บทคัดย่อ:
เอกสารวิชาการ เรื่อง เยาวชนไทยกับการมีส่วนร่วมพัฒนาประเทศ มีวัตถุประสงค์
(๑) เพื่อศึกษาการมีส่วนร่วมของเยาวชนไทยในการพัฒนาประเทศ (๒) เพื่อศึกษาช่องทางในการสื่อสาร
กับเยาวชนในเรื่องการมีส่วนร่วมพัฒนาประเทศ โดยการศึกษาและวิจัยได้ใช้รูปแบบการวิจัยเชิงคุณภาพ
จากการศึกษาปัญหาการวิจัย ค้นคว้าทบทวนวรรณกรรมและงานวิจัยที่เกี่ยวข้อง มีการวางแผนสำรวจ
พื้นที่ คัดเลือกผู้ให้ข้อมูล รวบรวมข้อมูลจากการลงพื้นที่สัมภาษณ์เชิงลึก จากการสังเกต (Observation)
ทั้งแบบการมีส่วนร่วมและไม่มีส่วนร่วม การสัมภาษณ์แบบเจาะลึก (In-depth interview) และ
การสนทนากลุ่ม (Focus group discussion) สำหรับการมีส่วนร่วมพัฒนาประเทศ ของ ๓ มิติ
ด้านการเมืองการปกครอง กรณีศึกษา การเลือกตั้ง ด้านสิ่งแวดล้อม กรณีศึกษา การจัดการขยะ
ในชุมชนเมือง และ ด้านคุณธรรมและจริยธรรม กรณีศึกษาการเคารพสิทธิของผู้อื่นและความสามัคคี
โดยกลุ่มตัวอย่างที่สัมภาษณ์มีความแตกต่างกันในแต่ละบริบทประเด็นการศึกษา ซึ่งจากข้อมูลข้อคิดเห็น
และข้อเสนอแนะของเยาวชน ผลการศึกษาที่ได้รับ พบว่า ระดับของการมีส่วนร่วมของเยาวชนในทั้ง
๓ มิติการศึกษาข้างต้น ส่วนใหญ่เป็นการรับฟังความคิดเห็น มีการนำเสนอการมีส่วนร่วมในการวางแผน
การจัดการการดำเนินงาน และมีความต้องการเป็นผู้ริเริ่มและรับผิดชอบในกระบวนการพัฒนาสังคม
แต่ยังขาดรูปแบบการมีส่วนร่วมในการประเมินผลและต่อยอด เพื่อขยายการดำเนินงาน โดยเยาวชน
จำนวนมากทำงานพัฒนาในพื้นที่ชุมชนและสังคม แต่ยังไม่สามารถเชื่อมโยงกันให้เกิดการขับเคลื่อนที่มี
ประสิทธิภาพ หรือมีการผลักดันเป็นนโยบาย ยังไม่มีกลไกรับผิดชอบการส่งเสริมการมีส่วนร่วมที่ชัดเจน
และมีเอกภาพ สำหรับในความต้องการที่จะมีส่วนร่วมของเยาวชนในภาพรวมทั้งหมด พบว่า
กลุ่มเยาวชนต้องการร่วมคิดริเริ่มวางแผน ร่วมดำเนินการ และร่วมติดตามประเมินผล การเผยแพร่
ข้อมูลและรณรงค์ และการขยายผลงาน ดังนั้น การออกแบบกลไกและกระบวนการเพื่อกำหนดการ
มีส่วนร่วมของเยาวชนในยุทธศาสตร์และแผนงานของภาครัฐฯ จะต้องครอบคลุมในทุกกลุ่มและแก้ไข
ข้อจำกัดในการทำงาน จะต้องมีกิจกรรมและพื้นที่สร้างสรรค์ นันทนาการ วัฒนธรรม สิ่งแวดล้อม และ
อาสาพัฒนาชุมชนร่วมกัน มีการร่วมคิด ร่วมทำ ยอมรับความแตกต่างระหว่างบทบาทและการได้รับการ
สนับสนุนที่เป็นทางการกับกลุ่มอิสระ ซึ่งจำเป็นต้องเสริมศักยภาพการพัฒนาเยาวชนเพื่อการมีส่วนร่วม
สร้างทักษะส่วนบุคคล ทักษะวิชาการและการทำงาน มีระบบที่ตอบสนองต่อความต้องการของเยาวชน
ในบริบทต่าง ๆ อีกทั้งบทบาทในภาคส่วนของสังคมที่เกี่ยวข้อง จะต้องส่งเสริมการมีส่วนร่วมข้อมูลของ
ภาครัฐ องค์กรเอกชนและภาคธุรกิจ ในการสนับสนุนการมีส่วนร่วมของเยาวชนในรูปแบบการพัฒนา
จิตอาสา ทักษะการมีส่วนร่วมในชุมชน ทักษะชีวิตและการสร้างเครือข่ายการทำงานร่วมกัน และ
ในประเด็นช่องทางการสื่อสารกับเยาวชนจำเป็นต้องสร้างความเข้าใจร่วมกันทุกช่องทางและการสื่อสาร
จะต้องชัดเจนสร้างการมีส่วนร่วม ความถี่ของการรับรู้ข่าวสาร และแหล่งที่มาของข่าวสารจะต้อง
สอดคล้องกัน สร้างทัศนคติและค่านิยมร่วมกัน ไม่มีการบังคับหรือสั่งการให้ทำ ควรสร้างบรรยากาศและ
แรงจูงใจของการมีส่วนร่วม ทั้งนี้จะทำให้การพัฒนาประเทศกับการมีส่วนร่วมของเยาวชนเป็นไปได้
ด้วยดี
abstract:
“Thai Youth and Participation in Developing the Country” academic paper
aims to (1) gain an understanding of Thai youth’s participation in developing the
country, and (2) acquire a knowledge of tools and channels to communicate with Thai
