ซึÉงประกอบด้วย ปัญหาหลักทีÉเกีÉยวข้องกับอํานาจอธิปไตย บูรณภาพแห่งดินแดนทีÉมาของ
คณะรัฐบาลผูบ้ ริหารประเทศ ความรู้ความเข้าใจต่อสิทธิหน้าทÉีความเป็ นพลเมืองของคนในชาติ
ในปัจจุบนั พบวา่ ประเทศไทยนอกเหนือจากขีดความสามารถและศกัยภาพในฐานะประเทศ ซึÉงเป็ น
หนึÉงในผูน้ ําของภูมิภาคเอเซีย แมจ้ะไดร้ับผลกระทบจากสภาวะการเปลีÉยนแปลงของสังคมโลก
รวมทัÊงความแปรปรวนและความแตกแยกทางดา้นความคิดความเชÉือของคนในชาติแต่ยงัคงสถานะ
ความเป็ นรัฐชาติทีÉมีความเขม้แข็งและมีความยดืหยุ่นอ่อนตวั สามารถปรับตวัเขา้กบั สภาพแวดลอ้ ม
ทีÉเปลีÉยนไปนีÊได้อย่างมีนัยสําคญั ด้วยเหตุผลทางด้านสังคมวฒั นธรรม ค่านิยม และการเลือกใช้
กรรมวิธีหรือเครืÉองมือในการแกไ้ขสถานการณ์ความขดัแยง้ต่างๆ ทÉีเป็นไปตามลกัษณะของทอ้งถิÉน
และวฒั นธรรมชุมชนของตนเอง โดยศึกษาจากสภาพปัญหาแนวทางแกไ้ขขอ้ บกพร่องทีÉมีอยู่ใน
การบริหารจดัการความมนคงและการเมืองการปกครองของประเทศ ซึ ัÉ Éงนาํไปสู่ปัญหาความขดัแยง้
และภยัคุกคามทีÉมีอยูท่ Êงัภายในและภายนอกราชอาณาจกัร พร้อมทัÊงทางเลือกในการนาํไปใชพ้ ฒั นา
ปรับปรุง หาทางออกให้กบั ประเทศ เกีÉยวกบัการบูรณาการสร้างความมนÉัคงของชาติและพฒั นา
ระเบียบวิธีการในการจดัการปฏิรูปการเมืองการปกครองในแนวทางทีÉไดจ้ากการระดมสมองและ
การแสวงหาข้อมูลเชิงลึกจากผูท้ รงคุณวุฒิผูม้ีประสบการณ์ในภาคส่วนต่างๆ เพÉือให้ได้มาซึÉง
ผลสัมฤทธิÍในการสร้างความมันคง É และเสถียรภาพทางด้านการเมืองการปกครองของประเทศ
ทีÉน่าสนใจและเชÉือว่าจะสามารถปรับใช้กบั บริบทของราชอาณาจกัรไทยแนวทางวิธีปฏิบตัิของรัฐ
ชาติต่างๆ ทีÉโดดเด่นเป็ นทีÉยอมรับในทางวิชาการ และเน้นหนกัการให้ความรู้และแนวคิดทÉีเกิดจาก
การระดมสมองของผูเ้ชีÉยวชาญ ผู้ทรงคุณวุฒิใ นสาขาอาชีพ อีกทัÊงเนน้ ขอ้มูลเชิงประจกัษเ์ป็นสําคญั
ซึÉงสามารถเห็นถึงสภาพปัญหาขอ้บกพร่องเกÉียวกบัการบริหารจดัการความมนคงของชาติและสิ Éั ÉงทีÉข
เป็นภยัคุกคามทÊงัภายในและภายนอกราชอาณาจกัรการเสนอกรอบแนวคิด หรือทางเลือกใหส้ังคม
ได้นําไปใ ช้ปฏิบัติได้จริง การศึกษาวิจยันÊีจะให้ประโยชน์แก่สังคม ประเทศชาติในแง่ขององค์
ความรู้ หรื อ ตัวแบบ (best practice) ทีÉจะสามารถนําไ ปพัฒนาหรื อประยุกต์ใ ช้ใ นการจัดทํา
ยุทธศาสตร์ชาติดา้นความมนคง รวมทั Éั Êงกรอบแนวคิด ตวัแบบทÉีจะเป็นสารัตถะให้ไดท้าํการศึกษา
ต่อยอดต่อไปในอนาคต

ABSTRACT
Title : Integrated and Sustainable Thai Political Reform

The national security of Thailand is being challenged by both internal and external
factors. All of which are complicated by changing circumstances surrounding nation states, which
include complications related to the integrity of the land, how the government as the
administrators of the country came to power, and understanding of rights and duties of citizens. It
is found that, at present, despite the changing conditions of the global society and schisms in
ideology within the population that have affected both the capacity and capability of Thailand as
one of the leading regional nation states in Asia, Thailand has retained its status as a nation state
and is stable as well as flexible enough to adapt to new situations. This finding has an implication
that reflected on the local social norms, values, and choices in conflict resolutions that are unique
to the social tradition of the local communities. The finding was conducted by researching
through the current obstacles to the national security management and administration of the
country, resulting in national conflicts and both internal and external threats to the kingdom.
Based on brainstorm sessions and insights from qualified and experiences individuals in several
sectors, the research also analyses on options for the development of resolutions that are related to
the integration of the maintenance of national security as well as the development in protocol for
political and government reform, and consequently draws interesting conclusions in the context of
the promotion of national security and political stability. With an emphasis on educating the ideas
from brainstorming sessions of specialists and respected individuals in this field, it is also
believed that notable directions of nation states that are accepted by the academia be applied to
the context of the Kingdom of Thailand. This research furthermore focuses in empirical evidence
that indicates the flaws to the management of the national security and internal and external
threats as well ass ideas and choices that the society can put into practice. This finding may
benefit the society by presenting knowledge or best practice that can be included in the formula
ten of national security strategy as well as general ideas for extension researches in the future.
