เอกสารวิจัยฉบับนี้มีวัตถุประสงค์ที่จะศึกษาสถานการณ์ด้านความมั่นคงของภูมิภาค
เอเชียตะวันออกเฉียงใต้และผลกระทบอันเนื่องมาจากนโยบายปฏิบัติการตะวันออก (Act East
Policy) ของอินเดีย เพื่อหาแนวทางการก าหนดยุทธศาสตร์ด้านความมั่นคงของไทยต่ออินเดีย
อันเนื่องมาจากนโยบายดังกล่าว โดยมีขอบเขตของการวิจัยที่จะศึกษาถึง สถานการณ์ด้านความมั่นคง
ของภูมิภาคเอเชียตะวันออกเฉียงใต้และผลกระทบอันเนื่องมาจากนโยบายปฏิบัติการตะวันออก
(Act East Policy) ของอินเดีย ตั้งแต่เริ่มใช้นโยบายมองตะวันออก (Look East Policy) ของอินเดีย
ใน ค.ศ. ๑๙๙๑ และน าไปสู่การยกระดับเป็นนโยบายปฏิบัติการตะวันออก (Act East Policy)
ใน ค.ศ. ๒๐๑๔ โดยท าการศึกษาถึงเดือนพฤษภาคม ค.ศ. ๒๐๑๙ ส าหรับวิธีด าเนินการวิจัยเป็นการ
วิจัยเชิงคุณภาพ โดยข้อมูลปฐมภูมิได้จากการสัมภาษณ์ผู้ทรงคุณวุฒิ ข้อมูลทุติยภูมิได้จากการศึกษา
เอกสาร ต าราวิชาการ บทความ แนวคิดและทฤษฏีต่างที่เกี่ยวข้อง และน าข้อมูลที่ได้มาท าการ
วิเคราะห์ร่วมกับทฤษฎีเพื่อแยกแยะความสัมพันธ์ด้านต่าง ๆ ที่ส่งผลกระทบด้านความมั่นคง
ต่อภูมิภาคเอเชียตะวันออกเฉียงใต้และไทย จากนั้นน ามาวิเคราะห์เนื้อหา (Content analysis)
เพื่อหาแนวทางในด าเนินการด้านความสัมพันธ์ของไทยกับอินเดีย ผลการวิจัยพบว่าการก าหนด
ยุทธศาสตร์ด้านความมั่นคงต่อการรุกเข้ามากระชับความสัมพันธ์ในภูมิภาคเอเชียตะวันออกเฉียงใต้
ตามนโยบายปฏิบัติการตะวันออก (Act East Policy)ของอินเดียที่เป็นอยู่ในปัจจุบัน ไทยจ าเป็นต้อง
รักษาทิศทางและระยะของการด าเนินความสัมพันธ์ทั้งต่ออินเดียและมหาอ านาจอื่นๆ ที่เข้ามาในภูมิภาค
ให้มีความสมดุลกัน และไทยจะต้องมีจุดยืนที่ชัดเจนเพื่อรักษาไว้ซึ่งผลประโยชน์แห่งชาติเป็นหลัก
โดยไม่เกิดจากการถูกครอบง าจากอิทธิพลของฝ่ายหนึ่งฝ่ายใด ส าหรับข้อเสนอแนะนั้น ไทยและอินเดีย
ควรส่งเสริมความร่วมมือระหว่างกันให้มากขึ้น โดยควรพิจารณาศึกษาโอกาสการขยายความร่วมมือด้าน
ต่าง ๆ ให้มากขึ้น ซึ่งจะช่วยขับเคลื่อนหุ้นส่วนเชิงยุทธศาสตร์ระหว่างไทยกับอินเดียให้ไปข้างหน้า

The purpose of this research is to study concerning the security situation
of Southeast Asia and its impact from India's Act East Policy in order to find ways to set
Thailand’s security strategies towards India due to the mentioned policy. The scope
of the research is to study about security situation in Southeast Asia and its impacts
from Act East Policy of India since the introduction of Look East Policy in 1991 and led to
Act East Policy in 2014 by collecting data until May 2019. The methodology of the
research is qualitative research which consists of primary data and secondary data.
Primary data can be obtained from an interview with experts while secondary data
can be obtained from studying documents, academic texts, articles and related
theories. Afterwards using the information obtained to analyze with the theories to
distinguish the various relationships that affect the security of Southeast Asia and
Thailand. Finally, the results of the research show that the establishment of Thailand’s
security strategies for entering in Southeast Asia in accordance with the Act East
Policy of India is important for Thailand to maintain the direction and distance of the
relationship between India and other superpowers that come into the region to
be balanced. Moreover, Thailand must have a clear position to maintain national
interests without being influenced by other countries. For further suggestion, Thailand
and India should promote more cooperation by studying opportunities to expand
cooperation in various areas which will help to drive strategic partnerships between
Thailand and India to move forward.
