การศึกษานี.เป็ นการศึกษาแนวทางการใช้วิทยาศาสตร์และเทคโนโลยีบริหารจัดการ
สินค้าเกษตรไทยเพื"อความมันคงทางเศรษฐก " ิจของประเทศในเชิงนโยบาย โดยเชื"อมโยงนโยบายกบั
ห่วงโซ่อุปทานสินค้าเกษตร และนําเสนอรูปแบบนําร่องในการบริหารจัดการผลไม้ลําไยด้วยการนํา
วิทยาศาสตร์มาประยุกต์ใช้ พบว่านโยบายสินค้าเกษตรของไทยกาหนดตามกรอบของแผนพัฒนา ํ
เศรษฐกิจและสังคมแห่งชาติ รัฐบาลที"เข้ามาบริหารราชการแผนดิน จะอาศัยกรอบของแผนพัฒนฯ ่
ในการจัดทํานโยบาย เพื"อแถลงการต่อรัฐสภา และจึงจัดทําแผนบริหารราชการแผ่นดินพร้อมทั.ง
จัดทําแผนปฎิบัติการ ๔ ปี ขึ.นมา ซึ"งกาหนดหน้าที"ให้กระทรวงที"รับผิดชอบจัดทําแผนปฎิบัติการ ๔ ํ ปี
ของแต่ละกระทรวง รวมไปถึงแผนในการควบคุมและประเมินผลนโยบาย พบวา การบริหารจัดการ ่
นโยบายสินค้าเกษตร มีช่องว่างในการบริหารจัดการตลอดห่วงโซ่อุปทานสินค้าเกษตรโดยเฉพาะ
ความเชื"อมโยงระหว่างกระทรวง ซึ" งห่วงโซ่อุปทานสินค้าเกษตรแบ่งเป็ นระดับต้นนํ.า ได้แก่
การผลิตสินค้าเกษตร และการจัดหาปัจจัยการผลิตสินค้าเกษตร ระดับกลางนํ.า ได้แก่ การรวบรวม
ผลผลิตและการแปรรูป และระดับปลายนํ.า ได้แก่ การกระจายสินค้าทั.งภายในและภายนอกประเทศ
การตลาดสินค้าเกษตร การวิจัยและพัฒนา
รูปแบบนําร่องในการบริหารจัดการสินค้าลําไย นํานโยบายหลักมาจัดทําระบบการ
บริหารจัดการงานโดยเสนอให้มีการจัดตั.งคณะทํางานส่วนกลางขึ.นมา ซึ" งมีรัฐมนตรีประจําสํานัก
นายกเป็ นประธาน เพื"อบริหารจัดการสินค้าลําไยทั.งระบบ มีการประชุมหารือทําความเข้าใจกบทุก ั
ฝ่ ายที"เกี"ยวข้องทั.งภาครัฐ เอกชน และเกษตรกร แล้วกระจายอํานาจให้หน่วยงานที"รับผิดชอบเข้ามา
ดําเนินการแต่ละโครงการ แต่ละกระทรวงจะดําเนินงานภายใต้แผนงานหรือโครงการเดียวกน ั
และจําเป็ นต้องนําวิทยาศาสตร์และเทคโนโลยีเข้ามาประยุกต์ใช้ เพื"อยกระดับศักยภาพด้านการ
แข่งขัน ทั.งในแง่มุมเพื"อการบริหารจัดการ การเพิ"มประสิทธิภาพ/ประสิทธิผลการผลิตสินค้าเกษตร
โดยวิทยาศาสตร์และเทคโนโลยีจะมีส่วนร่วมในการพัฒนาและปรับปรุงในทุกกิจกรรมของห่วงโซ่

Abstract
Title : The guidelines of using science and technology management for Thai agricultural
products to the country's economic stability

This research is a study of method for using science and technology to manage Thai
agricultural products for the country's economic stability. In connecting with the agricultural
products supply chain policy and proposed a pilot management of Longanby usingscience and
technology. The Government will make their master public admiration policy based on the
framework of the National Economic and Social development plan. After that the Government
will report thatpolicies to Parliament for approval before starting administrative the country.
Then, the Government will create the 4 years’operating plan that defines the duties toeach
Ministry. For the involved Ministries, they have to make their own 4 years’ management plan that
follow to the main public administration policy,including the plan to control and evaluate.
After investigated the Government main administrative policies we found that there
are gaps throughout the supply chain, particularly the linkage of agricultural products policies
among the Ministries and Authorized offices.
The agriculture supply chain consists of three levels which are:
1. Upstream such as the producing of agriculture products, the supply of agricultural
inputs.
2. Midstream such as Collecting the products outputs, Products processing
3. Downstream such as Products distribution both local and export, Products research
and development
In Pilot model for Longan products Management, the main policy will be prepared
by the Central Management as the Minister attached to Prime Minister Office is the Chairman.
The project management will be center in this office that controls the whole project. All
concerned parties will be attended in the strategy meeting including Government officers from all
related Ministries, Private sectors, and Longan producers. Then, the strategy will be distributed to 2
all concern parties. Each parties will be responsible for their assigned work, under the same main
policy or same strategy. It is also very important to apply the Science and Technology to all level
of assigned work. This is because we wanted to improve the competitiveness not only in term of
Management but also productivity of the agriculture products. The Science and technology will
contribute to the development and improvement in all activities of the agricultural products
supply chain.
