บทคัดย่อ:
การศึกษาวิจัยเรื่อง ปัจจัยที่มีผลต่อการส่งเสริมการแสดงออกทางประชาธิปไตย
แบบมีส่วนร่วมของสโมสรนิสิต มีวัตถุประสงค์เพื่อศึกษาปัญหาและอุปสรรคที่มีผลต่อการส่งเสริม
การแสดงออกประชาธิปไตย และศึกษาปัจจัยที่มีผลต่อการส่งเสริมการแสดงออกประชาธิปไตย
แบบมีส่วนร่วมของสโมสรนิสิต รวมถึงศึกษาแนวทางการพัฒนาที่มีผลต่อการส่งเสริมการแสดงออก
ประชาธิปไตยแบบมีส่วนร่วมของสโมสรนิสิตเป็นการวิจัยแบบผสมผสาน (Mix Method)
ทั้งการวิจัยเชิงคุณภาพ (Qualitative Research) และการวิจัยเชิงปฏิบัติการ (Action Research)
โดยใช้วิธีการสัมภาษณ์แบบเจาะลึก (In-depth Interview) จากกลุ่มตัวแทนคณะกรรมการสโมสรนิสิต
มหาวิทยาลัยเกษตรศาสตร์ในสาขาวิชาวิทยาศาสตร์บริสุทธิ์(Pure Science) วิทยาศาสตร์ประยุกต์
(Apply Science) และสังคมศาสตร์ (Social Science) จํานวน ๑๖ คณะ คณะละ ๑ คน รวมทั้งสิ้น ๑๖ คน
และใช้วิธีการเปิดพื้นที่ให้นิสิตแสดงความคิดเห็นทางการเมืองผ่านทางกิจกรรมสุนทรียเสวนา : แสดงออกอย่างไร
ในสังคมประชาธิปไตย และการรณรงค์การแสดงออกทางประชาธิปไตยแบบมีส่วนร่วมอย่างสร้างสรรค์
ในรูปแบบการประกวดผ่านแอพพลิเคชั่น ติ๊กต๊อก (Tiktok)รวมถึงการใช้เครื่องมือแบบทดสอบวัดความรู้ก่อน
และหลังการทํากิจกรรม (Pre-Test/Post-Test) จํานวน ๘๗ คน
ผลการศึกษาพบว่า ปัญหาและอุปสรรคที่ส่งผลต่อการส่งเสริมการแสดงออกทางประชาธิปไตย
แบบมีส่วนร่วมของสโมสรนิสิตคือการประชาสัมพันธ์และให้ความรู้ในการส่งเสริมการแสดงออกทางการเมือง
ยังไม่ครอบคุลมในทุกกลุ่มเป้าหมาย แม้ว่าที่ผ่านมาจะมีหลักสูตรการสอน วิชาพื้นฐาน วิชาเลือก และ
การบรรยายพิเศษ เพื่อเปิดให้แสดงความเห็นผ่านสื่อสังคมออนไลน์มาโดยตลอด
ปัจจัยที่มีผลต่อการส่งเสริมการแสดงออกประชาธิปไตยแบบมีส่วนร่วมของสโมสรนิสิต
จํานวน ๓ ปัจจัยสําคัญ ได้แก่ ๑) การส่งเสริมความรู้ด้านความเป็นพลเมืองให้เป็นความรู้พื้นฐาน เช่น
กฎหมาย และสิทธิตามรัฐธรรมนูญ เป็นต้น เพื่อไม่ให้เกิดการละเมิดสิทธิของผู้อื่น ๒) การส่งเสริมทักษะ
การคิดอย่างมีวิจารณญาณและการทํางานร่วมกับผู้อื่น โดยคํานึงถึงประโยชน์ส่วนรวมมากกว่าส่วนตน และ
๓) การสร้างจิตสํานึกการแสดงออกทางการเมืองในการรับฟังความคิดเห็น โดยการยอมรับหรือเคารพ
ความคิดเห็นของผู้อื่นและไม่ใช้คําพูดที่รุนแรงทําให้เกิดความขัดแย้งในหมู่คณะ รวมถึงให้ยึดหลัก
สิทธิมนุษยชนและหน้าที่พลเมืองในการเคารพกฎหรือกติกาของสังคม อันมีน้ําใจนักกีฬาเป็นหัวใจสําคัญ
ของระบอบประชาธิปไตย

แนวทางการพัฒนาที่มีผลต่อการส่งเสริมการแสดงออกประชาธิปไตยแบบมีส่วนร่วม
ของสโมสรนิสิต ต้องมีการประชาสัมพันธ์และให้ความรู้ในการส่งเสริมการแสดงออกประชาธิปไตย
อย่างทั่วถึงโดยเฉพาะในกลุ่มพลังเงียบผ่านช่องทางสื่อออนไลน์ที่กลุ่มเป้าหมายให้ความสนใจ และการให้
ความรู้เกี่ยวกับทักษะหลักการใช้ชีวิตในสังคมไม่ให้เกิดความขัดแย้ง เช่น การสร้างความสัมพันธ์และ
มิตรภาพที่ดีการเป็นพลเมืองที่ดีการส่งเสริมสันติวิธีการสร้างจิตสํานึกการแสดงออกทางการเมืองและ
ความถูกต้องเป็นธรรม เป็นต้นรวมถึงการส่งเสริมหรือสนับสนุนเงินงบประมาณให้แก่นิสิต
เพื่อจัดกิจกรรมแสดงออกทางประชาธิปไตยแบบมีส่วนร่วมในสถานการณ์จําลอง
ความสําเร็จของการวิจัยในครั้งนี้ คือ นิสิตมีความรู้เกี่ยวกับประชาธิปไตยแบบมีส่วนร่วม
มากขึ้น จากการจัดกิจกรรมสุนทรียเสวนา โดยก่อนเข้าร่วมกิจกรรมฯ นิสิตส่วนใหญ่มีความรู้อยู่ในระดับ
“มากถึงปานกลาง”คิดเป็นร้อยละ ๗๖.๕ และภายหลังเข้าร่วมกิจกรรมฯ นิสิตส่วนใหญ่มีความรู้อยู่ในระดับ
“มากถึงมากที่สุด”คิดเป็นร้อยละ ๙๕.๒๕ แสดงให้เห็นว่า รูปแบบการจัดกิจกรรมดังกล่าวสามารถใช้เป็น
ต้นแบบการรณรงค์ปฏิบัติการจิตวิทยาในเรื่องของประชาธิปไตยแบบมีส่วนร่วมให้แก่มหาวิทยาลัยและ
ผู้สนใจได้เป็นอย่างดี และสามารถนําไปขยายผลเพื่อพัฒนาประชาธิปไตยแบบมีส่วนร่วมต่อไป
ซึ่งเป็นไปตามวัตถุประสงค์หลักของการวิจัยในครั้งนี้
abstract:
This paper study on factors affecting the promotion of expression in
participatory democracy in the student association. The objectives are to study problems
and obstacles and also study factors affecting the promotion of expression in
participatory democracy in student association, including studying development
