุด โดยมีขอบเขตของการวิจัยเน้น
การวิจัยเฉพาะกระบวนการในการจัดท างบประมาณแบบมุ่งเน้นผลงานตามยุทธศาสตร์ภายใต้
ยุทธศาสตร์ชาติระยะ ๒๐ ปี ในส่วนของกองบัญชาการกองทัพไทย ปีงบประมาณ พ.ศ.๒๕๖๓ การวิจัย
ครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยศึกษาวิเคราะห์กระบวนการจัดท างบประมาณแบบมุ่งเน้นผลงานตาม
ยุทธศาสตร์ภายใต้ยุทธศาสตร์ชาติระยะ ๒๐ ปีและด าเนินการสัมภาษณ์ผู้ทรงคุณวุฒิจ านวน ๓ กลุ่ม
ได้แก่ กลุ่มที่ ๑ เป็นกลุ่มผู้บริหารด้านงบประมาณซึ่งเป็นผู้บริหารของส่วนราชการที่รับผิดชอบสายงาน
งบประมาณของกองบัญชาการกองทัพไทย กลุ่มที่ ๒ เป็นผู้บริหารของส่วนราชการใน บก.ทท. โดยเป็น
ผู้รับบริการด้านงบประมาณระดับ พ.อ. พิเศษ และรับผิดชอบด้านงบประมาณ และกลุ่มที่ ๓ เป็น
เจ้าหน้าที่งบประมาณของส่วนราชการผู้รับบริการด้านงบประมาณซึ่งเป็นส่วนราชการใน
กองบัญชาการกองทัพไทยที่รับงบประมาณ รวมทั้ง ๓ กลุ่ม จ านวน ๒๐ ท่าน
ผลการวิจัยพบว่า ประเด็นยุทธศาสตร์ของ บก.ทท. ที่สอดรับกับยุทธศาสตร์ชาติระยะ
๒๐ ปี ประกอบด้วย ๕ ประเด็นยุทธศาสตร์ ประเด็นยุทธศาสตร์ที่ ๑ การพิทักษ์รักษาและเทิดทูน
สถาบันพระมหากษัตริย์ประเด็นยุทธศาสตร์ที่ ๒ การป้องกันประเทศ ประเด็นยุทธศาสตร์ที่ ๓ การรักษา
ความมั่นคงของรัฐ ประเด็นยุทธศาสตร์ที่ ๔ การเสริมสร้างความร่วมมือทางทหารกับต่างประเทศ และ
ประเด็นยุทธศาสตร์ที่ ๕ การพัฒนาประเทศเพื่อความมั่นคงและช่วยเหลือประชาชน ซึ่งมีรายละเอียด
โครงสร้างย่อยที่สอดรับตามประเด็นยุทธศาสตร์และงบประมาณในภาพรวมโดยผู้วิจัยใช้งบประมาณ
รายจ่าย ประจ าปีงบประมาณ พ.ศ.๒๕๖๒ เป็นฐาน ซึ่งผู้วิจัยสามารถเสนอแนะแนวทางเตรียมการให้
ส่วนราชการในกองบัญชาการกองทัพไทยด าเนินการจัดท างบประมาณแบบมุ่งเน้นผลงานตาม
ยุทธศาสตร์และบูรณาการจัดท างบประมาณตามโครงสร้างงบประมาณ รวมถึงเพิ่มประสิทธิภาพการ
บริหารจัดการ และการใช้จ่ายงบประมาณของส่วนราชการในกองบัญชาการกองทัพไทย

The purpose of this research is 1. Studying the conceptual framework of
budgeting in budgeting system 2. Examining budget evaluation 3. Analyzing the overall budget
in each area of Royal Thai Armed Forces’ Strategy issue and 4. Providing guidelines on how to
conduct Budgeting of Royal Thai Armed Forces in the most effective way. The Scope of
this study is to focus on the process for conducting budgeting in Strategic Performance Based
Budgeting of Royal Thai Armed Forces according to 20 years National Strategy in B.E. 2563
(2020 C.E.) by interviewing 3 groups of the representative sample. First, Budget administrators of
government agencies who areresponsible for the budgetingsector of the Royal Thai Armed
Forces. Second, Budget administrators of government agencies in senior colonel level who is
responsible for managing budget. And third, budget officers of government agencies who
areresponsible for the budgeting sector of Royal Thai Armed forces. In the total of 20 persons.
The result of the research indicated that congruency between the Strategic
issues of Royal Thai Armed Forces and 20 years National Strategy consists of 5 strategic
issues. First strategic issue, to protect and respect the institution of the monarchy.
Second strategic issue, national security. Third strategic issue, maintain state security.Fourth
strategic issue,strengthen military cooperation with foreign countries. Fifth strategic issue,
national development for stability and helping people. All of these have detailed
sub-structures that congruence with the strategic issues and the overall budget which
researcher based on the expenditure budget in B.E. 2562 (2019 C.E.). As the result, researcher
will be able topresent tothe government in the Royal Thai Armed Forceshow to conduct
strategic Performance Based Budgetingin the most effective ways and integrating
budgeting according to the budget structure including increasing performance of
administration management and the expenditure budget of the government in the
Royal Thai Armed Forces in the future.
