เรื่อง การพัฒนาบทบาทการใช้ก าลังทางอากาศ ในการแก้ปัญหาในพื้นที่จังหวัด
ชายแดนภาคใต้

สถานการณ์ความรุนแรงในจังหวัดชายแดนภาคใต้ของประเทศไทย เป็นปัญหาที่มี
มาอย่างยาวนาน มีความซับซ้อน ละเอียดอ่อน แม้ว่าในปัจจุบันสถานการณ์มีแนวโน้มที่ลดลง แต่ยังคง
มีความรุนแรง ซึ่งส่งผลกระทบต่อความมั่นคงอย่างยิ่ง โดยกองทัพอากาศได้จัดตั้งกองก าลังทางอากาศ
เฉพาะกิจที่ ๙ เป็นหน่วยด าเนินกลยุทธ์ในการใช้ก าลังทางอากาศ ที่สนับสนุนกองอ านวยการรักษา
ความมั่นคงภายในภาค ๔ ส่วนหน้า ในการแก้ปัญหา ในฐานะที่ผู้วิจัยเคยด ารงต าแหน่งผู้บังคับหน่วย
จึงมีความสนใจท าวิจัยโดยมีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์ปัญหาของสภาพแวดล้อม และ
ภัยคุกคามที่มีอยู่ตั้งแต่อดีตจนถึงปัจจุบัน รวมทั้งศึกษาแผนและนโยบายด้านความมั่นคงต่าง ๆ
ตลอดจนขีดความสามารถของก าลังทางอากาศในปัจจุบัน เพื่อหาแนวทางการพัฒนาบทบาทการใช้
ก าลังทางอากาศของกองทัพอากาศในการแก้ปัญหาในพื้นที่จังหวัดชายแดนภาคใต้ ให้มีประสิทธิภาพ
ยิ่งขึ้น โดยมีขอบเขตของการวิจัยที่เน้นการศึกษากระบวนการและรูปแบบการปฏิบัติของก าลัง
ทางอากาศกับปัญหาความขัดแย้ง ภัยคุกคาม และภัยแทรกซ้อนในพื้นที่จังหวัดชายแดนภาคใต้เท่านั้น
จากการวิจัยพบว่า ในปัจจุบันการใช้ก าลังทางอากาศของกองทัพอากาศ ยังท าได้ไม่เต็ม
ขีดความสามารถ ตลอดจนยังขาดการน าเทคโนโลยีที่ทันสมัยมาใช้ ซึ่งการใช้ก าลังทางอากาศนั้น
จะต้องมีบทบาทในการร่วมแก้ไขปัญหาภัยแทรกซ้อนอื่น ๆ และควรใช้ก าลังทางอากาศในลักษณะ
เชิงรุก รวมก าลังอย่างทุ่มเท เพื่อให้เกิดผลสัมฤทธิ์โดยเร็ว ทั้งนี้จะต้องมีการพัฒนาด้านก าลังพล
ให้มีความรู้ความสามารถในการปฏิบัติภารกิจ ที่สอดคล้องกับสถานการณ์ปัจจุบัน และพัฒนาด้าน
เทคโนโลยีให้สอดคล้องกับภัยคุกคามทุกรูปแบบ โดยเน้นการปฏิบัติการที่ใช้เครือข่ายเป็นศูนย์กลาง
รวมทั้งพิจารณาการใช้อากาศยานและยุทโธปกรณ์อื่น ๆ ตลอดจนพัฒนาด้านยุทธวิธีให้มีความ
เหมาะสมและมีประสิทธิภาพยิ่งขึ้น

ABSTRACT

problems in the southern-border provinces

The unrest in thesouthern-border provinces of Thailand has long continued
with complexity and sensitivity. Though the current situations are likely to subside,
yet some violence exists and thus has enormous impact on national security. The
Royal Thai Air Force has established the Task Force 9 to orchestrate the strategic
implementation of the air power in support of the 4th Internal Security Operation
Forward Command to find solution for the issue. As a former unit commanding officer,
the researcher has become interested in the research of which objective is to study
and analyze the problems related to the environments, heretofore existing threats,
various plans and policies concerning security and the current air power capacity to
achieve the guideline in the improvement of the role in implementing the air power
in solving problems in the southern-border provinces in the more efficient way. The
research would focus only on the study of operational processes and patterns of the
air power with respect to the conflicts, threats, and interruption hazard.
The research has disclosed the lack of optimization and the shortage of
the state-of-the-art technology in the current implementation of the air power in the
Royal Thai Air Force is yet to be optimized. Air power must play a role in cooperatively
solving other interruption hazards in the offensive manner under concrete synergy to
yield the quick achievement. Such achievement must be accompanied by the
improvement of personnel with knowledge, capability in the mission accomplishment
in compliance with the current situations, the improvement in the technology with
respect to all types of threats focusing on the network centric operations and the
selection of the appropriate aircraft and other materiel, and the improvement in the
more suitable and efficient tactics.
