วัตถุประสงค์ของรายงานการวิจัยนี เพือศึกษาและวิเคราะห์สถานการณ์พลังงานและ
รูปแบบนโยบายพลังงานของไทยในอดีตจนถึงปัจจุบัน มุ่งเน้นการวิจัยรูปแบบของนโยบายพลังงาน
เฉพาะผลิตภัณฑ์จากปิ โตรเลียมและนโยบายการอุดหนุนราคาพลังงาน รวมถึงวิเคราะห์และ
เปรียบเทียบสถานการณ์และนโยบายพลังงาน ทังในระดับประเทศ ระดับภูมิภาคและระดับโลก
โดยใช้วิธีการวิจัยเชิงคุณภาพเพือหาแนวทางการกาหนดยุทธศาสตร์พลังงานไทยให้สอดคล้องก ํ บั
สถานการณ์พลังงานทีเปลียนแปลงและเป็ นการเตรี ยมความพร้อมในการก้าวเข้าสู่ประชาคม
เศรษฐกิจอาเซียนเป็ นสําคัญ โดยเฉพาะการกาหนดราคาพลังงาน ซึงเป็ นประเด็นทีสังคมให้ความ ํ
สนใจมาก เนืองจากมักจะถูกเชือมโยงกบประเด็นทางการเมือง ทําให้การก ั าหนดโครงสร้างราคา ํ
พลังงานทียังยืนเป็ นไปด้วยความยากลําบาก ดังนั นการทีจะสามารถบรรลุวัตถุประสงค์ของ
ยุทธศาสตร์ดังกล่าว ต้องอาศัยแนวทาง คือ การปรับโครงสร้างราคาพลังงาน ภาษี และเงินกองทุนฯ
เพือให้ราคาพลังงานสะท้อนต้นทุนทีแท้จริงและเป็ นไปตามกลไกตลาดในระยะยาว นอกจากนี
จะต้องมีการดูแลกลุ่มคนผู้มีรายได้น้อยในสังคม โดยยกเลิกการอุดหนุนราคาพลังงานแบบเหวียงแห
และเปลียนมาอุดหนุนเฉพาะกลุ่มทีตรงจุด เพือให้เกิดเสถียรภาพด้านราคาพลังงานและเป็ น
ประโยชน์ต่อสังคมโดยรวม

Title Thailand’s Energy Strategy for ASEAN Economic Community

This Research aims to study and analyze the energy situations and the Thailand energy
policies as from the past up to present, concentrating on research of the energy policies only of
petroleum products and the energy price subsidy policies, inclusive of and in comparison with the
energy situations and policies at the levels of country, region, and global, by using the qualitative
research to find the guidelines in order to determine Thailand energy strategies to be in accordance
with the changing energy situations and to be ready for entry to ASEAN Economic Community, in
particular designation of the energy prices which were extremely interested by society. Due to
linkage with the political issue, the sustainable energy price structure has been determined in a
difficult manner. In consequence, so as to meet the objectives of such strategies, the energy prices,
taxes, and funds restructuring should be taken into account to enable the energy prices to reflect the
actual costs and to be in line with long-term market mechanism. Additionally, the low-income
groups of people should also be taken into consideration by canceling the energy price subsidy in
the generalizing manner and switching to subsidize only relevant groups to cause stabilization on
prices and to be beneficial to overall society.
