เรื่อง แนวทางการพัฒนาประสิทธิภาพการดำเนินงานของกองอำนวยการปฏิบัติ
นโยบายชายแดนไทยกับประเทศเพื่อนบ้านในการขับเคลื่อนยุทธศาสตร์และ
นโยบายด้านความมั่นคงของรัฐบาลเพื่อเสริมสร้างความมั่นคงชายแดน

การศึกษาวิจัยนี้ มีวัตถุประสงค์เพื่อวิเคราะห์ปัญหาอุปสรรคการดำเนินงานของกอง
อำนวยการปฏิบัตินโยบายชายแดนกับประเทศเพื่อนบ้าน (กอ.นชท.) ในการขับเคลื่อนยุทธศาสตร์
นโยบาย และแผนงานระดับชาติของรัฐบาลที่เกี่ยวกับความมั่นคงชายแดน ทั้งมิติภายในประเทศ ใน
การบูรณาการ การดำเนินงานของทุกภาคส่วน และมิติระหว่างประเทศ ในการดำเนินความร่วมมืออ
กับประเทศเพื่อนบ้าน รูปแบบการศึกษา เป็นการรวบรวมรวมและวิเคราะห์กรอบแนวทางของรัฐบาล
สำหรับการขับเคลื่อน และข้อมูลข้อคิดเห็นจากหัวหน้าหน่วยงานหรือผู้แทน รวมทั้งผู้บริหารระดับสูง
และระดับกลางของราชการที่เกี่ยวข้องที่ได้มีการประชุมสัมมนาเกี่ยวกับแนวทางการพัฒนา
ประสิทธิภาพการดำเนินงานของ กอ.นชท.
ผลการศึกษาวิจัย สรุปได้ว่า การดำเนินงานของ กอ.นชท. ที่ผ่านมามีปัญหาอุปสรรคจาก
สาเหตุที่เป็นปัจจัยทั้งภายนอกและภายใน ทั้งนี้ จากการนำมาวิเคราะห์สามารถแยกได้เป็น ๒
ลักษณะ คือ ปัญหาเชิงโครงสร้าง และปัญหาการดำเนินงาน โดยปัญหาเชิงโครงสร้าง ประกอบด้วย
การกำหนดโครงสร้าง องค์ประกอบรวมถึงอำนาจหน้าที่ของ กอ.นชท. กรอบแนวทางการดำเนินงาน
ของรัฐบาลที่ไม่เอื้ออำนวย อย่างเต็มที่ต่อการดำเนินงาน ข้อจำกัดด้านอำนาจหน้าที่และสภาพบังคับ
ตามกฎหมาย รวมถึงงบประมาณ สำรับปัญหาการดำเนินงาน ได้แก่ การอบรมให้ความรู้เจ้าหน้าที่
ของหน่วยงานที่เกี่ยข้อง การไม่มีการจัดทำแผนระยะสั้นและระยะยาว แผนปฏิบัติการ คู่มือ ระเบียบ
ปฏิบัติประจำ และขาดการประชามสัมพันธ์อย่างกว้างขวาง เป็นต้น ทั้งนี้ผลการวิจัยได้เสนอแนว
ทางแก้ไขปัญหาและพัฒนาการทำงานให้มีประสิทธิภาพยิ่งขึ้น ในการลดหรือขจัดปัญหาอุปสรรค
ดังกล่าว รวมถึงผู้วิจัย ได้มีวิเคราะห์และมีข้อเสนอ ทั้งในส่วนที่เสนอต่อรัฐบาล ได้แก่ การให้มีการ
ออกกฎหมายรองรับ การพัฒนาปรับปรุงโครงสร้าง กอ.นชท. ให้มีโครงสร้างสายการบังคับบัญชาที่
ชัดเจน มีองค์ประกอบที่เหมาะสม พร้อมทั้งกำหนดอำนาจหน้าที่ให้ให้ครอบคลุมงานความมั่นคง
ชายแดนทั้งมิติภายในและมิต่างประเทศ และในส่วนที่การดำเนินงานของ กอ.นชท. ต้องมีการพัฒนา
ปรับปรุงระบบงานให้เป็นระบบ มีการจัดทำแผนงานระยะสั้นและระยะยาว แผนปฏิบัติการ
ระเบียบปฏิบัติประจำ คู่มือ หลักนิยม ที่มีเป้าหมาย ทิศทาง และกรอบแนวทางที่ชัดเจน

Abstract
Title : Guidelines for improving the efficiency of the Directorate on Implementation of
the Policy on Thai Border with Neighbor Countries to drive the government's security
strategy and policy to strengthen border security.

The objective of this research study is to analyze the problems and obstacles of the
operation of the Organization of the Thai Border Policy Operations with Neighboring
Countries (OTBPONC) to implement the national strategy, policies and plans related
to border security. In both domestic dimensions, integrating Operations of all sectors,
and the international dimension, carrying out cooperation with neighboring countries.The
concept of the studding research is a collection and analysis of the government
guidelines for implementation and information from the department heads or
representatives including senior executives and middle level executives of relevant
government agencies that have held a seminar on ways to improve the operational
efficiency of the OTBPONC.
The results of the research can be concluded that the past performance of
the OBPONC has problems from both internal and external factors. The analysis can
be divided into 2 aspects which are structural problems and operational problems.The
structural problems consist of determining the structure Composition, including the
powers and duties of the OBPONC, the guidelines or frameworks of the government
cannot be used for fully support the operation, restrictions on authority and legal
conditions including the budget.The operational problems include training for
educating the staff of unites concerned, lacking of creating short and long term plans,
action plan, manual, standard of Operational procedure (SOP)and nationwide public
relations, etc. The research results suggest solutions and more efficient operations by
reducing or eliminating the said obstacleincluding the researcher have analyzed and
have proposals of both the proposal to the government, the issuance of legislation
to support,the development of the OBPONC to have an evident command structure.
the right composition as well as the authority to cover the border security work both
internal and international dimensions.In the part of the operation of the OBPONC,
it needs to develop the system, making a short and long term plan and action plan,
the code of conduct manual with the explicit goals, directions and guidelines.
