วิทยาพนธ ฉบับนี้มีวัตถุประสงค เพื่อศึกษาความเป"นประชาธิปไตยในประเทศไทย
ในช&วงเวลา ๒๕๔๐-๒๕๖๒ วิเคราะห ผลกระทบทางด1านการเมืองต&อการเปลี่ยนผ&านอํานาจรัฐ สู&
ประชาธิปไตย ที่ยั่งยืนภายใต1รัฐธรรมนูญ พ.ศ. ๒๕๖๐ และยุทธศาสตร ชาติ ๒๐ ป: (๒๕๖๑-๒๕๘๐)
และเสนอแนวทางในการประสานสอดคล1องของรัฐธรรมนูญ พ.ศ.๒๕๖๐และยุทธศาสตร ชาติ ๒๐ ป:
(๒๕๖๑-๒๕๘๐) ต&อประชาธิปไตยที่ยั่งยืน การศึกษานี้เป"นการศึกษาเชิงคุณภาพ (Qualitative
Research) โดยวิธีการวิจัยเอกสาร บนฐานของข1อมูลเชิงประจักษ (Empirical Base) จาก
ปรากฏการณ ทางการเมืองที่เกี่ยวข1องกับกระบวนการทําให1เป"นประชาธิปไตยในประเทศไทย ซึ่งจะ
ได1ศึกษาความพยายามทําให1เป"นประชาธิปไตยในประเทศไทยในช&วงเวลา พ.ศ.๒๕๔๐-๒๕๖๑ และ
จะได1วิเคราะห ว&าอะไรคือสาเหตุที่สําคัญที่นํามาสู&ความล1มเหลวของการทําให1เป"นประชาธิปไตยใน
ประเทศไทย
ประเทศไทยได1ประสบปUญหาความขัดแย1งในหลายประเด็นทั้งความขัดแย1ง
ทางการปกครอง ปUญหาทางดินแดน เช&น สถานการณ ทางจังหวัดชายแดนภาคใต1 ปUญหาทาง
การเมือง การแย&งชิงอํานาจทางการบริหาร โดยเป"นปUญหารากเหง1า ที่เป"นอุปสรรคสําคัญต&อการ
ดําเนินการสร1างและการพัฒนาประเทศชาติและขัดขวางความเจริญมั่งคั่งของประชาชนสืบต&อมา
ปUจจัยพื้นฐานที่ก&อให1เกิดปUญหานั้น สืบค1นจากลักษณะการปกครอง รากเหง1าประวัติศาสตร ความ
เชื่อทางศาสนา การศึกษาและวัฒนธรรม ตลอดจนการครอบครองและการแบ&งปUนการใช1ทรัพเศรษ
กิจที่ขาดความเท&าเทียมและความยากไร1ของโอกาส ที่เป"นภาวะจํายอมให1ยอมรับ จนเป"นการสะสม
ปUญหา นับแต&โบราณกาลจวบจนปUจจุบันให1กลับกลายเป"นการยอมรับเป"นวัฒนธรรมองค กร หรือ
เป"นภาวะการยอมจํานนเป"นวัฒนธรรมของชาติไทย โดยการแก1ปUญหาด1วยอํานาจนิยม ไม&ใช&สันติวิธี
จนเป"นภาวะของปUญหาชาติไทย สืบมาและการแก1ปUญหาเพื่อความยั่งยืนในระบอบประชาธิปไตย

period 1997-2016. Analyze the political impact on the transition of state power.

National Strategy and propose guidelines for harmonization of the Constitution
2017 and the 20-year national strategy for sustainable democracy This study is a
qualitative study. By means of document research Based on empirical data Due to
the political phenomenon related to the democratic process in Thailand Which will
study democratic efforts in Thailand during 1997- 2018 And will analyze what is the
leading reason leading to the failure of democracy in Thailand
Thailand has encountered many conflicts, including administrative
conflicts. Territorial problems such as the situation in the southern border provinces

major obstacle to the nation's creation and development and hindering the
prosperity of the people. The basic factors that cause the problem Searching from
administrative characteristics Historical roots Religious beliefs Education and culture
As well as possessing and sharing the use of unequal economy and opportunity
poverty That is a servitude to accept Until is a accumulation of problems From
ancient times until today, it has become an organization culture. Or is a state of
surrender as a culture of the Thai nation By solving problems with popular power
Not peaceful means Until being a condition of the Thai national problem Tracing
and solving problems for sustainability in a democracy under The context of the
2017 constitution and the 20-year national strategy will be a practical way to look
forward to or need to be modified to be able to actually operate in the conditions
