สถานการณ์ความรุนแรงในพืÊนทีÉ3 จงัหวดัชายแดนใต้เป็นปัญหาอยา่ งมาก นบั ตÊงัแต่
ปี พ.ศ. 2547 เป็ นต้นมา สร้างความสู ญเสี ยทัÊงชีวิตและทรัพย์สิน ไม่ว่าเจ้าหน้าทีÉของรัฐและ
ประชาชน รัฐตระหนักถึงปัญหาจึงได้ทุ่มเทสรรพกําลัง ทัÊงเจ้าหน้าทีÉ ทหาร ตาํรวจ เครืÉองมือ
อุปกรณ์และงบประมาณ เพืÉอนาํ มาใชแ้กไ้ขปัญหาความรุนแรงดงักล่าวแต่ก็ไม่สามารถหยุดยÊงการ ั
กระทาํนÊีได้แมว้่าประชาชนส่วนใหญ่มีความเขา้ใจในเหตุการณ์และมีความพึงพอใจทีÉรัฐมีความ
พยายามแกไ้ขปัญหาแต่ยงัรู้สึกไม่ปลอดภยัในการดาํ เนินชีวติ
มุสลิมถือว่าอิสลามเป็นวิถีชีวิต มุสลิมชายแดนใต้มีวฒั นธรรมเป็นอตัลกั ษณ์สังคม
ชุมชนทีÉพูดภาษามลายูถิÉนและนบัถือศาสนาอิสลามจะตัÊงบา้นเรือนไม่ปะปนกบั ชุมชนศาสนาอÉืน
เพราะความเคร่งครัดของศาสนาทีÉมีทัÊงขอ้ ห้ามและขอ้ ปฏิบตัิทีÉกาํ หนดไว้ปัญหาทวไป ัÉ คือ ภาษา
แมว้า่ ผทู้ีÉพูดภาษามลายูถิÉนจะสามารถพูดภาษาไทยไดเ้ป็นส่วนใหญ่แมว้า่ รัฐจะสนบั สนุนให้เรียนรู้
วฒั นธรรมร่วมกัน แต่ยงัมีปัญหาด้านศาสนาและวฒั นธรรมอยู่ เนืÉองจากประชาชนทัÉวไปและ
เจา้หน้าทีÉรัฐยงัขาดความเขา้ใจ ส่วนปัญหาดา้นการศึกษา รัฐควรร่วมมือกบั บุคลากรทีÉเกÉียวกบัการ
การศึกษาและผปู้กครองเพืÉอให้เขา้ใจจุดมุ่งหมายและประโยชน์ของการศึกษาวิชาสามญั เพืÉอโอกาส
ทางการศึกษาและการประกอบอาชีพ และพฒั นาหลกั สูตรวิชาศาสนาอิสลามให้สอดคลอ้งกบัความ
ตอ้งการควบคู่ไปดว้ยอีกสาเหตุคือ ปัญหาความไม่ยุติธรรมทีÉสัÉงสมมานานและปัญหาทีÉเกีÉยวขอ้ง
กบั ชาติพนัธุ์ซึÉงมีผลกบั สภาพจิตใจและความรู้สึกมากถูกโยงเขา้กบั ปัญหาแบ่งแยกดินแดนทาํให้
กระทบกบัความมนคงชาติ Éั
ภายใตส้ ภาวะแวดล้อมดงักล่าวนÊี ประชาชนเกิดความกงัวลไม่มีความสุขคาํ นึงถึง
ความปลอดภัยของการดําเนิ นชี วิต ภาครัฐจึงจําเป็ นต้องตระหนักและเรี ยนรู้ทีÉจะเข้าใจ
การเปลีÉยนแปลง ตอ้งให้ความสําคญั กบัการแก้ไขเรÉืองทีÉเป็ นสาเหตุของปัญหา ตอ้งปรับทศั นคติ
และวิธีคิดในการบริหารจดัการ โดยให้ความสําคญั ในการมีส่วนร่วมของทุกฝ่ายบนพÊืนฐานของ
ความไวว้างใจและ การให้เกียรติเพืÉอส่งเสริมและสนับสนุนให้เกิดการยอมรับและเห็นคุณค่า
ของกระบวนการแกไ้ขปัญหาและพฒั นาจงัหวดัชายแดนภาคใตเพื ้ Éอนาํไปสู่สันติสุข

Abstract
Title Trouble Shooting the Southern Provinces of Thailand by using
Islamic culture

Since 1994, violence problems in the three southern provinces of Thailand cause
loss of life and properties of both government officials and people in these unrest area. Thai
government realize this serious problems, therefore they invest human resources such as officers,
soldiers, and policemen, devices and equipment, and money to solve them. However, they still
cannot stop this violence. Although most of people have an understanding of the event but they
still feel unsafe in their life.
Muslims in the south part of Thailand live by using Islam as a way of life and they
also have their own unique culture. Muslim communities, which speak Pattani Malay and believe
in Islam, separately locate their houses from the other religious communities due to strictness of
Islamic prohibitions and practices. The general problem is the language for communication and
the government has encouraged them to coexist with other cultures, the problems regarding
religion and cultures still remain. The cause of this problem is lack of understanding between
government officers and local people. As regards to education, the state should collaborate with
the education personnel and parents to clarify the purposes and benefits of the common subjects
which are useful for educational opportunities and careers. They should also develop curriculum
associated with Islamic subject to meet the needs of communities’ culture. . The other problems
that extensively persist are unfairness and ethnic which influence the local people’ s minds and
feelings and also be linked to the separated area problems which affect the national security.
Under such conditions, people concern about their safety and are unhappy. The
government must aware and needs to recognize and understand the changes. Moreover, they
should focus on solving root causes of the problems and adjusting their attitude and management
concept. The state essentially gives precedence to participation of involved parties based on trust
and honor. Finally, they should promote and encourage all parties to totally accept and agree with
the solution procedures and lead the southern border provinces in peace.
