The main objectives of this research are to study the authority and functions of the
Bangkok Metropolitan Administration specified by law to manage political protesters’ rally sites
in Bangkok and to propose some ideas of rally sites management. The scope of this study focuses
mainly on the ways the Bangkok Metropolitan Administration manage rally sites in Bangkok.
This qualitative descriptive research uses two methods of study which are content analysis and indepth interview with seven BMA government officials who are in charge or used to be in the
position related to the management of rally sites in Bangkok.
The research found that the Bangkok Metropolitan Administration take a major role
in management of rally sites in Bangkok as enacted by Bangkok Metropolitan Administration Act,
BE 2528 (1985), including amendment acts and Internal Security Act, BE 2551 (2008). The study
suggests ways to manage public rally sites in Bangkok which are the legislation of public rally
sites management ; the integration of responsible government departments ; the provision of
public areas for rallies ; sufficiency of administrative factors and people participation in public
rally management.
It is suggested that the law related to public rallies should be enacted for the course
of liberty and rights for public gathering as well as for government authority to deal with public
rally management. The Bangkok Metropolitan Administration should consider this study as a
guideline for a more efficient management of rally sites in Bangkok which leads to the
reinforcement of national security.
