การศึกษาครั.งนี.มีวัตถุประสงค์เพื อ1.เพื อศึกษาแนวทางการลงทุนด้านการเงินใน
ต่างประเทศของบุคคลทัวไป 2.เพื อศึกษาความคาดหวังของนักธุรก ิจต่อการลงทุนด้านการเงินใน
ต่างประเทศของบุคคลทั วไป 3.เพื อวิเคราะห์และเสนอแนวทางการลงทุนด้านการเงินใน
ต่างประเทศของบุคคลทัวไป เพื อสร้างความมั นคงทางเศรษฐก ิจของไทย โดยศึกษาแนวทางการ
ลงทุนด้านการเงินในต่างประเทศของบุคคลทัวไป แผนแม ่บทเงินทุนเคลื อนย้ายระหว่างประเทศ
ของแบงก์ชาติ ทางเลือกการลงทุนด้านการเงินในต่างประเทศของบุคคลทัวไป สอบถามความ
คาดหวังจากนักธุรกิจ ด้วยแบบสัมภาษณ์เรื อง ความคาดหวังของนักธุรกิจ ในเรื องการลงทุนด้าน
การเงินในต่างประเทศของบุคคลทัวไป ผลจากการศึกษาสรุปได้ดังนี .
1) มีมาตรการหลัก 9 ด้านของการลงทุนด้านการเงินในต่างประเทศของบุคคลทัวไปที
ควรปรับปรุงแกไข มีดังนี ้ . 1.1) มาตรการด้านภาษี 1.2) มาตรการด้านการเงิน 1.3) มาตรการด้านการ
บริหารจัดการ และ 1.4) มาตรการด้านข้อมูล
2) แนวทางการส่งเสริ มการลงทุนด้านการเงินในต่างประเทศของบุคคลทัวไป
ควรดําเนินการดังนี. 2.<) ด้านมืออาชีพบริหารกองทุน =.2) ด้านการกระจายความเสี ยง 2.>) ด้าน
สภาพคล่อง 2.9) ด้านทางเลือกมากมายสําหรับการลงทุน 2.?) ด้านความสะดวกสบาย 2.@) ด้าน
กลไกปกป้ องผู้ลงทุน
3) ในการศึกษาครั.งนี. มีข้อเสนอแนะดังนี. 3.1) ข้อเสนอแนะเชิงนโยบาย ประกอบด้วย
3.1.1) ข้อพิจารณาทางด้านภาษี 3.1.2) การจัดหาแหล่งเงินทุนให้นักลงทุน 3.1.3) นโยบายประกนั
ความเสี ยง 3.2) ข้อเสนอแนะเชิงปฏิบัติการได้แก่ 3.2.1) การจัดตั.งศูนย์ปฏิบัติการการลงทุนทาง
การเงินระหวางประเทศ 3.2.2) การจัดตั ่ .งสํานักบริการภาษีระหวางประเทศและ 3.3) ข้อเสนอแนะ ่
ในการวิจัยครั.งต่อไป ได้แก่ 3.3.<) ควรมีการวิจัยในเชิงลึกเกี
ยวกบองค์ประกอบการเสริมสร้าง ั
พัฒนาตลาดเงินตราต่างประเทศในรูปแบบต่างๆ 3.3.=) ควรมีการวิจัยถึงตัวบ่งชี.ความสําเร็จที
แท้จริงของการลงทุนด้านการเงินในต่างประเทศ ซึ งสามารถช่วยสร้างความมังคั งให้ก บเศรษฐก ั ิจ
ของชาติ 3.>.3) ควรมีการวิจัยที ศึกษาเพื อพัฒนารูปแบบของกระบวนการอื นในการส่งเสริมการ
ลงทุนด้านการเงินในต่างประเทศของบุคคลทัวไป
abstract:
ABSTRACT
Title Guidelines on promoting the offshore financial investment for individual
investors to help to stabilize the economy of Thailand.
Field Economics

The purposes of this project are: 1) to study the current pattern of an offshore
financial investment for individual investors 2) to study the expectations of businessmen on an
offshore financial investment for individual investors 3) to analyze and propose the guideline of
an offshore financial investment for individual investors to help to stabilize the economy of
Thailand. The instruments used for the study were the interview expectations of the targets
related group i.e. businessmen and also investor in several sectors, study the country’s master
plan on mobilization of fund, fund management, foreign exchange policy by the Authority (Bank
of Thailand). Secondly to study the choices of offshore financial investments, the expectation of
target individual investors.
The results of the study can be summarized as follows;
1) Measure affect the sentiment of offshore financial investment for individual
investors to be revised : 1.1)Taxation 1.2)Financial 1.3)Administrative Management
1.4) Information System.
2) Factors that help to promote offshore financial investment for individual
investors : 2.1)Professional advisor 2.2)Diversification of the investment risk 2.3)Liquidity or
financial package to support the investment 2.4)Varieties of Investment 2.5)Convenience
2.6) Investor’ protection.
3) Suggestion from this study : 3.1)Policy aspect ; 3.1.1)Taxation 3.1.2)Provide
source of fund for investor 3.1.3)Risk Protection 3.2)Operational aspect ; 3.2.1)should have
international investment centre 3.2.2)Should have international tax advisor office 3.3)Suggestion
for future study included ; 3.3.1)there should be an in-depth study of the composition, enhancing
the development of the foreign exchange market in different ways 3.3.2)To figure out the index
that should be an indicator of the true value of the financial offshore financial investment and its
performance. Also to justifying how the offshore investment can help create wealth for the
national economy 3.3.3)To develop any other possible model of the process of the promoting
offshore financial investment for individual investor.
