เรื่อง แนวทางการพัฒนาศูนย์ซ่อมสร้างเพื่อชุมชน (Fix it Center) รองรับ
ยุทธศาสตร์ชาติ 20 ปี

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาปัญหาและอุปสรรคในการ
ด าเนินงานศูนย์ซ่อมสร้างเพื่อชุมชน (Fix it Center) 2) เพื่อเสนอแนวทางการพัฒนาของศูนย์ซ่อม
สร้างเพื่อชุมชน (Fix it Center) ภายใต้ยุทธศาสตร์ชาติ 20 ปี ผู้วิจัยก าหนด กลุ่มตัวอย่างประกอบด้วย
ผู้ว่าราชการจังหวัด ศึกษาธิการจังหวัดพระนครศรีอยุธยา นายอ าเภอพระนครศรีอยุธยา นายก
องค์การบริหารส่วนต าบล ผู้อ านวยการสถานศึกษา ครู นักเรียน นักศึกษา ประชาชน ในพื้นที่
ให้บริการภายในจังหวัดพระนครศรีอยุธยา ผลการวิจัยพบว่า ปัญหาและอุปสรรคภายในองค์กร
ด้านโครงสร้าง ผู้ที่มีส่วนเกี่ยวข้องบางส่วนไม่เข้าใจขอบเขตความผิดชอบตามโครงสร้างการบริหาร
ของศูนย์ซ่อมสร้างเพื่อชุมชน ด้านกลยุทธ์ ขาดความต่อเนื่องในการให้บริการเชิงพื้นที่ ด้านระบบ
ปฏิบัติงาน พบว่า จุดให้บริการภายในศูนย์ซ่อมสร้างฯ ยังไม่เพียงพอต่อความต้องการของผู้ใช้บริการ
ด้านรูปแบบการบริหารงาน ขาดการท างานเชิงรุก ด้านบุคลากร บุคลากรยังขาดความเชี่ยวชาญใน
บางกิจกรรม ด้านทักษะฝีมือ พบว่า ผู้ปฏิบัติงานใช้ทักษะปฏิบัติภารกิจได้ไม่เต็มที่ ด้านค่านิยมร่วม
ขาดผลงานเชิงประจักษ์ ส่งผลให้ผู้ปฏิบัติงานไม่มั่นใจว่าตนเองสามารถช่วยเหลือชุมชนได้
ผู้วิจัยเสนอแนวทางการพัฒนาที่สอดคล้องกับยุทธศาสตร์ชาติ 20 ปี ดังนี้1) สร้างความ
เข้าใจในบทบาทหน้าที่ และความรับผิดชอบให้แก่ทุกฝ่ายตามโครงสร้าง 2) พัฒนากลยุทธ์ ด้วยการ
พัฒนากิจกรรมหลัก 3 กิจกรรมตามหลักคิด “เข้าใจ เข้าถึง พัฒนา” 3) พัฒนาระบบ ควรท า
ฐานข้อมูลของชุมชน สถานศึกษาสามารถ สนับสนุนด้านเทคโนโลยีการผลิตที่สามารถท าได้ใน
ครัวเรือนที่ไม่ยุ่งยากซับซ้อน และครู นักเรียน นักศึกษา ใช้หลักการ Work-Integrated Learning
หรือ WIL 4) พัฒนารูปแบบ ด้วยการวางแผนแบบบูรณาการร่วมหลายฝ่าย สร้างวัฒนธรรมจิตอาสา
ขึ้นภายในสถานศึกษา ตามโครงการจิตอาสาตามแนวพระราชด าริ “ประชาชนจิตอาสา เราท าความดี
ด้วยหัวใจ” 5) พัฒนาบุคลากร ให้มีคุณลักษณะที่พึงประสงค์และควรพัฒนาอย่างต่อเนื่อง 6) พัฒนา
ทักษะฝีมือ เน้นการพัฒนาด้วยวิธีการส่งเสริมกระบวนการเรียนรู้แบบสหวิทยาการ และการ
สร้างสรรค์นวัตกรรม และ 7) พัฒนาค่านิยมร่วม ด้วยกิจกรรมศูนย์ซ่อมสร้างเพื่อชุมชนและสร้าง
“ชุมชนต้นแบบ Fix it Center” ที่พึ่งพาตนเองได้หลังจากได้รับบริการศูนย์ซ่อมสร้างฯ

"Fix it Center" in accordance With 20 Year National Strategy

The purposes of this study were: 1) to examine issue and obstacle of Fix
It Center progress, 2) to suggest the development ways of Fix It Center for support
Thailand’s 20-Year National Strategy. The sample of this study were governor, Phra
Nakhon Si Ayutthaya Provincial Education, Sheriff, Chief Executive of the SAO,
teachers, students, people in Phra Nakhon Si Ayutthaya area.
The results of the study was as follows: the inside organization problem
such as Structure (Some of the stakeholders involved do not understand the scope
of the structure), Strategy (Not enough for the demand and quantity of users), Style
(Lack of proactive work), Staff (Still lack of expertise that affect the confidence of
community), Skill (Staff is not use fully knowledge and ability), and Share Value
(Center lank of empirical results).
Researcher offers the development process that support Thailand’s 20-
Year National Strategy: 1) Create understanding of the roles and responsibility for all
parties according to the structure. 2) The development way of strategy by 3 main
activities based on the concept of "Understanding, accessing, developing". 3) The
system development should make a community database to outsider educational
school that can supporting the production technology by using the Work-Integrated
Learning or WIL. 4) The development way of style is to plan the integration and
creating a volunteer culture in school to follow the volunteer program "We do good
by heart" according to the concept of His Majesty. 5) Developing staff by
continuously encourage to have professional competencies. 6) using Interdisciplinary
learning process and innovation for skill development. 7) The development way of
share values by building repair centers for the community and creating a "Fix it
prototype community" which stay sustainable after receiving the repair center
services.