youth about participation in developing the country through qualitative research. This
includes understanding the research problems, researching, and reviewing the relevant
literary works and studies, planning on area research, selecting the informants,
accumulating the information from participant and non-participant observation, indepth interview, and focus group discussion. For 3 dimensions in developing the
country, the first dimension is politics and government (case study: election), the
second dimension is environment (case study: waste management in the community),
and the third dimension is morality and ethics (case study: unity and respect in each
other’s rights). The interviewee groups chosen are various on the basis of education
context. From the youths’ comments and suggestions, the researcher found out that
youths mostly prone to listening others’ comments, giving the suggestions in planning
and proceeding each action, as well as being the leader who is responsible in
developing social development process – yet lack of participation in evaluation and
continue the project. Many youths take a part in developing the community and
society, but still do not connect the points and issues that lead to a better and more
efficient drive, or a better policy, thus they do not have the lucid and joint process in
supporting the participation. For the demand in participation in a big picture, the
researcher discovered that the youths want to get involved in initial planning,
proceeding, assessing the result, sharing, supporting, and expanding the performance:
therefore, designing mechanism and method to determine youth’s participation in
strategic management in the public sector must include every group of people –
emphasizing diversity in society; must provide public space for creativity, culture, and
environment; and must volunteer for community development. There also has to beค
collaboration, teamwork, acceptance in differences, and official support for everyone
in this space – which is required to respond their needs in different context and
improve the youths’ potentials to participate, and individual academic and working
skills. Furthermore, the society must support the public, private, and business sectors
in providing support in community volunteering participation, life skills, and building
connections in work network. For the communication channels, the message shared
on every platform needs to provide the audience (in this study, the youth) a clear
understanding, encourage the audience to participate in developing the country,
create the mutual viewpoint and social value without giving the sense of forcing or
pressure. Additionally, but importantly, it also needs to be delivered from credible
source in a frequent period of time. All these mentioned factors will affect the
participation in developing the country of Thai youth positively.