guidelines that affecting the promotion of participatory democratic expression of student
association.
This paper use a mixed method research, both qualitative research and action
research, by having in-depth interviews a group of representatives of the Kasetsart
University Student Club Committee from Pure Science faculties, Applied Science faculties
and Social Science faculties, totaling 1 6 faculties, having 1 person per faculty. We also
created opening space for students to express their political opinions through aesthetic
dialogue activities: how to express in a democratic society for better understanding, and a
campaign for democratic expression creativity participating in the form of a contest
through the TikTok application, including the use of a test tool to measure knowledge
before and after the activity. (Pre-Test/Post-Test). Such activity had 87 participants.
The results of the study found that problems and obstacles affecting the
promotion of democratic expression is public relations and education to promote
political expression. The public relations does not yet reach all target groups. Although
there are teaching courses, basic subjects, elective subjects, and special lectures and
even there is a tool to enable opinions to be expressed through social media.
From the study, there are 3 important factors affecting the promotion of
expression in participatory democracy, 1 ) Promoting citizenship knowledge as basic
knowledge, such as laws and constitutional rights, etc., so as not to infringe on the rights
of others. 2 ) Promoting critical thinking skills and working with others by taking into
account the public interest more than personal interests and 3 ) creating awareness on
political expression specially by listening to others people opinions accepting or
ง
respecting the opinions of others and not using harsh words that cause conflict among
the group. There should also adhere the principles of human rights and the civic duty of
respecting the rules or rules of society, along with sportsmanship. These are the heart of
promoting of expression in participatory democracy.
Development guidelines that affect the promotion of expression in
participatory democracy of student association are public relations and knowledge
providing to promote democratic expression thoroughly, especially in the non expression
group, through online media channels that the target group is interested in. There should
also provide knowledge on basic skills for living that does not cause conflict, such as
building good relationships and friendships, good citizenship, promotion of peaceful
communication, creating awareness of political expression and expression for correctness
and fairness, etc., including promoting or supporting budget funds for students to
organize democratic expression activities in simulation situations
The success of this study is that students gain more knowledge on
participatory democracy.
By organizing the Aesthetic Discussion activity : How to express in democratic
society in order to understand each other. Before participating in the activity, most
participants have a level of knowledge "high to moderate" accounting for 7 6 .5 percent
and after participating in the activity, most students have a level of knowledge up to
"the greatest extent”, accounting for 95.25 percent, showing that the format for organizing
such activities can be used as a model for psychological operations campaigns on
participatory democracy, for universities and interested parties as well and can be used
to expand the results to further development on participatory democracy. This is in line
