การเขา้สู่ประชาคมอาเซียนในปี๒๕๕๘ จะส่งผลกระทบต่อการปฏิบัติการดัดแปร
สภาพอากาศของไทยทัÊงในด้านบวกและด้านลบจึงมีความจําเป็ นทีÉจะทําการศึกษาครัÊงนีÊโดยมี
วตัถุประสงค์เพÉือศึกษาศกัยภาพในการปฏิบตัิการดัดแปรสภาพอากาศของไทยและผลกระทบต่อการ
เขา้สู่ประชาคมอาเซียนและเสนอแนะแนวทางในการกาํ หนดนโยบายต่อกรมฝนหลวงและการบิน
เกษตร โดยการวิจยัครÊังนีÊเป็นการวิจัยเชิงคุณภาพ โดยศึกษาขอ้ มูลทÉีเกีÉยวขอ้งกบั การเขา้สู่ประชาคม
อาเซียน ศกัยภาพในการปฏิบตัิการดดัแปรสภาพอากาศของประเทศสมาชิกในอาเซียน วิเคราะห์สภาพ
องคก์ ร(SWOT Analysis)ของกรมฝนหลวงฯในดา้นจุดอ่อน จุดแข็ง โอกาสและภยัคุกคามเพืÉอนํามา
วิเคราะห์เชิงยุทธศาสตร์ SO Strategies ,WO Strategies,ST StrategiesและWT Strategies จึงได้กาํ หนด
แนวทางในการพฒั นากรมฝนหลวงฯดังนÊี๑. ส่งเสริมให้เป็นศูนยก์ลางการเรียนรู้การดดัแปรสภาพ
อากาศในภมู ิภาคอาเซียน ๒.จดั ทาํแผนพฒั นาบุคลากรดา้นภาษาต่างประเทศและแผนพฒั นาอากาศยาน
ให้เพียงพอและมีประสิทธิภาพ ๓. วิเคราะห์ปัญหาการขาดแคลนบุคลากรและค่าตอบแทนทÉีเหมาะสม
และมาตรการจูงใจ ๔. ผลิตบุคลากรในตาํแหน่งทÉีสําคญั และมีโอกาสขาดแคลนเอง ทÊงนี ั Ê กรมฝนหลวง
ฯมีความจาํ เป็นทีÉจะตอ้งดาํ เนินการวิเคราะห์เพÉิมเติมในเรืÉองผลกระทบต่อการขาดแคลนบุคลากรในดา้น
อืÉนๆและวิเคราะห์โครงสร้างและกาํ หนดเป้าหมายการเป็นศูนยก์ลางการเรียนรู้การปฏิบตัิการดดัแปร
สภาพอากาศในภูมิภาคอาเซียน อีกทัÊงรัฐบาลมีความจาํ เป็นต้องเขา้มาสนับสนุนในด้านการสร้าง
สัมพนั ธไมตรีกบั ประเทศเพÉือบ้านเพืÉอความคล่องตวัในการบินลÊาํ น่านฟ้า เพÉือการแลกเปลีÉยนสินคา้

Abstract
Title Weather Modification Operations under the ASEAN Community
Field Strategy

Entering to the ASEAN Community in 2015 will affect to both positive and negative of
Thailand’ s Weather Modification Operations. The Objective of this study is to study potential in
Weather Modification Operations in Thailand and to develop the suggestion to make the policy of
the Department of Royal Rainmaking and Agriculture Aviation. This study is the qualitative
research studies about the data relevant to the ASEAN Community, the potential in Weather
Modification Operations of ASEAN, organization analysis (SWOT Analysis - Strength, Weakness,
Opportunity and Threat) of the Department of Royal Rainmaking and Agriculture Aviation. The
strategic analysis SO strategies, WO strategies, ST strategies, and WT strategies is conducted. This
leads to the development guideline of the Department of Royal Rainmaking and Agriculture
Aviation as follows;
1. Encouraging the Department of Royal Rainmaking and Agriculture Aviation to be
ASEAN's weather modification learning center
2. Doing human resource development plan in international language and aviation
development plan
3. Analyzing crew lacking problem and compensation and motivation aspect
4. Developing own critical persons which has high lacking possibility.
However the Department of Royal Rainmaking and Agriculture Aviation is necessary to
analyze more detail in impact of staff insufficiency from other aspects and analyze the structure and
define the target of to be ASEAN's Weather Modification learning center. Moreover, Government
needs to support in relationship with neighboring countries for flexibility in trespass to exchange
agricultural products and aircraft.
