บทคัดย่อ:
การศึกษาในครั้งนี้มีวัตถุประสงค์การศึกษา คือ ศึกษาบริบทของชุมชนที่ส่งผลต่อ
พฤติกรรมและคุณลักษณะของเด็กและเยาวชน และศึกษาแนวทางการใช้ระบบเครดิตทางสังคม
(Social credit system) และรูปแบบของพื้นที่นวัตกรรม เพื่อเสริมสร้างคุณลักษณะอันพึงประสงค์ของ
เด็กและเยาวชนในชุมชนหมู่บ้านราณี 2 เขตลาดพร้าว
การวิจัยในครั้งนี้เป็นการวิจัยเชิงคุณภาพ ได้มีการสัมภาษณ์กลุ่มผู้ให้ข้อมูล ที่อาศัยอยู่
ในชุมชนหมู่บ้านราณี 2 เขตลาดพร้าว กรุงเทพมหานคร จ านวน 23 คน ประกอบด้วย กลุ่มเยาวชน
อายุระหว่าง 15 – 20 ปี และกลุ่มผู้เกี่ยวข้อง ได้แก่ ผู้น าชุมชนที่เป็นผู้อ านวยการโรงเรียนลาดปลาเค้า
เจ้าหน้าที่ส านักงานเขตลาดพร้าว ชุมชนและคณะกรรมการชุมชน และผู้ปกครอง ในด้านแนวทาง
การใช้ระบบเครดิตทางสังคม (Social credit system) และรูปแบบของพื้นที่นวัตกรรมเพื่อเสริมสร้าง
คุณลักษณะอันพึงประสงค์ของเด็กและเยาวชน ตั้งแต่เดือนมีนาคม ถึงเดือนสิงหาคม 2564
ผลการวิจัยพบว่า 1. บริบทของชุมชนที่ส่งผลต่อพฤติกรรมและคุณลักษณะของเด็กและ
เยาวชน พบว่า ชุมชนหมู่บ้านราณี 2 เป็นชุมชนเมือง ผู้ปกครองต้องประกอบอาชีพส่วนใหญ่รับจ้าง
ไม่มีเวลาในการคอยก ากับดูแลเยาวชนได้เต็มที่ เต็มเวลา ประกอบกับมีสิ่งแวดล้อมที่ยั่วยุต่อการก่อให้
เกิดพฤติกรรมและคุณลักษณะอันไม่พึงประสงค์ของเยาวชน ได้แก่ การทะเลาะวิวาท การติดสารเสพติด
การไม่เคารพสิทธิผู้อื่น เยาวชนขาดจิตส านึกรักษ์ท้องถิ่น ขาดความตระหนักรับผิดชอบต่อตนเอง
ครอบครัว ชุมชนและสังคมน้อย ทั้งนี้ การแก้ไขปัญหาที่ผ่านมา พบว่า ทางชุมชนหมู่บ้านราณี 2
มีการให้เยาวชนมีส่วนร่วมในการจัดกิจกรรมกับชุมชนในลักษณะกิจกรรมที่เป็นภาพรวมของชุมชน
ไม่ใช่กิจกรรมเฉพาะเยาวชน ซึ่งกิจกรรมไม่ได้มีบ่อยครั้ง หรือต่อเนื่อง นานๆมีครั้ง ส่วนใหญ่กิจกรรม
จึงไม่ได้มีผลต่อการเสริมสร้างพฤติกรรมและคุณลักษณะอันพึงประสงค์ ของเยาวชนโดยตรง
นอกจากนั้น กิจกรรมเป็นไปตามความสมัครใจในการเข้าร่วมหรือไม่ก็ได้เพราะท าเฉพาะในชุมชน
ส่งผลให้ไม่เกิดแรงจูงใจหรือเห็นความส าคัญในการเข้าร่วมกิจกรรม จากสภาพบริบทดังกล่าว
กลุ่มผู้เกี่ยวข้องและเยาวชนได้มีความคาดหวังอยากให้เยาวชนในชุมชนหมู่บ้านราณี 2 มีลักษณะ
อันพึงประสงค์ คือ การเป็นบุคคลที่จิตส านึกที่ดี ให้ความร่วมมือในการรักษาชุมชน เป็นเยาวชน
ที่มีจิตอาสา ช่วยเหลือผู้อื่นและครอบครัว ไม่ประพฤติตนเป็นภาระให้ครอบครัวและสังคม และเคารพ
สิทธิผู้อื่น ผู้มีระเบียบวินัยไม่ท าผิดกฎหมาย และไม่ยุ่งเกี่ยวกับสารเสพติด ซึ่งความคาดหวังดังกล่าว
จ าเป็นต้องมีกิจกรรมหรือรูปแบบ นวัตกรรม ที่ช่วยเสริมสร้างคุณลักษณะอันพึงประสงค์ตามความ
