การวิจัยเรื องนี มีวัตถุประสงค์เพื อศึกษานโยบายของรัฐบาลในการส่งเสริมพลังงาน
ทดแทนจากพืชผลทางการเกษตรเพื!อวิเคราะห์ปัจจัยที!มีผลต่อการแปลงนโยบายส่งเสริมการใช้
เอทานอลไปสู่การปฏิบัติ เพื!อเสนอแนะแนวทางในการแปลงนโยบายส่งเสริมเอทานอลไปสู่การ
ปฏิบัติอย่างมีประสิทธิภาพและเพื!อวิเคราะห์ศักยภาพการผลิตพลังงานทดแทนจากพืชผลทาง
การเกษตร
ผลการวิจัย พบวา การใช้เชื ่ /อเพลิงชีวภาพทั/งเอทานอลและไบโอดีเซลที!ผลิตได้เองใน
ประเทศ เพื!อลดการสูญเสียเงินตราต่างประเทศจากการนําเข้านํ/ามันเชื/อเพลิง สร้างรายได้ให้
เกษตรกร และช่วยแก้ไขปัญหาราคาพืชผลทางการเกษตรที!ใช้เป็ นวัตถุดิบในการผลิตเชื/อเพลิง
ชีวภาพ เช่น อ้อย ปาลม์นํ/ามัน และช่วยบรรเทาปัญหามลภาวะทางอากาศ ลดภาวะโลกร้อน ซึ!งถือ
ว่าประเทศไทยมีความกาวหน้าเป็ นผู้นําในการผลิตและใช้เชื ้ /อเพลิงชีวภาพของประเทศในแถบ
เอเชีย
แนวทางในการแปลงนโยบายการส่งเสริ มเอทานอลไปสู่การปฏิบัติอย่างมี
ประสิทธิภาพ ควรจะต้องมีการกาหนดยุทธศาสตร์7 ประการ คือ ยุทธศาสตร์เพิ ํ !มการใช้เชื/อเพลิง
ชีวภาพภายในประเทศยุทธศาสตร์เพิ!มผลผลิตพืชนํ/ามันยุทธศาสตร์ผลักดันอุตสาหกรรมนํ/ามันให้
ส่งเสริ มเชื/อเพลิงชีวภาพยุทธศาสตร์ส่งเสริ มอุตสาหกรรมเชื/อเพลิงชีวภาพและอุตสาหกรรม
ต่อเนื!องยุทธศาสตร์เป็ นศูนย์กลางการค้าเชื/อเพลิงชีวภาพของเอเชียยุทธศาสตร์วิจัยและพัฒนา

Abstract
Title Approach to convert the policy to promote the efficiently production
of ethanol.

The objective of this research is to study the policy of the government on the
promotion in the form of Alternative Energy from agricultural crops to analyze the factors that
affect the promotion the use of conversion policy of Ethanol into practical implementation. It is to
propose the effective guideline to promote the use of conversion policy of Ethanol and to analyze
the potential for energy production from alternative agricultural derivatives.
The results of the research showed that the use of biofuel of both ethanol and biodiesel
produced in the country itself to minimize the loss of foreign fuel imports and to generate income
for farmers and to solve the price of agricultural crops used as feedstock in the production of
biofuel such as sugar cane, palm oil and helps to alleviate air pollution, global warming. Thailand
will be considered as a progressive leader in the production and use of biofuel in Asia.
The effective promotion the use of conversion policy of Ethanol into action Should
require seven strategies as follows: strategy of increasing the use of biofuel in the country,
strategy on increasing biofuels production strategy on driving oil industry to promote biofuels,
strategy on the promotion of the biofuels industry and downstream industry, strategy on being the
commercial hub of Asian biofuels, strategy on research and development of technology and
personnel, and strategy on management to drive the achievement.
