การวิจัยครั)งนี)มีวัตถุประสงค์ที สําคัญ เพื อศึกษาภัยคุกคามด้านความมันคงในภูมิภาคอาเซียน
ที สําคัญ และแนวทางการเตรียมความพร้อมเข้าสู่ประชาคมอาเซียนในกรอบความร่วมมือทางทหารด้านกิจการพลเรือน
ของกองทัพบก โดยใช้การสั มภาษณ์ เชิงลึ ก ผู้บังคับบัญชาระดับสู งในสํานักนโยบายและแผน
กระทรวงกลาโหม กรมกิจการพลเรือนทหาร กองบัญชาการกองทัพไทย และกรมกิจการพลเรือนทหารบก
ผลการวิจัยพบวา ภัยคุกคามร ่ ่วมในภูมิภาคอาเซียนสามารถจําแนกได้ใน 2 ประเภท ได้แก่
ภัยคุกคามที เกิดจากกระทําของมนุษย์ และภัยคุกคามที เกิดจากธรรมชาติและสิ งแวดล้อม ซึ งเป็ นภัยคุกคาม
ด้านความมันคงร ่วมในภูมิภาคอาเซียน ส่วนความร่วมมือทางการทหารในภูมิภาคอาเซียนนั)นในปัจจุบัน
ประเทศสมาชิกเริ มตระหนักในการเสริมสร้างความร่วมมือซึ งกนและก ั น โดยเฉพาะเมื อเก ั ิดภัยพิบัติร้ายแรง
ประกอบกบปัญหาการหวาดระแวงระหว ั ่างประเทศมีน้อยลง ทําให้เกิดความร่วมมือทางทหารระหวางประเทศในหลายมิติ ่
โดยจากการวิจัยพบว่า แนวทางการเตรียมความพร้อมด้านงานกิจการพลเรื อนของ
กองทัพบก เพื อการเข้าสู่ประชาคมอาเซียน ประกอบด้วย 1. การพัฒนาระบบงานด้านกิจการพลเรือน
โดยเฉพาะการบรรเทาภัยพิบัติ 2. การจัดตั)งคณะกรรมการประสานงานร่วมในการป้ องกนและบรรเทาภัยพิบัติ ั
3. การเตรียมความพร้อมทั)งด้านบุคคลากร องค์ความรู้ กฎหมายหรือกฎระเบียบที เกี ยวข้อง และด้าน
ยุทโธปกรณ์ 4. การประชุมเพื อเตรียมการในทุกระดับ เพื อให้ได้กรอบความร่วมมืออยางแท้จริง 5. การใช้กลไก ่
คณะอนุกรรมการและคณะกรรมการทุกระดับของกองทัพบก สนับสนุนงานกิจการพลเรือน 6. การสร้างเครือข่าย
ศูนย์สันติภาพกบประเทศสมาชิกอื นๆ 7. การแลกเปลี ยนข้อมูลข ั ่าวสาร เทคโนโลยี และการฝึ กอบรม
ร่วมกบประเทศสมาชิก โดยหมุนเวียนก ั นเป็ นเจ้าภาพ 8. การค้นหาจุดยืนของกองทัพบก เพื อให้สอ ั ดคล้อง
กบบริบทที เปลี ยนแปลงไป 9. การศึกษาข้อจําก ั ดของอาเซียนที มีความอ ั ่อนไหวในประเด็นต่างๆ ทั)งการเมือง

ABSTRACT
Title Preparation inside of Military Cooperation in Civil Affairs Operations
of the Royal Thai Army to Entrance to the ASEAN Community.

This research has an objective of studying the importance to study security threats in
the ASEAN region and guidelines to prepare into the ASEAN Community within military
cooperation in civil affairs of the Royal Thai Army framework by using in-depth interviews with
high command of the Office of Policy and Planning of Ministry of Defense, Directorate of Joint
Civil Affairs of the Royal Thai Armed Forces Headquarters and Directorate of Civil Affairs of the
Royal Thai Army. The research found that threats in the ASEAN region can classified in 2
categories: threats caused by human actions and threats of nature and the environment. The
military cooperation in ASEAN member countries began to realize that the current in
strengthening mutual cooperation especially when disasters occur. And the problem of mistrust
between countries is less so the role of military cooperation between the ASEAN member
countries in multiple dimensions had been happening.
In addition, this research found that guidelines for the preparation of the civil affairs
operations for entrance to ASEAN community contains of following, 1. Development of Civil
Affairs operations specific of disaster relief, 2. Establish the committee to coordinate the
protection and disaster relief, 3. Preparing both of staff, knowledge, laws or regulations and
equipment, 4. Conferences to preparing in every level to get a truly collaborative framework, 5.
Using committee in every levels of the Royal Thai Army to support the Civil Affairs operations,
6. Establish peace center network with the ASEAN member countries, 7. Exchange of
information, technology and training, together with the ASEAN member countries. 8. To find the
position of the Royal Thai Army to conform to the changing context, 9. Studying the limitations
of the ASEAN-sensitive political issues in creating shared value, interaction with foreign powers,
the mistrust and limitations in security cooperation, and 10. Mobilizing public to provide a better
understanding of the people in the country and support the mission of the Civil Affairs.
