การบริหารจัดการด้านระบบโลจิสติกส์และโซ่อุปทานอยางมีประสิทธิภาพ เป็ นสิ ่ ,งที,
องค์กรผู้ผลิตสินค้าและบริการให้ความสําคัญ เนื,องจากวงจรกิจกรรมในโซ่อุปทานนั3นคลอบคลุม
กระบวนการตั3งแต่การจัดหาวัตถุดิบในการผลิตสินค้าและบริการ จนกระทังขั , 3นตอนสุดท้ายคือการ
ส่งมอบสินค้าและบริการถึงมือผู้บริโภค หากสามารถควบคุมการบริหารจัดการระบบโลจิสติกส์
โดยเลือกใช้เทคโนโลยีสารสนเทศที,เหมาะสม นวัตกรรมและการประยุกต์ใช้เพื,อเพิ,มประสิทธิภาพ
และยกระดับขีดความสามารถการสนับสนุนที,เก3ือต่อการส่งกาลังบํารุงในแต ํ ่ละช่วงกิจกรรมของ
ระบบโลจิสติกส์และโซ่อุปทาน ยอมส ่ ่งผลดีต่อองค์กร
การวิจัยครั3งนี3 ได้ทําการศึกษาบทบาท ปัญหา/อุปสรรคและแนวทางในการเพิ,ม
ประสิทธิภาพระบบโลจิสติกส์ในการให้การสนับสนุนงานส่งกาลังบํารุงของกรมราชองครักษ์ โดย ํ
ใช้วิธีการวิจัยเชิงคุณภาพ (Qualitative Research) ทํารวบรวมข้อมูลจากเอกสาร ผลงานวิชาการที,
เก
ี,ยวข้อง และเครื,องมือที,ผู้วิจัยได้สร้างขึ3น ได้แก่ การสัมภาษณ์แบบเจาะลึก (In-Depth Interview)
กบผู้บังคับบัญชา(ผู้บริหาร) และผู้ใต้บังคับบัญชา(ผู้ ั ปฏิบัติ) เป็ นข้อมูลประกอบการศึกษางานวิจัย
ครั3งนี3 โดยเน้นการศึกษาวิจัยเฉพาะในส่วนที,กองส่งกาลังบํารุง สํานักยุทธบริการ ผลที,ได้จาก ํ
การศึกษาครั3งนี3 ทําให้ทราบว่าปัญหาและอุปสรรคที,จําเป็ นต้องได้รับการแก้ไขปรับปรุ ง คือ
โครงสร้างการจัดหน่วย การสนับสนุนงบประมาณในการพัฒนาระบบ การบริ หารจัดการ
ฐานข้อมูล และ กาลังพลที,มีความรู้ความเข้าใจด้านงานส ํ ่งกาลังบํารุ ง นอกจากนี ํ 3ได้เสนอแนะ
แนวทางในการพัฒนาและเพิ,มประสิทธิภาพระบบโลจิสติกส์ที,เก3ือต่อการส่งกาลังบํารุง โดยการ ํ
กําหนดใช้ระบบโลจิสติกส์เป็ นยุทธศาสตร์ขององค์กร ซึ, งการที,จะนําระบบโลจิสติกส์ มา
ประยุกต์ใช้ในการปฏิบัติงานจริงจะต้องจัดทําเป็ นแผนยุทธศาสตร์ในการนําระบบการจัดการโซ่
อุปทานโลจิสติกส์ที,เป็ นเลิศ ที,เรียกวา “Best Practice Strategy Plan” มาใช้ในการเพิ ่ ,มประสิทธิภาพ
อยางเป็ นระบบ ่

ABSTRACT
Title : The optimization of logistics systems to assist in the logistics.: A case study of
Royal Aide-De-Camp Department (RADC)

Management systems, logistics and supply chain efficiency is organizations, products
and services featured. Circuit activity in the supply chain that covers the process from raw material
procurement to products and services. The final step is to deliver goods and services to consumers.
If anyone can manage the logistics solutions by selecting the appropriate use of information
technology, innovations and applications to optimize performance and enhance their capacity to
lend support to the logistics activities in each phase of the logistics and supply chain that have an
impact on the organization.
The study have studied the role Problems / barriers and ways to increase efficiency in
the logistics system to support the logistics of RADC. Using Qualitative Research to collect
information from the document, related research and the researcher have been created, including indepth interviews with directors and subordinates to support the education and research. The focus of
research is concentrated only in the logistics division, Office of Strategic Services, RADC.
The results of the study, keeping in mind the problems and obstacles that need to be
resolved to improve the structure of the unit: Financial support for the development, Database
management and personnel with the knowledge and understanding of logistics. In addition, it
offers guidance on the development and optimization of logistics systems to assist in the logistics.
By determining the logistics system is a strategic enterprise. In order to bring the system's
logistics, applied in actual practice must be made in implementing the strategic plan for supply
chain management logistics excellence that's called "Best Practice Strategy Plan" used to
optimize the system.
