การศึกษาวิจัยนี มีวัตถุประสงค์เพื อศึกษาแนวโน้มของผลกระทบจากนโยบายในระยะการเปลี ยน
ผ่านทางเทคโนโลยีการออกอากาศโทรทัศน์ภาคพืนดินจากระบบอนาล็อกสู่ระบบดิจิทัล โดยมีขอบเขต
การศึกษาผลกระทบในมิติด้านเศรษฐกิจและสังคมอันเกิดจากนโยบายที ประกาศใช้แล้วภายใต้
Digital Roadmap ในการเปลี ยนผานโทรทัศน์ไปสู ่ ่ระบบดิจิทัลไว้ คือระหวาง พ.ศ.2555 - 2559 นี ่ การวิจัย
ครังนีถือเป็ นการวิจัยเชิงคุณภาพ โดยศึกษาข้อมูลอ้างอิงจากแหล่งต่างๆ ที ได้รับการเผยแพร่ประกอบกบั
การกาหนดกลุ ํ ่มตัวอยางและแบบสํารวจกลุ ่ ่มประชากรบางส่วนเพื อวิเคราะห์ผลกระทบฯ ดังกล่าว
ผลการศึกษาผลกระทบในด้านเศรษฐกิจและสังคมนันพบวามีผลกระทบด้านดีหลายด้านที เก ่ ิดจาก
การนําเทคโนโลยีการออกอากาศระบบใหม่เข้ามาใช้แต่ก็พบวามีผลกระทบต ่ ่อสิ งแวดล้อมจากการผลิต การ
นําเข้าอุปกรณ์รับ - ส่งสัญญาณ และการกาจัดอุปกรณ์เทคโนโลยี ซึ งยังไม ํ ่มีนโยบายรองรับอย่างเป็ น
รูปธรรม ส่วนด้านผลกระทบโดยรวมต่อภาคเศรษฐกิจปรากฏพบในเรื องของการเปลี ยนแปลงบทบาทของ
ผู้เล่นและกระทบต่อกลุ่มทุนในโครงสร้างอุตสาหกรรมการผลิตและออกอากาศโทรทัศน์ ด้านสังคมการ
เปลี ยนผานในครั ่ งนีมีผลกระทบต่อสังคมด้านการปฏิรูปสื อ เนื องจากมีช่องสถานี มีรายการและมีทางเลือก
ในการรับชมเนือหามากมาย จึงควรต้องทบทวนการกํากับดูแลเนือหาอย่างทั วถึง อีกทังการเข้ามา
ของเทคโนโลยีโทรทัศน์ดิจิทัลจะส่งผลกระทบต่อรูปแบบวัฒนธรรมดิจิทัลที เริ มก่อตัวในสังคมไทย
ทังนี นโยบายประชาสัมพันธ์ที ไม่เข้มแข็งส่งผลกระทบให้ประชาชนเกิดความสับสนในระยะสองปี แรก
ของการเปลี ยนผานอย ่ างมาก ่
สําหรับภาพรวมข้อเสนอแนะต่อนโยบายการกากํ บดูแลการเปลี ยนผ ั านสู ่ ่ระบบดิจิทัลทีวี ภายใต้
งานศึกษาวิจัยชินนีมุ่งนําเสนอ 3 ประเด็นหลัก คือเสนอทิศทางการเพิ มนโยบายในความร่วมมือเพื อการ
กากํ บดูแลระหว ั างภาครัฐ เอกชน และการมีส ่ ่วนร่วมของประชาชน, ทิศทางการปรับนโยบายในการกากํ บั
ดูแลการดําเนินการทางธุรกิจ และข้อเสนอด้านทิศทางการปรับนโยบายในการควบคุมคุณภาพ ทังนียังมี
ข้อเสนอเพิ มเติมในการจัดวางผังรายการในมิติใหม่ขึน เพื อเสนอเป็ นโอกาสให้สังคมไทยได้ใช้ประโยชน์
สูงสุดจากการเริ มต้นใหม่ของการสื อสารระดับชาติ ครังนี และเพื อให้สื อโทรทัศน์ได้ เสริมสร้างการ
เรียนรู้และเสริมสร้างความมันคงในระยะยาวให้ก บประเทศต ั ่อไปอยางยั ่ งยืน

ABSTRACT
Title The effects in transition terrestrial television broadcasting from analog to
digital in Thailand

This research aims to study the form of the effects of various policies under the action
plan of The Board of Directors of the National Broadcasting and Telecommunications
Commission, or NTC, in transition from analog television broadcasting to digital terrestrial.
The scope of study is the impact to the economic and social dimensions raised from policies enacted
under the Digital TV Roadmap is that, during the year ! - !#. This research is a qualitative
research. The study is based on data from various sources has been published together with a set
of samples and surveys to analyze the demographic consequences of such.
The results showed, the usefulness of the digital broadcasting system, have a great impact
on many aspects. But there are also the environmental impacts to the manufacturing terms such as
hardware production and importing. The disposal of technology equipment, which still not has a
solid support by any policy. However, the overall impact on the TV business. Reflected in the
Key-player changes in Thailand broadcasting industry structure. To Social impact, in aspect of
Media Reforms. Since there are double more channels, people have more options of viewing
contents. Results of content occur in a new way, which requires regulatory thoroughly. The
coming of digital TV technology will impact in the form of digital folklore that began to take
shape in the Thai society. However, there was lacks in the policy of public relations that affect
people in confusing in the first two years of the transition.
Overall of the recommendations covered this study aims to present in three major issues:
Propose directions to enhance policy to supervise in cooperation between the public and private
sectors, to increase public participation. Propose the suggestion of policy revising to conduct the
business. And propose the direction to improve the policy on content quality control. Moreover,
the proposal has compiled a summary and suggestion on a new dimension of Horizontal TV
Program Scheduling.
Most of all, the suggestions aim to provide an opportunity for Thai social to reach the
most in communication benefits from the new starting of Digital Television broadcasting which is
supposed to be the effective media to enhance learning, conduct better social system and
strengthen the long-term stability to this country.
