โรงงานวัตถุระเบิดทหาร จ.นครสวรรค์ และศูนย์อํานวยการสร้างอาวุธ จ.ลพบุรี ซึ( งทั0งสอง
หน่วยงานสังกดศูนย์การอุตสาหกรรมป้ องก ั นประเทศและพลังงานทหาร กลุ ั ่มอุตสาหกรรมป้ องกนั
ประเทศ ภาคเอกชนในกากํ ับของกรมการอุตสาหกรรมทหาร การวิจัยครั0งนี0จะเป็ นการวิจัยเชิง
คุณภาพ เป็ นการวิจัยที(ศึกษาวิเคราะห์ด้วยข้อมูลเชิงคุณภาพที(จะทบทวนทฤษฎีแนวคิด กฎหมาย
ข้อบังคับ คําสั(ง มติคณะรัฐมนตรี นโยบายที(เกี(ยวข้อง ข้อมูลอุตสาหกรรมป้ องกนประเทศของไทย ั
และประเทศสมาชิกประชาคมอาเซียนและการสัมภาษณ์ผู้ทรงคุณวุฒิที(เกี(ยวข้องกบอุตสาหกรรม ั

ความสําคัญ และขาดการสนับสนุนผลิตภัณฑ์ที(ได้ดําเนินการวิจัย พัฒนา และผลิตขึ0น เพื(อใช้
ภายในประเทศอย่างเต็มที( อีกทั0งในการบริหารจัดการของทุกภาคส่วน ยังขาดข้อมูลอุตสาหกรรม
ป้ องกนประเทศของไทย และประเทศสมาชิกที(ครบถ้วนสมบูรณ์ เพื(อ ั ใช้ในการกาหนดวิสัยทัศน์ ํ
พันธกิจ กลยุทธ์ แนวคิดในการปรับปรุงและเสริมสร้างความร่วมมือระหวางประเทศสมาชิกในด้าน ่
ความมันคงและอุตสาหกรรมการป้ องก ( นประเทศ รวมทั ั 0งแนวทางการรวมกลุ่มกนในประเทศ ั
สมาชิกที(มีความโดดเด่นด้านการอุตสาหกรรมป้ องกนประเทศ เพื(อเป็ นฐานการผลิตและกระจาย ั
ผลิตภัณฑ์ไปสู่สมาชิกประเทศอื(น ๆ การก้าวเข้าสู่ประชาคมอาเซียนของอุตสาหกรรมป้ องกัน

สามารถผลักดันอุตสาหกรรมป้ องกนประเทศของไทยให้พึ(งพาตนเองได้พร้อม ๆ ก ั บสามารถสร้าง ั
มูลค่าทางเศรษฐกิจการค้าระหวางประเทศได้อย ่ างมหาศาลในอนาคต ่

ABSTRACT

From this research : The defense industry in Thailand can survive the changes that
are going to happen. And to make the industry self-reliant defense Thailand including dependence
among the ASEAN countries. The proposal preparation guidelines below.
1 The government should establish Center of knowledge in a Data Bank / Data
Center. To collect information of the defense industry and the law, of Thailand and members of
the ASEAN and other countries are systematic and continuous. This should allow the private
sector to access this information as well as a way to resolve the issues recommendations to the
government in the form of Two Ways Communications.
2 The government should improve laws and regulations to facilitate the resolution
of the Cabinet, the operator can operate flexibly as a review of the Cabinet on January 25, 2548 to
suspend exports. Along with the preparation of laws cabinet, regulations and guidelines are in English.
3 Supported by the private sector delegation to the defense industry enterprises. In
traveling to ASEAN countries under the framework agreement. To conduct a joint defense
industry (ASEAN Defence Industry Collaboration, ADIC) in order to explore the environment,
defense industry, government and the private sector in ASEAN and Asian countries. High
potential in the defense industry, such as Indonesia, Singapore, China, South Korea and so on.

reduce production costs and improve product quality, lower advances, The Guidelines for creating
alliances and investments in the defense industry. Among ASEAN Member to increase

with the private sector to track the progress of Negotiations and to provide a platform for the
private sector to take advantage of the proactive measures. In the open market with other
countries as well as the standard defense of Thailand to be accepted by buyers at home and
