การวิจัยในครั&งนี& มีวัตถุประสงค์เพื อศึกษาสภาพ และปัจจัยที มีผลกระทบต่อ
กองพลพัฒนาที ๒ ในการปฏิบัติงานด้านบรรเทาสาธารณภัย และศึกษาแนวทางในการพัฒนา
การบริหารจัดการด้านการบรรเทาสาธารณภัยของกองพลพัฒนาที ๒ โดยให้กาลังพลได้มีการ ํ
พัฒนาความพร้อมในการปฏิบัติงานที เหมาะสม ร่วมกับส่วนราชการและองค์กรบริ หาร
ส่วนท้องถิ นต่างๆ มีขอบเขตของการวิจัยเป็ นการศึกษาวิจัยมุ่งเน้นเฉพาะแนวทางในการพัฒนา
บุคลากร เพื อเตรียมความพร้อมในการปฏิบัติงานด้านบรรเทาสาธารณภัย โดยรวบรวมข้อมูลและ
การสัมภาษณ์ผู้ที เกี ยวข้องในระดับนโยบายรวมทั&งผู้ที ปฏิบัติงาน ซึ งจะเน้นบุคลากรในส่วนของ
กองพลพัฒนาที ๒ และจังหวัดนครราชสี มา โดยดําเนินการวิจัยในลักษณะการศึกษาวิจัย
เชิงคุณภาพ ใช้การวิเคราะห์ข้อมูลพื&นฐานในประเด็นปัญหาและลักษณะของกาลังพล เพื อการ ํ
บริหารจัดการ และปัจจัยอื นๆ ประกอบกบการวิเคราะห์สถานการณ์ด้านต ั ่างๆ โดยมีผลการวิจัย
พบว่ามีปัจจัยสาเหตุต่างๆ หลายอย่างที มีผลกระทบต่อการปฏิบัติงานของกองพลพัฒนาที ๒
ซึ งสามารถวิเคราะห์ได้ว่า ปัจจัยภายในและปัจจัยภายนอก รวมทั&งความสัมพันธ์และความร่วมมือกบั
องค์กรที เกี ยวข้อง ต้องมีการพัฒนาขีดความสามารถของกาลังพล โดยการปรับปรุ งและพัฒนา ํ
ขีดความสามารถของบุคคลด้วยการฝึ กอบรมให้กาลังพลมีความรู้ความชํานาญ และสร้างสภาวะ ํ
แวดล้อมในการปฏิบัติงานด้วยการเสริมสร้างขวัญ กาลังใจหรือสวัสดิการ รวมทั ํ &งพัฒนาองค์ความรู้
ของกาลังพล เช ํ ่น การผลักดันให้เกิดการนําเครื องมือการจัดการความรู้ (KM) ไปใช้พัฒนาบุคลากร,
การจัดทําแผนการจัดการความรู้ด้านการบรรเทาสาธารณภัยประจําปี , การดําเนินการจัดเก็บและใช้
ประโยชน์จากองค์ความรู้ที เกิดขึ&น (Best Practice), มีการเสริมสร้างกองร้อยบรรเทาสาธารณภัยให้มี
ความสมบูรณ์โดยบรรจุกาลังพลที มีขีดความสามารถ และมีประสบการณ์ในการทํางาน ํ และวางแผนงาน
ที สอดคล้องกบสภาพเหตุการณ์หรือตามนโยบายได้อย ั ่างเหมาะสม เพื อให้การช่วยเหลือประชาชน
ผู้ประสบสาธารณภัย เป็ นไปอยางรวดเร็ว และมีประสิทธิภาพสูงสุด ่

ABSTRACT
Title The Development of Disaster Prevention and Mitigation Management of
the 2nd Development Division

This research aims to study on conditions and factors that have a direct impact on the
development of disaster prevention and mitigation management of the 2nd Development Division while
advancing development methods for greater efficiency of the disaster prevention and mitigation
management. The armed forces are developed to be well-prepared for appropriate performance procedures
to work closely with the government sector and other local administrative organizations, in which the
scope of this research will focus mainly on the development of personnel as part of the objective to be
prompt for the operations of disaster prevention and mitigation. This research is developed by collecting
informative data and conducting in-depth interviews with several people from the policy level, with an
emphasis on personnel officers from the 2nd Development Division and NakhonRatchasima. Meanwhile,
this research also relies on the quality study, the basic data analysis and the nature of the armed forces
aiming for the efficiency of management and other related factors with the analysis of various
circumstances. The result of this research reveals that several incidents, varying in internal and external
factors as well as the relationship and collaboration from related organizations, are affecting the
performance of the 2nd Development Division. It is also required to maximize the capacity of individuals
via the development of training program, sufficient knowledge and friendly environment by advancing
morale, welfare and knowledge of the armed forces such as adopting knowledge management for
personnel development, preparing an annual disaster prevention and mitigation plan, making use of the
best practices and strengthening complete and powerful companies of disaster prevention and mitigation
officers to comply with all circumstances appropriately, as part of the intention to provide great assistance
to victims of the disaster quickly and efficiently.