คาดหวัง โดยให้เยาวชน มีส่วนร่วมในการการออกแบบนวัตกรรม/กิจกรรม การบริหารจัดการมากกว่า
ผู้ใหญ่ เพื่อฝึกให้เยาวชน มีความรับผิดชอบร่วมกันมีผู้ปกครอง กรรมการชุมชน และส่วนราชการหรือ
เอกชนคอยสนับสนุนให้เกิดการบริหารจัดการที่ต่อเนื่อง และยั่งยืน
2. แนวทางการใช้ระบบเครดิตทางสังคม (Social credit system) เพื่อเสริมสร้าง
คุณลักษณะอันพึงประสงค์ของเด็กและเยาวชนในชุมชนหมู่บ้านราณี 2 เขตลาดพร้าว พบว่า
มี 4 แนวทาง ดังนี้ 1) ให้หน่วยงานทางการศึกษาและส่วนราชการ เอกชน เยาวชน ชุมชน เข้ามา
มีส่วนร่วมออกแบบระบบเครดิตทางสังคมของเยาวชน และร่วมสนับสนุนการท ากิจกรรมของเยาวชน
ที่จะน ามาใช้เป็นเครดิต 2) สร้างระบบเครดิตทางสังคมรูปแบบออนไลน์ให้มีความเชื่อมโยงกับโรงเรียน
ครอบครัว ชุมชน เช่น การบันทึกการท าความดีออนไลน์ การตัดแต้มเมื่อมีคดีความ หรือท าผิดวินัย
จราจร 3) จัดท าแอพพลิเคชั่นระบบเครดิตทางสังคมที่สามารถบันทึกคะแนน /ตัดคะแนนหรือสื่อสาร
ได้ในระบบมือถือให้ใช้งานได้สะดวก และ 4) จัดระบบสวัสดิการเพื่อเป็นรางวัลเสริมแรง และบทลงโทษ
ตามปริมาณของคะแนน เช่น คะแนนสูงระดับ...มีสิทธิ์ในการรับคูปองการท่องเที่ยว การได้รับการ
ยกเว้นค่ารถโดยสาร ฯลฯ
3. รูปแบบของพื้นที่นวัตกรรม เพื่อเสริมสร้างคุณลักษณะอันพึงประสงค์ของเด็กและ
เยาวชนในชุมชนหมู่บ้านราณี 2 เขตลาดพร้าว พบว่า รูปแบบพื้นที่นวัตกรรมและกิจกรรมควรเป็น
กระบวนการที่ให้เยาวชนมีส่วนร่วมในการบริหารจัดการพื้นที่ด้วยตนเองควบคู่กับการบริหารจัดการ
พื้นที่ใหญ่ เพื่อฝึกให้เยาวชนมีความรับผิดชอบร่วมกัน นวัตกรรมในพื้นที่คือ ชุมชนประชาธิปไตยวัยรุ่น
หรือสภาเยาวชน โดยมีรูปแบบการ จ าลองหมู่บ้านเยาวชนชุมชนราณี 2 เป็นชุมชนย่อยใน ชุมชนหลัก
ชุมชนหมู่บ้านราณี 2 มีเยาวชนทั้งหมดในชุมชนเป็นสมาชิกหมู่บ้าน อยู่ภายใต้การก ากับ ดูแล ส่งเสริม
ให้การสนับสนุนและช่วยเหลือ จากชุมชนใหญ่ มีการแต่งตั้งคณะกรรมการหมู่บ้านเยาวชนชุมชน
เพื่อบริหารจัดการ แบบชุมชนใหญ่ สร้างเครือข่ายและศูนย์ประสานงานเพื่อส่งเสริม สนับสนุนและร่วม
กิจกรรมในการด าเนินการพื้นที่นวัตกรรม จัดให้มีการท ากิจกรรมในหมู่บ้านเยาวชนชุมชนราณี 2
ร่วมกันทุกเดือน ทั้งกิจกรรมเฉพาะในชุมชนย่อย และกิจกรรมร่วมกับชุมชนใหญ่ โดยกิจกรรม
ที่ดำเนินการนำมาเชื่อมโยงเป็นคะแนนเครดิตทางสังคมได้
abstract:
The purpose of this research is to study how the environment in a
community affects the behavior and attributes of the children and adolescents
population. This includes the study to paveway the use of Social Credit System in
order to guide these youth, using Moobhan Ranee II Ladprao District Community as
case study, to achieve desirable virtue.
