การวิจัยแนวทางการขับเคลื่อนแผนปฏิบัติการพลังแผ่นดินเอาชนะยาเสพติด ใน
พ้ืนที่รับผิดชอบของกองกา ลงัสุรศกั ด์ิมนตรีน้ัน เป็ นการศึกษาสภาพแวดล้อมและแนวทางการ
ขบั เคลื่อนแผนปฏิบตัิการพลงัแผน่ ดินเอาชนะยาเสพติด ในพ้ืนที่รับผิดชอบของกองกา ลงัสุรศกั ด์ิ
มนตรี ตามกรอบของแผนปฏิบัติการพลังแผ่นดินเอาชนะยาเสพติดปี 2557 ของ ศูนย์อ านวยการ
พลังแผ่นดินเอาชนะยาเสพติดแห่งชาติ
ผลจากการศึกษาวิจัย พบว่า สภาพแวดล้อมโดยรวมอยู่ในระดับที่ดีและสามารถ
ควบคุมได้ โดยมีแนวทางการขับเคลื่อนดงัน้ีการด าเนินการตามยุทธศาสตร์ต่อเนื่อง จะต้อง
ก าหนดเป็ นวาระเร่งด่วนของจังหวัด เพื่อให้ความส าคัญในการแก้ไขปัญหายาเสพติดร่วมกันกับ
ทุกภาคส่วน ดว้ยการกา หนดพ้ืนที่เป้าหมาย“จุดแตกหัก” ในพ้ืนที่หม่บู า้น/ชุมชน และสร้างระบบ
หมู่บ้าน/ชุมชนเข้มแข็ง โดยสร้างกองก าลังภาคประชาชนเป็ นเครือข่ายพลังแผ่นดินเพื่อป้ องกัน
และแก้ไขปัญหาเสพติดในทุกหมู่บ้าน/ชุมชน การปรับเปลี่ยนทัศนคติ พฤติกรรมและสังคม
ส าหรับยุทธศาสตร์ป้ องกัน จะต้องให้ความรู้ที่ถูกต้องเกี่ยวกับการป้ องกันและแก้ไขยาเสพติด
สร้างทศันคติที่เหมาะสมตามวยั รวมท้งัทกั ษะในการป้องกนั ที่มีประสิทธิภาพ การระวังป้ องกัน
พ้ืนที่โดยเน้นงานด้านการข่าว การสนธิกา ลงัจากหน่วยกา ลงัในพ้ืนที่พร้อมท้งัประสานการปฏิบตัิ
อย่างใกล้ชิด ตลอดจนการสร้างความร่วมมือกับประเทศเพื่อนบ้าน รวมท้งัยุทธศาสตร์เสริมสร้าง
จะต้องบูรณาการหน่วยกา ลงัในพ้ืนที่อา เภอชายแดน เพื่อสกัดก้นั ยาเสพติดให้ครอบคลุมพ้ืนที่
ด่านถาวรและจุดผ่อนปรน ช่องทางธรรมชาติ และพัฒนาเครื่ องมือที่มีเทคโนโลยีทันสมัย อาทิ
เครื่องสแกนคอนเทรนเนอร์รวมท้งับุคคลตอ้งสงสยั การพฒั นางานการข่าวท้งัในและนอกประเทศ
และการแสวงหาความร่วมมือจากต่างประเทศ
ผลการวิจัย สามารถน าไปประยกุ ตใ์ชเ้ป็นแนวทางการดา เนินงานไดใ้นพ้นื ที่ชายแดน
ดา้นอื่นๆ ซ่ึงยงัคงมีปัญหายาเสพติดเช่นเดียวกนั ท้งัน้ีเพอื่ เป็นการสนบั สนุนการแกไ้ขปัญหาความ
มนั่ คงของชาติตลอดจนการเตรียมการเขา้สู่ประชาคมอาเซียนให้เป็ นไปด้วยความเรียบร้อยต่อไป

The research, Plan-driven Approach to Overcome Power of Drug in Area of
Responsibility of Surasakmontri Force, was a learning environment and plan-driven approach to
overcome the power of the drug in the area of responsibility of the armed forces within the
framework of the 2557 Action Plan Surasakmontri Forceon Narcotic Drugs of Center of National
Strength Overcome Addiction.
From the study results, it was found that overall environment was good and
could be controlled by having the following driven approaches: implementation of continuous
strategy neededto be defined as urgent agenda of the province in order to mainly focus on solving
drug problem common to all sectors by defining the target area “breaking point” in the
village/community and constructing of potent villages/communities system by forming public
forces as a network of land strength to prevent and tackle drug problem in every
village/community. Change in attitude, behavior, and social for defense strategic must provide the
correct knowledge about prevention and drug abuse creating the right attitude with age, including
skills of effective protection, protection of areas by focusing on intelligence, integration of task
force units in the area with close coordination, as well as building partnerships with neighboring
countries, including strengthening strategic integrating the task force unit in the border districts in
order to intercept drug covering area of permanent checkpoints, temporarily permitted area,
natural channels and develop modern tools such as container scanners including suspected
persons, and development of intelligences, both in and outside the country and seeking
cooperation from abroad.
The findings could be applied as guidelines for operation in other border area,
which still had drug problem as well. This was to support the issue of national security as well as
the preparations for smooth entrance into the ASEAN community.