Conducted from March to August, 2021, this qualitative research is based
on interviews of 23 people who reside in Moobhan Ranee II Ladprao District
Community, Bangkok. The research is conducted on youth group ages between 15-20
years old and authorities of the community, such as leaders, community boards and
parents. It focused on constructing ways to implement a Social Credit System and
establishing an experimental community which encourages desirable behaviors and
characteristics in children and adolescents.
The research concludes that: (1) the environment in the community
directly influences the behavior and characteristics of children and adolescents.
Moobhan Ranee II Ladprao District Community is located in the city. Residents who
have children are usually full-time working parents, which leads to the inability to
closely monitor and interact with their child. Moreover, the environment that they live
in may influence unwanted behavior such as physical confrontation, drug addiction,
inconsideration of other people's rights, lack of nationalistic value, irresponsibility to
oneself, family ,and community. As such, in an attempt to resolve this problem, the
community had tried to encourage these children and adolescents to participate in
whole community activities. These activities were not focused on the youth
population alone and were uncontinuous, proving to be quite ineffective. Moreover,
the activities were limited within the community alone and were not mandatory,
undermining the importance of the program and causing non-attendance of these
youth group.ง
From this situation, the authorities of the Moobhan Ranee II Ladprao
District Community are hoping to guide the youth population to achieve desirable
behavior and characteristics such as having moral and cooperate in protecting the
community, becoming volunteers and helping other people and families in the
community, being responsible to their family and society, respecting other people and
the law, and staying away from drugs. With this in mind, activities or innovative
arrangements that will impact behaviors need to be set up in order to achieve this
goal. To encourage these children and adolescents to participate in these activities, we
need to have them actually participate in designing, setting up, and managing this
system. Being a part of the program and having more control over the system than the
adults will train them to be more responsible. Parents, leaders, community board,
government and private entities will support and monitor the program for
sustainability.
(2) Implementation of the Social Credit System is meant to encourage
children and adolescents of the Moobhan Ranee II Ladprao District Community toward
better behavior and characteristics. There are four ways in which this system can be
implemented. Firstly, we can have the Ministry of Education and other related
government agencies, private entities, children and adolescents, and communities all
participate in designing the Social Credit System and supporting activities that can be
used to contribute to the system. Secondly, the system can be established as an
online system so that the activities at school, home, and community can all be
counted as credit. Points can be added or deducted real-time according to their
behavior. For example: points will be added when they perform good deeds, and will
be deducted when they commit crime or violate traffic laws. Thirdly, create a Social
Credit System application to be used on smartphones that records and shows their
points on demand, so it will be more convenient. Lastly, establishing a reward and
punishment system according to the points they received. For example: people who
received high points may get a travel coupon, get an exemption for public
transportation, etc.
(3) The innovative experimental system aiming at improving the behavior
of children and adolescents living in Moobhan Ranee II Ladprao District Community
should be implemented in ways that encourage these youth to participate in the
creation and management of the system. In order to train these children and
adolescents to be more responsible, organizations such as a community democratic
youth group or a youth council must be established. In addition, a smaller community
consisting of only children and adolescents can be set up to imitate the larger
Moobhan Ranee II Ladprao District Community. A managing council will be elected
and supported by the larger community. The council will be responsible for arranging
monthly activities both by itself and in cooperation with the larger community.
Activities mentioned can be tied to the Social Credit System.
